7 Smart Specialisation Strategy is a mandatory for Regions Regulatory aspects: SSS3 is an Ex ante conditionality for Regions SSS3 should be in place before allocating OPs R&I funding (SF-ESF) exceptions.. but No later than 2016 or suspension of payments Financial aspects: 80% RDF resources allocated in R&I, ICT, SMEs, energy efficiency (Competitiveness Regions) 50 % RDF resource allocated in R&I, ICT, SMEs, energy efficiency objective (Convergence-Transition Regions)

8 Smart Specialisation Strategy (SSS3): An entrepreneurial discovery process based on 4Cs Choices select few priorities on the basis of international specialisation and integration on international value chains avoid duplication and fragmentation in ERA Competitive (Constructed) Advantage: mobilize talent by matching RTD + i and business needs & capacities entrepreneurial discovery process Critical Mass/Clusters develop world class excellence Human capital & competitive clusters across regions and provide arenas for related variety/cross-sectorial links which drive specialised technological diversification Collaborative Leadership efficient innovation systems as a collective endeavour based on public-private partnership experimental platform give voice to un-usual suspects

11 Outcome 1. Increased participation of the Institution in Horizon 2020 and other competitive European funding programmes

Stronger level of interaction with national or regional authorities in designing and implementing research and innovation Strategies for Smart Specialisation!!!!...This includes interaction with additional stakeholders, e.g. through clusters and networks to innovative business partners, civil society organisations, etc., able to contribute to the definition and implementation of regional innovation strategies
