General Summary of Function/Purpose of Position This position manages training functions for Tax Administration s Tax Compliance and Tax Processing Bureaus. The position provides supervision and guidance for multiple teams of trainers responsible for supporting the Bureaus with training. Duties include establishing a strategic vision for the Bureaus training needs as well as maintain training standards for training analysis, design, development, implementation and evaluation (ADDIE).

The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 80 Manage training programs for the Bureaus. This includes insuring that ADDIE training standards are met and maintained. That bureaus training needs are identified and prioritized. That staff are receiving necessary training and the Deputy Treasurer for Tax is kept apprised of any gaps in the ability of the training unit to provide needed training. Develop training policies that establish standards for all training functions Maintain the policies, standards, and guidelines Assist management in identifying potential training needs Identify and assess future and current training needs Analyze training needs to develop new training programs or modify and improve existing programs. Oversee the design of in-house materials and resources for employee development and education. Oversee the management of multiple training teams. Oversee the development and organization of training manuals. Maintain training programs calendar Monitor and evaluate training program s effectiveness Initiate and prepare long-range objectives for the training organization that are consistent with Treasury and training policies, and develop a system for verifying implementation of the actions needed to meet the objectives. Advising Treasury leaders and executives on issues related to training and development, which are pertinent to the needs of the department. Duty 2 General Summary: Percentage: 10 Coordinate the implementation and maintenance of the Learning Management System (LMS) for the Department of Treasury training areas. Coordinate the implementation of the LMS system for the Department of Treasury training areas. Establish procedures for the LMS. Oversee maintenance of the LMS. Duty 3 General Summary: Percentage: 10 Other duties as assigned. Other duties as assigned. 16. 3 This position will determine how best to deploy training resources to meet training needs and how to design and deliver training to meet those needs. This position is responsible for leading the training teams for the Tax Compliance and Tax Processing Bureaus. 24. What is the function of the work area and how does this position fit into that function? This work area is responsible for providing tax, technical and other training. As well as guidance for internal and external stakeholders. This position is primarily responsible for training the Bureaus staff but will also support the Department s outreach efforts. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATION: Possession of a bachelor s degree in any major. EXPERIENCE:

4 State Administrative Manager 15 Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level. Alternate Education and Experience State Administrative Manager 15 Education level typically acquired through completion of high school and two years of safety and regulatory or law enforcement experience at the 14 level; or, one year of safety and regulatory or law enforcement experience at the 15 level, may be substituted for the education and experience requirements. KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of the principles and techniques of administrative management, including organizations, planning, staffing, training and reporting. Ability to organize and coordinate the work of others. Knowledge of training principles and supervisory techniques. Excellent written and verbal communication skills; communicating in a professional manner. Ability to assess, evaluate and analyze programs and processes, compile information, and articulate succinctly.
