Program Overview Investing in Women is a dynamic and innovative gender equality initiative funded by the Australian Government. Investing in Women seeks to empower women economically in South East Asia with the understanding that this will contribute to continued inclusive economic growth in the region. Working in partnership with large employers, impact investors, governments and advocates in the Region, Investing in Women aims to achieve this goal through supporting: 1) Workplace gender equity; 2) Investments in women s small and medium enterprises; 3) Removal of policy and regulatory barriers to women s economic empowerment; and 4) Advocacy efforts in the region for women s economic empowerment. The successful applicant will be responsible for assessing the existing strategy and its implementation and developing a strategy for shifting gender norms which limit women s opportunities in the formal economy through Phase 2 of Investing in Women ( ). They will manage a team, budget, program of works and work with local partners to research, plan and implement a range of activities to achieve the strategy. They will work closely with other program components to support the dissemination of knowledge on women in the economies of South East Asia and to support key partner advocacy programs. Specific Duties: Manage a small team and be accountable for the program budget. Page 4

5 An initial, diverse group of partners are currently implementing activities in the Philippines, Indonesia and Vietnam. These activities will be completed in May The Director will be responsible for managing these activities, assessing the outcomes achieved and developing a Phase 2 strategy, for approval by DFAT, for shifting gender norms around women s economic opportunities. Oversee the production and dissemination of credible information and knowledge products, drawn from the Investing in Women Initiative and other credible sources, to achieve end of program outcomes and build the business case for investing in women. Look to examples of successful advocacy and campaign strategies from around the world (especially those that have emerged in the region), with a view to supporting such efforts to grow, forming linkages, and disseminating good practice approaches to like-minded groups. Engage and work with networks, research institutes, advocacy groups and women s rights organisations in South East Asia to identify partners capable of supporting the achievement of Phase 2 stratgey objectives. Negotiate appropriate partnerhsips with promising groups and support implementation of their activities. Manage IW s website and presence in social networking sites including Facebook, Twitter, and similar community sites, posting on relevant blogs, and seeding content into other relevant social media platforms. Manage and enhance the IW knowledge hub which provides access to key information on women s economic opportunities and support the transition of the knowledge hub to be owned by the Business Coalitions over the course of Phase 2. Work together with the Business Coalitions to enhance advocacy. Develop and maintain positive relationships with DFAT and other key stakeholders to share Investing in Women learnings and support effective public diplomacy. 6 Knowledge of and experience in delivering advocacy strategies that shifted public attitudes and organisational and institutional norms which affect and define social outcomes, particularly in South East Asia. Expertise in gender norms and women s economic opportunities, with knowledge of South East Asia an advantage. A proven track record of influencing partners, government and other key stakeholders. Excellent influencing, communication and negotiation skills, including an ability to deal with people at all levels with credibility, and diplomacy. Excellent written and verbal communication skills, and an ability to manage the production of appropriate multi-media products for varied audiences in South East Asia. Experience in policy and practice analysis and implementing strategic advocacy initiatives to catalyse change in South East Asia. Experience in managing staff in a cross-cultural environment and managing a program budget Experience in managing media/social media/ social marketing would be an advantage. Networks across civil society, media and communication sector and the private sector, particularly in Indonesia, Philippines and Vietnam will be an advantage. Key Deliverables Effective partnership management. Analysis of Phase 1 outcomes and the development of a Strategy for Phase 2. Implementation of the Strategy involving a range of local partners. Review and update Investing in Women s website and ensure it is regularly refreshed with interesting material, working with all IW staff to source relevant material. Work closely with other IW components to provide advocacy and communications support. Provide input to IW work plans and progress reports in line with the program s planning and reporting cycle. Work closely with the MEL team to ensure strategies and plans are embedded within an appropriate MEL framework and support the implementation of MEL activities. Key Selection Criteria. Ability to work strategically in complex environments. Experience in managing staff and a program budget.
