1 VACANCY NOTICE JWC Applications are now invited for the post of Analyst (Lessons Learned), NATO grade A-2, at the Joint Warfare Centre (JWC) located in Stavanger, Norway. The selection for this post will be undertaken at the earliest possible opportunity. Applications must be made on the JWC application form. Contract: Salary: The successful applicant will be offered a three year definite duration employment contract after which a further contract of indefinite duration may be offered. Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Starting basic salary (effective 1 January 2014) is NOK 57,792 per month (taxfree). 2 Summary of duties and required qualifications for the post of Analyst (Lessons Learned) PE Post Number: TWC FTK 0050 Rank/Grade: A-2 Section: Duty Location: Lessons Learned Section Stavanger (NOR) JWC plans, conducts and executes operational training, supports doctrine development, coordinates integration of experimentation and capability development focused at the operational level. The Joint Capability Integration Division (JCID) is responsible for supporting NATO s doctrine development process, supports and contributes to the NATO Lessons Learned process, the integration of new concepts, and drives the integration of new capabilities into JWC hosted training events through Capability Integration Experimentation Projects. Doctrine & Lessons Learned (D&LL) Branch is responsible for supporting ACT in the Allied Joint Doctrine Development Process and in implementing new doctrine in training and exercises and for providing support for continuous improvement of JWC training events and exercises as well as contributing to the NATO LL process. Lessons Learned Section (LLS) is responsible to lead and manage the continuous training improvement of JWC across all JWC mission areas and to support the NATO LL process. The incumbent is an analyst (Lessons Learned) in the Lessons Learned Section with a focus on the analysis of observations, lessons identified and lessons learned and their incorporation into doctrine. PRIMARY DUTIES OR RESPONSIBILITIES 1. Responsible for the maintenance of the JWC LL Management Tool (JWC LLMT).This includes maintenance and ongoing collection of user requirements to continue to improve the tool. Coordinates on the more technical aspects with NCIA 2. Prepares surveys for the events to collect information, and prepares LL reports to be used during and after the exercises/training events. 3. Recommends, based on analysis, the integration of observations, lessons identified and lessons learned into doctrine proposals. 4. Responsible for the management of the JWC LL Section Portal on SharePoint. The JWC LL Section Portal is the main medium used for information management for exercise and training event preparation and for sharing useful information within JWC and with other entities LL entities in NATO. 5. Identifies lessons and disconnects in the planning, design, development, support, execution and reporting of JWC training events.

3 6. Prior to each exercise/event, provide the relevant JWC organizational elements with past lessons and observations for their benefit. 7. Collect and analyse training improvement observations during the entire exercise planning and execution stages, with the use of the JWC Lessons Learned Management Tool (LLMT). This includes giving inputs to the exercise/event First Impression Reports (FIRs), Final Exercise Reports (FERs) and After Action Reviews (AARs). After each exercise/event conduct second-order analysis and facilitate the Lessons Learned Working Group (LLWG) in preparation and execution of the Lessons Learned Board (LLB), which is chaired by COS JWC. 8. Maintain and update the observations and lessons within the JWC LLMT on a regular basis to maintain its currency. 9. Contribute to JWC Lessons Learned & Doctrinal projects which may be internal or external to exercises and events. 10. Responsible for the preparation of the JWC LLMT for exercises and training events. Prepares the database in different domains for exercises, transfers data before and after the events from different security classifications. 11. Contribute to the assessment of NATO reports (eg. JALLC reports) with a special focus on Doctrine and Training related issues. Supervisory duties: Dependent on requirements may be required to direct and supervise the work priorities of an adhoc or permanent team within the functional area. There are no first line reporting responsibilities. ADDITIONAL DUTIES OR RESPONSIBILITIES 1. As directed, support training and exercises as well as support other sections or branches in JCID. 2. Contribute to permanent monitoring of Doctrine reviews and improvement tools. Monitor the NSA database, disseminate new doctrinal production internally and be the point of contact regarding the interface between the JWC LLMT and the NSA. 3. Flexibility Clause: In order for the command to deal with emergent requirements the incumbent may be required to perform other related duties as directed (in particular, the incumbent can expect to work as a member of Working Groups, Project Teams, etc. for defined periods of time). Additionally, the incumbent may also be reassigned as directed by the Chief of Staff for up to 180 days (and where necessary in excess of 180 days with the agreement of the incumbent). 4. Annual TDY Requirement: The incumbent can expect to go on TDY both within and outside NATO s boundaries for approximately 30 days per year. The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract. 4 QUALIFICATIONS Professional/Experience At least two years of experience in the application of military operations analysis and evaluation. Familiar with a range of analytical techniques which can be applied to joint-level operations to improve procedures and aid decision-making. Education/Training University Degree in operations research, statistics, computer science, mathematics or related discipline and 2 years function related experience, or a Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience. Security Clearance: NATO SECRET Language: English SLP 3333 (Listening, Speaking, Reading and Writing) Note: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English. DESIRABLE QUALIFICATIONS Professional/Experience Experience working within the Lessons Learned or Doctrine fields within a military field. Experience in design, development and maintenance of small to medium scale databases. Good understanding of the NATO Operational Procedures. Understanding of Combined Joint Operations. Knowledge of Operations Research Analysis. 5 CIVILIAN POSTS Personal Attributes Applies analytical and systematic approach to problem solving. Ability to select appropriately from applicable standards, methods, tools and applications. Communicates and presents complex information fluently to both specialist and non-specialist audiences. Good interpersonal and communication skills are required. The ability to adapt to flexible work patterns and to work as part of a team, or teams, will be a routine feature of work. Ability to communicate clearly in writing in order to properly articulate issues, often to a non-technical audience. Managerial Responsibilities Should be able to both work in and lead project teams, comprising military and civilian NATO staff. Provides analytical support to aid decision-making of management. Professional Contacts The incumbent will deal with a wide range of internal and external contacts in order to confirm and promote the NATO Lessons Learned process and the NATO Doctrine process and also promote JWC. These contacts will primarily be with Lessons Learned and analyst bodies and may include staff at all levels within NATO and the Nations including senior decision makers. The incumbent will interact routinely with staff in other sections, branches and divisions within JWC. Contribution to the Objectives The incumbent has a key role in linking the outputs of the JWC Lessons process to inputs into the NATO Doctrine development process. By managing the JWC Lessons Learned Management Tool (LLMT), the incumbent has a key role in this transfer from LL to doctrine supporting both the JWC s corporate knowledge and contributing to the continuing improvement of NATO doctrine. These outcomes will have a major impact on the exercise planning process and execution and influence improvements for operational commanders.
