The regulation (Commission Regulation (EU) No. 139/2014) requires that aerodrome operators have a Compliance Monitoring System (CMS) in place. Specifically, ADR.OR.D.005(b)11 requires that the aerodrome management system shall include a formal system to monitor compliance of the organisation with the relevant requirements. The main tool to conduct this compliance monitoring will be the SARMs audit module providing a full traceable process. This process forms part of the quality assurance to the control and management of safety documentation and safety practices and forms part of the developing Quality Management System (QMS). 4 1 INTRODUCTION 1.1 As part of the aerodrome licencing to EASA requirements, the competent authority will conduct verification as part of the continuing oversight process. The inspectors will conduct audits of our system of compliance monitoring (CMS). This process will provide a full and auditable process which is relevant and proportionate to the size and complexity of our operations at this current time. 2 PROCESS 2.1 It is a requirement that the CMS becomes operational within 12 months of the issue of the EASA certification. This new process will utilise the SARMs audit tool which will provide a clear way of working and enable a quick reporting process. Each question bank that the CAA use will be available with all of the acceptable means of compliance (AMC) logged as guidance notes providing guidance material enabling the auditors to make a more informed decision. 2.2 The Aerodrome will appoint a Compliance Manager who has responsibility for the delivery of the CMS. This person will have direct access to the Accountable Manager. In order for the Compliance Manager to be able to deliver on his/her responsibilities, it is imperative that the individual has access to all subjects that require compliance monitoring. The audits will be conducted using an independent process. This will be achieved by cross departmental involvement helping provided a non-bias approach. 3 QUESTION BANKS (QBs) 3.1 As part of the CAA s continuing regulatory oversight, they have developed a series of Question Banks (QBs) based on the Implementing Rules (IRs) and AMC, these QBs are required to be complete over a 3 year Oversight Planning Cycle (OPC), commencing at the date of our transition to an EASA certificate. These QBs form an integral part of the CAA s oversight verification of compliance process of the aerodrome. 3.2 In total there are currently 31 QBs which are available in the Civil Aviation Authority Information Notice Number: IN-2017/027. Each QB will be written into the SARMs data base. 4 COMPLIANCE MONITORING SYSTEM (CMS) 4.1 The CMS will include a structured audit programme (Appendix A). The main aim of this process is to provide continuous monitoring. Any actions from the audits will be captured within the consolidated action plan (CAP). 4.2 The audit will use a basic means of identifying good and bad practice through the terminology of Compliance, Non-Compliance and observations Dependant on the number of Non-Compliance and findings the ability to conduct follow-up audits will be available this will be managed by the compliance manager. 4.3 Each QB that is audited will generate a report, this report will be provided to the accountable manager, ops director and airport manager. 4
