2 Deputy Advocacy and Campaigns Director- Global Campaigns Version 1.0/ 5 May 2016 Annual Salary and Benefits - Salary and package in line with Oxfam values Internal Job Grade - A Contract type - Fixed term (4 years with relocation to Nairobi expected by March 2019) Reporting to - Director of Advocacy and Campaigns Staff reporting to this post - Heads of the GROW, Even it Up, Rights in Crisis and Ending Violence Against Women and Girls Campaigns; Digital WIN Manager; Advocacy and Campaigns Administrative Assistant Locations - Flexible, with a strong preference for a location in the global south in which Oxfam International is able to establish a contract. In common with other key Oxfam International roles, it is expected that the post will move to Nairobi at the latest by March Annual Budget - Approx.GBP1.5m Shaping a stronger Oxfam for people living in poverty. Team Purpose The Oxfam International Advocacy and Campaigns Team works with colleagues across the Oxfam confederation, and with partners and allies, to design and deliver Oxfam s Advocacy, Campaigns and influencing work throughout the world. Job Purpose - Key Responsibilities and Accountabilities Deputy to the Oxfam International (OI) Director of Advocacy and Campaigns; leads the development and implementation of Oxfam s public-facing campaigning through line management and oversight of our four worldwide public-facing campaigns (GROW, Even it Up, Rights in Crisis and Ending Violence Against Women and Girls). This post also oversees Oxfam s global digital campaigning and coordinates with the Global Program and Public Engagement Departments, including on private sector engagement. The position deputizes for the Director of Advocacy and Campaigns as required. 1. Worldwide Public-Facing Campaigns leadership and management Responsible for leadership of Oxfam s public-facing campaigns, including research, policy, advocacy, media (in conjunction with Public Engagement colleagues) and popular mobilization for all priority public-facing campaigns (ensuring that Oxfam maximizes our impact through clear models of change, smart objectives and priorities, linking local to global, contributing to our Worldwide Influencing Network (WIN) and the one-program approach, supporting southern leadership, ensuring political and financial viability, optimal use of limited resources, and good collaboration with partners and allies). Responsible for overseeing the implementation of agreed plans of public facing campaigns (resource allocation, risk management, dialogue with allies etc.) through the management of four Heads of Campaigns and the Digital WIN manager.

3 Chairs the cross-campaign management team that agrees cross-campaign strategies for strengthening Oxfam s public-facing campaigns (i.e. Resource allocation, training, gender mainstreaming, MEL etc.) Ensures key products (reports, papers, creative design, etc) are delivered. Responsible for OI global public-facing campaigns budgets. Coordinates with the Global Program and Public Engagement Departments, including on private sector engagement and media. Provides support to OI Advocacy and Campaigns Director and Executive Director as needed. 2. Support Worldwide Influencing Network (WIN) implementation through digital campaigning coordination and project management Responsible for developing Oxfam s global strategy on digital mobilization Responsible for implementation of this strategy, including: 1. Learn, share, and pilot best practices 2. Invest in building global capacity for rapid topical mobilization 3. Increase scale, reach and impact through topical mobilization 4. Enable our partners and networks 3. Management of OI Advocacy and Campaigns staff Manages the four Heads of Campaigns Manages Digital Campaign Manager Manages the advocacy and campaign administrative assistant 4. Strategic coordination of alliance/movement building and global events Ensures alliance building strategies and coordination are in place for each of Oxfam s global public-facing campaigns. Ensures that Oxfam has appropriate strategies, resource allocations, teams and risk management plans for priority global events such as the UNFCC. 5. Fundraising for Global Public-facing Campaigns Leads and coordinates the development of campaign fundraising strategies and actions for Oxfam s global campaigns, in cooperation with the Public Engagement and Global Programs Departments. Project management of the OI Campaign Fundraising manager. Technical Skills, Experience & Knowledge Essential Strong advocacy and campaigns experience including digital campaigning. Strong strategic and analytical skills relevant to campaign design Good knowledge of international politics and political processes Demonstrated commitment to women s rights and gender justice

4 Deputy Advocacy and Campaigns Director- Global Campaigns Version 1.0/ 5 May 2016 Experience in working in campaign alliances Track record in process coordination in networks High people and process management skills including mediation/arbitration, and experience in the effective use of soft power Proven project design/management abilities. Proven management ability Involvement in leading or coordinating international campaigns at a senior level and/or national/regional campaigning in the global south. Familiar with policy development and campaigns working in an international context. Excellent working knowledge across a wide range of development issues. Multi-year experience of living and living and working in one or more countries in the global south. Sensitivity to cultural differences and gender issues as well as commitment to the principles of equal opportunity. Fluent English. An affinity with the aims and objectives of Oxfam International. Desirable Knowledge and experience of working with and / or influencing private sector. Knowledge of French and/or Spanish.
