1 POSITION DESCRIPTION 1. POSITION DETAILS Position Title: Division: Unit: Management Level: Area Manager City Spaces City Life Social Programs & Services, City Spaces Supervisor/Team Leader 2. ORGANISATIONAL RELATIONSHIPS Position Title of Supervisor: Manager City Spaces Titles of Positions which report to Area Manager City Spaces are: Centre Manager Youth Team Leader Community Development Coordinator Community Service Worker Contractors for which this position is responsible: Contractors may report to this position on a day to day basis as required 3. PRIMARY PURPOSE OF POSITION To manage the integrated service delivery of facilities, programs and services across a City Spaces Area. Ensure the efficient and effective management of City Spaces facilities and leadership and management of staff within one of four geographical areas as determined by the Manager City Spaces. Work in partnership with a range of internal and external stakeholders to improve the collective wellbeing and resilience of all residents, workers and visitors towards a socially just and resilient city. 4. POSITION OBJECTIVES The major objectives to be achieved by the Area Manager City Spaces are; To be held accountable for working conditions under the control of the position and for detecting any unsafe or unhealthy conditions or behaviour Title: Area Manager City Spaces Date: 3 March 2017 Page 1

2 and to take immediate steps to investigate and rectify any risks to health, safety and welfare arising from any activity Oversee the efficient and effective leadership, management and operations of teams and facilities in a local City Spaces Area Develop the capability and resilience of staff to deliver innovative programs responsive to community needs and aligned to the City s strategic objectives Within a community development framework, oversee the design, delivery, monitoring, evaluation and reporting of a range of events, programs, projects and services that are responsive to and meet the needs of the community, and are aligned with objectives outlined in the Unit Business Plan Develop and maintain effective relationships and collaborative partnerships with City colleagues, local stakeholders and the community, and other members of the City Spaces Management Team to achieve community development outcomes Support the City Grants Programs and program recipients as required and relevant Work as part of the Social Programs & Services team to deliver on the objectives set out in the Unit Business Plan 5. POSITION ACCOUNTABILITIES Effectively lead and manage a team of staff within a City Spaces Area to; o ensure appropriate workforce planning, including contingency and succession planning o ensure all staff are provided with opportunities for development o identify gaps in performance and take action to address these where appropriate o support staff wellbeing o ensure effective and efficient management of Centres, including compliance with all relevant policies, procedures and processes o identify and/or implement operational efficiencies including maintenance and upgrade opportunities o ensure all WHS, reporting and risk management requirements are met o ensure timely reporting of maintenance needs and issues Work collaboratively with the community to develop and deliver community led and/or community driven responses to local social issues and/or needs. Work in collaboration with staff, partners and other areas of the organisation to; o deliver a diverse and accessible range of programs, projects and services and an annual calendar of events to meet the needs of the community and the organisation s strategic goals Title: Area Manager City Spaces Date: 3 March 2017 Page 2

3 o conduct research and analysis of local community needs to understand the community within the area and determine priorities for programming in response o use appropriate project and community development tools o monitor program outcomes o evaluate programs, services, events and facilities delivered to ensure they meet community needs and program objectives, and make changes as required o report as relevant and appropriate Develop and maintain effective partnerships through attendance at, or participation in relevant; o City led meetings and workshops o project working groups o Interagency groups o agency led meetings and groups o community led meetings and groups Ensure effective delivery of City Grants through; o timely evaluation of grant applications o provision of support to relevant grant recipients and tenants as Relationship Manager o provision of input into grant program development and continuous improvement Ensure the successful achievement of business plan objectives through; o provision of information, insights and suggestions o timely and accurate reporting o active participation in all relevant unit and section unit meetings and workshops o participative planning and collaborative delivery o advocacy to ensure community needs are heard and considered o provision of support and information to the Manager City Spaces as required and/or requested Comply with and keep abreast of any relevant legislation applicable to the performance of the duties of this position. This position has been identified as child related employment under the Commission for Children and Young People Act Relevant criminal record and apprehended violence order checks and probity checks including relevant disciplinary proceedings will be conducted to ensure the suitability of recommended applicants. It is an offence under the NSW Child Protection (Prohibited Employment) Act 1998 for a prohibited person to be employed in this position. A prohibited person is someone who has been convicted of a serious sex offence. Incumbents to this position will be required to make a disclosure as to whether they are or are not a prohibited person 6. WORK, HEALTH & SAFETY RESPONSIBILITIES Supervisors/Team Leaders are responsible for the health and safety of all persons under their direction. As such they are responsible for assisting their managers in implementing the WHS Policy and Safety Management System (SMS) by: Inducting all new and transferred workers Implementing risk management activities Stopping work in circumstances that are deemed an immediate risk to health and safety until a satisfactory solution is agreed/implemented Actively promoting consultation, WHS training and access to information to ensure safe work procedures are understood and followed Managing, implementing and advising workers when changes have been made in the workplace (i.e. systems of work, risk assessments) Reporting hazards and any work-related injuries/illness as soon as practicable; taking reasonable care; and taking immediate steps to investigate and rectify any risk to health, safety and welfare. AUTHORITY TO ACT The incumbent has the authority to take any reasonable steps to ensure that the smooth flow of operations is maintained providing the actions are consistent with the responsibilities of the position and subject to any limitations, corporate policies, procedures or safe work method statements. All personnel have the power to stop work in circumstances that are deemed an immediate risk to health and safety until a satisfactory resolution is agreed / implemented. Such circumstances may include life threatening situations or those that could result in loss of limb or other significant lost time injury. 8. SELECTION CRITERIA Essential Criteria Tertiary qualifications and/or extensive experience in community development, planning and delivery of community and leisure programs or demonstrated equivalent competencies Demonstrated experience managing integrated community facilities, and leadership and management of teams delivering these services Demonstrated experience in working with community to develop and deliver new models of integrated community facilities, programs, events and services Experience in developing programs, events and services through community consultation that promote and support client participation and facilitates cooperative behaviour Experience in coordinating the provision of programs and services with other community, government and business organisations to avoid duplication, build social capital and meet community needs Experience in working cooperatively to improve outcomes for the community Proven experience with managing budgets (including seeking funding from other sources and developing business cases), report writing and data analysis to inform strategic decision making Leadership skills and experience in leading teams through change Title: Area Manager City Spaces Date: 3 March 2017 Page 5
