Position location to be determined by home country of successful candidate within the Southern Africa Region where WVI is registered to operate. PURPOSE OF POSITION: The Programme Development Director (PDD) role exists to lead regional technical teams and the Resource Development Unit in providing programming technical expertise to National Offices (NOs), supporting the designing of programmes, resource acquisition and resource management of Grants and Gift in Kind (GIK) in order to ensure continuous improvement of capacity and lasting impact on the well-being of children through strategy execution. The PDD, working closely with the Senior Director of Operations (SDO), provides leadership support to all teams within the technical team, grants design, acquisition and management worksteam including: Grant Acquisition Management (GAM), Gifts in Kind, Health, HIV & Nutrition (HHN), Education, Resilience & Livelihoods (R&L) and WASH, to ensure alignment with World Vision partnership global and regional strategic direction. KEY RESPONSIBILITIES: Programme Development Team Leadership: Lead the Health, HIV & Nutrition (HHN), Education, Resilience & Livelihoods (R&L), WASH and Resource Development Units, ensuring integration and collaboration amongst the team and with relevant departments, with the

2 Global Centre (GC), Southern Africa Region (SAR) National Offices for the primary purpose of providing guidance and support to the sector leads on strategy development and execution, engagement with and support to NOs, resource acquisition, knowledge management and evidence and learning. Ensure that the technical team supports all SAR NOs in developing solid TAs & TPs adapted to their specific contexts, and these are rolled-out and implemented successfully to achieve Child Wellbeing Targets (CWT). The PDD will have primary oversight for the following operational units. Resource Development Unit: Lead the region in shaping policy and strategy directions for the partnership through GAM, GIK and Corporate Engagement. Ensure adequate support is provided to NOs to meet Resource acquisition targets. In collarboration with the technical leads, lead ensure the successful management of bilateral, multilateral and foundation grants and donor expectations. Ensure that the Unit is engaged at a strategic level and building of core relationships with bilateral and multilateral donors as well as INGOs in alignment with regional (including sub-regional strategies) and global strategies and priorities. Health, HIV & Nutrition: Promote collaboration/integration between HHN and Resource Development Unit (RDU) to strengthen National Office Resource Mobilization and Management capacity. Ensures the development and alignment of regional and NO strategies for Health, HIV&AIDS, and Nutrition (HHN), establishment of goals, strategic objectives and targets to achieve results that benefit the health and wellbeing of children and targeted families as well as communities. Provide HHN technical support to NOs. Education: Lead the region in shaping policy and strategy directions for the partnership through Education. Page 2/5

3 Ensure the development and implementation of an education sector secondary strategy and business plan in support of and in alignment with regional (including sub strategies) and global strategies and priorities. Support National Offices to acquire and manage Resources (Grants, GIK and other funding streams), for the Education sector Provide education technical support to NOs. Resilience & Livelihoods: Promote collaboration/integration between R& L and Resource Development Unit (RDU) to strengthen National Office Resource Mobilization Management capacity. Provide leadership support for the Resilience and Livelihoods Learning Centre (LC) team to enable agricultural sustainability, food security, natural resources management, and economic development related capacity and expertise across the region. Provide technical support to NOs. Water, Sanitation & Hygiene (WASH): Promote collaboration/integration between WLASH and Resource Development Unit (RDU) to strengthen National Office Resource Mobilization and Management capacity. Champion WASH by interfacing with National Directors, Global Centre and Support Offices as necessary, promoting them externally, and coordinating their support by the regional office functions. Disseminate knowledge, innovations and new project models from WASH for strengthening, deepening and widening field level programming and impact. Publish principles and proven best practices from the WASH for others to consider adopting in their contexts. Provide support to enable the effective contribution of the WASH to overall Southern Africa Region (SAR) strategy review, development and execution. Programme Development Team (PDT) Management: Establish performance agreements and development plans with each direct report and ensure they do the same for their direct reports. Page 3/5

4 Develop a Programme Development Strategy for the PD team (PDT). Mentor, coach and facilitate the career progression and leadership development for members of the regional team, especially identified top talent. Ensure appropriate energy and focus is put into supporting the PDT in managing as twin citizens in a matrix environment. Provide leadership and guidance in the formulation of key policies and standards for PDT and mechanisms for monitoring compliance and consistency in the interpretation and implementation of such policies and procedures. Ensure alignment and integration of Regional strategy and goals of line ministries with overall WV Partnership strategy and goals. Other responsibilities that include, but are not limited to: Coordination with Partnership entities as needed for planning and problem solving purposes in relation to regional operations. e.g. Global Centre Departments, Support Offices (International Programmes Groups) and other regions. Develop relevant and value adding relationships with external agencies core to our operations, liaising closely with those responsible for external relationships and representation to ensure an aligned approach with our partners. Other regional-specific responsibilities and as tasked by the SDO or RL. Active contribution and leadership in spiritual nurture of staff. KNOWLEDGE, SKILLS & ABILITIES: Professional maturity to provide counsel and expertise as well as actionable feedback. The ability to identify the highest leverage changes required and the self-confidence to work with senior executives, challenging their perspective as appropriate, to achieve buy in for key changes and/or initiatives. Demonstrates an appropriate sense of urgency while remaining calm and in control under pressure. Strong team leader versus authoritative leader. Masters Degree in a relevant field. Excellent communication skills (proficiency in the English language required), both verbal and written, as well as negotiation and administrative abilities. Page 4/5

Ability to travel regionally and internationally up to 12 weeks per year. Strong team player with proven ability to collaborate constructively and find solutions to achieve objectives while building and maintaining good relationships at all levels. Ability to coach and support experienced senior professionals, providing necessary direction and guidance; managing by objectives while delegating the detailed management of their teams and specialised areas of content. 10 years experience in providing operational leadership in more than one function or country. A deep and broad understanding of business operations within World Vision or a similar organization. Significant multi-cultural leadership and management experience. (Operations / IMD Director experience and working in different contexts/countries will be preferred. Ability to speak French and/or Portuguese will be an advantage. Page 5/5
