1 Job Description Position Technical Advisor-BCC, Bangladesh Grade D2 Department Programme: Advancing Adolescent Health (A2H) Date 25 February & Location Activity, Plan International Based in Dhaka, Bangladesh 2018 Reports to (position): Project Director-Bangladesh A2H Background Plan International is a global organization that works side by side with communities in 51 developing countries to end the cycle of poverty for children and their families. Plan works at the community level to develop customized solutions and ensure long-term sustainability. Our solutions are designed up-front to be owned by communities and range from clean water and healthcare programs to education projects, economic empowerment, child protection initiatives, and youth civic engagement. Across program areas, Plan s activities are guided by a Child-Centered Community Development (CCCD) approach, which is rightsbased, holistic, gender-sensitive, and inclusive. Purpose: How does this post support Plan s strategy and mission? Plan aims to reach as many children as possible, particularly those who are excluded or marginalized with high quality programs that deliver long lasting benefits by increasing its income, working in partnership with others and operating effectively. The Technical Expert will serve as the project s full-time technical lead for adolescent reproductive health programming activities with a focus on Behavioral Change Communications (BCC). Dimensions of Role: The position holder directly supervises four project staff Technical Specialist-ASRH, Admin & Logistics Coordinator and two Project Coordinator. Oversees the management and disbursal of project budget for BCC materials in Plan and Partner organization of approximately USD per annum; does have delegated authority for expenditure. He/she needs to communicate with USNO and local US Office (as assigned by PD) for technical deliverables of the project including technical reporting and compliance; he/she also needs to communicate with other project staff at Plan and Partner organization as well as relevant govt. officials on project technical deliverables both at national and local level. He/she needs to identify and mitigate risk related to the technical delivery of the project both at planning as well as at implementation stage in Plan and at partner ends. He/she will represent the project as well as Plan in relevant network/ committee/ forum at national and local level. The incumbent will ensure quality of the technical deliverables of the project implemented by ESDO and LAMB partners in Rangpur district of Bangladesh. Typical Responsibilities - Key End Results of Position: Lead technical design, oversight, and monitoring of activities for health BCC activities. Contribute detailed and accurate technical deliverables and reports to fulfill USAID reporting requirements. Coordinate technical activities with the USAID donor Bangladesh mission, partners, sub-recipients, government agencies, international and local NGOs, and community organizations.

2 Ensure the timely and quality completion of program technical deliverables and reports in accordance with USAID guidelines. Supervise a team and oversee implementation of annual program work and plans. Liaise and coordinate with other related projects and activities ongoing in Bangladesh, including Plan s ongoing programs. Lead the development of annual work plans and contribute to development of performance monitoring plans. Work closely with other project technical experts on all project activities. Ensure USAID FP and other programmatic compliance at partners and field level Ensure Plan s Child Protection Policy and Guidelines are adhered to during project implementation Dealing with Problems: Complexity of problems handled & the degree of investigation, analysis, & creative thinking required solving The position will require regular and structured analysis to identify any emerging issues as well as identify any potential technical and quality related risks of the project deliverables at the planning and implementation level. The position holder should hence be able to manage any emerging issues, anticipate risks within the area of business. Technical Advisor-BCC should have sound knowledge on national BCC activity in normal country situation. S/he has quick adaptation ability with rapid change of govt. strategies and policies regarding SRHR. S/he is capable of developing ASRH training packages, materials and guidelines considering the diversity of problems in community level aligning with programme needs. S/he is capable of dealing with partner NGO staffs in any complexity of problems. S/he is able to work under pressure and multi-task at the same time, and willing to work extra-hour when needed. S/he should have analytical skill for interpreting field issues and identify factors to address those issues. Coordination and networking with stakeholders, maintaining liaison For collaboration and partnership on specific project/ advocacy issues (high, medium, low) Knowledge, Skills, Behaviors, and Experience Required to Achieve Role s Objectives: Knowledge and Experience Master s degree in social communications, public health or a related field; PhD, MD or DrPH preferred. Progressively responsible, relevant experience working within the BCC sector in Bangladesh. Significant experience in relevant program management or technical advisory roles in complex adolescent reproductive health projects in South East Asia. Experience in Bangladesh will be highly preferred. Minimum of 10 years experience in public health and at least 5 years in international health. Knowledge of community-level challenges impacting adolescent service delivery. Experience with USAID-funded projects (ideally, in a senior technical position) highly preferred. Skills Expertise in the adolescent reproductive health field. Proven achievement of behavior change results through well-conceptualized, planned and implemented BCC and community mobilization programs. Demonstrated knowledge about gender and development, and demonstrated experience and proficiency in managing programs that mainstream gender. Demonstrated ability to design and implement strategies that employ evidence-based approaches to meet project targets, especially under rigorous timelines. Experience working and collaborating with diverse sets of stakeholders, such as local NGOs, government officials, donor representatives, and international staff. Proven leadership, inter-personal and cross-cultural skills, and ability to build and motivate diverse teams. Excellent English oral and written communication skills; Strong written and oral skills in Bangla and knowledge of the culture and context of Bangladesh preferred.
