WORK CONTEXT/BACKGROUND World Vision is a Christian relief and development organisation working to create lasting change in the lives of children, families and communities living in poverty. World Vision serves all people regardless of religion, race, ethnicity or gender. As a child-focused organization, WVs work focuses on children, ensuring they are protected and their basic needs are met. WVV has a total income of more than USD20, 000,000 (FY15) with funding from 16 support countries in Europe, Asia, the Americas and Australia. Funding of WVV consists of sponsorship program funding (70%) and PNS/grants (30%). WVV employs about 370 staff, of which 99% are Vietnamese nationals. In FY17, World Vision Vietnam is implementing 38 Area Development Programmes (ADPs) which operate in 5 zones: North (Hung Yen, Hoa Binh, Hai Phong and Dien Bien), Yen Bai Tuyen Quang, Thanh Hoa, Central & Highland (Quang Tri, Quang Nam Danang) and South (Quang Ngai, Binh Thuan, Ho Chi Minh, DakNong). WVVs ADPs focus within one administrative district of a province which usually populated by ethnic minority people with very high rates of poverty. A uniqueness of WVVs ADP approach and structure is that team members are based at district level where the ADP is located, which enables them to work closely with government partners and communities on a daily basis. Beside the ADPs, WVV is also implementing different Special and Grant Projects to meet the specific needs of vulnerable children in both ADP and

2 non-adp areas. Given the decline in Child Sponsorship income, it has been WVVs strategic priority to diversify funding sources by accelerating growth in Grants and Private Non Sponsorship (PNS) funding. However, as Vietnam has become a lower middle income country, there are limited grant opportunities. Therefore, WVV needs to build the WV brand and preposition to potential donors such as Corporates and Individuals to improve their familiarity and trust in our work and to tap new funding opportunities. Strategy and Public Engagement Director oversees Strategy, Organizational Effectiveness, Public Engagement and Communications functions. PURPOSE OF THE POSITION Facilitate the process of formulation, execution, monitoring and evaluation of National Strategy in alignment with Partnership and Regional Strategies. This would include facilitating the design/ progress tracking/ evaluation of strategic initiatives, systems, processes and guidelines to implement the National Strategy across the organization and enhance organizational effectiveness and accountability. Provide strategic leadership to the public engagement function to enhance the public visibility, credibility, reputation and brand name recognition of WV Vietnam by raising awareness and understanding of WV Vietnams mission, vision, development approach and programs, in order to mobilize a collective voice and resources for the improved wellbeing of children and pave a solid foundation for the National Resource Development in the coming time whenever the legislative framework is in place. This should be done in close cooperation with Communications, Advocacy & External Relations, Operations and Grant Acquisition and Management (GAM) departments. Provide strategic leadership to the Communications team. This position takes part in the Senior Leadership Team. Page 2/8

3 MAIN RESPONSIBILITY Strategy Management and Organizational Effectiveness (50%) Facilitate the national strategy development process which follows the Partnership guideline and ensure that key external and internal stakeholders are appropriately engaged in the strategic planning processes. Develop or adapt the tools and mechanisms for strategic resource allocation to ensure that resources from different funding streams are allocated for strategic priorities toward CWB impact. Support the development of technical approaches and technical programs to ensure their strategic alignment. Facilitate the development, implementation, monitoring and reporting of Annual Business Plans and Organizational Capacity Plans in alignment with National Strategy. Coordinate the annual planning at department level to ensure that departments objectives, KPIs and Initiatives are aligned with Business Plans. Coordinate the development and monitoring of the Key Performance Indicators (KPIs) for Strategic and Annual Objectives to ensure the strategic alignment and organizational effectiveness throughout the organization. Communicate the National Strategy and Business Plan to all employees to ensure that they understand the strategy and plan their works in a way that will contribute to the strategy. Strengthen strategic awareness and thinking among leaders at all levels by enriching and enhancing understanding on strategy development and implementation. Page 3/8

4 Provide strategic advice to the National Director and Senior Leadership Team by giving briefings, developing materials and recommendations and serving as a sounding board on key decisions. Analyze and identify potential for improvements to organizational effectiveness, synergy and alignment, resulting in greater efficiencies and a higher quality of service to internal and external stakeholders. In close cooperation with the Risk Committee (ERM Committee) help the organization to be aware of and mitigate all the critical risks which prevent from achieving Strategic Objectives. Actively participate in the EA Regional Strategy Network (RSN) as a strategy focal person, by contributing to regional practice building and partnership guidance on strategy management and supporting other NOs in the region and regional/cross border initiatives. Public Engagement (40%) Donor/Corporate/Public Engagement Communications Management: Support the planning and production of compelling, issues-oriented and evidence based fundraising, advocacy and publicity materials (web-based, electronic, print and video) for effective donor and public engagement by WV Vietnam both in-country and internationally, and in collaboration with other World Vision Offices if/as appropriate. Ensure that stories, photos and other materials are produced to standards of quality required for informing, educating and engaging said donors and publics via websites, magazines, adverts, donor appeals, media releases and other communications channels and outlets.

5 In collaboration with Communications, Advocacy & External Relations and GAM Units, build up good and long term relationships with strategic stakeholders including corporates, multi/bilateral donors, government, embassies, INGOs, education institutes and so on to expose them to WVV works, resulting in greater interests and funding supports. Lead the development of Partnering Strategic Guidance In collaboration with relevant departments, develop new marketing products and execute in-country innovative fundraising initiatives in compliance with the legislative framework. Consult and network with relevant WV Vietnam stakeholders around the WV Partnership as needed and appropriate to ensure that WVV strategic directions are met and fulfilled. Media Management Support the Communications staff in strengthening media relations, targeting strategic donors and sponsors. Prepare and position the National Director for important media opportunities and interviews that promote and protect the public image and ministry of WV Vietnam, while raising public awareness on key issues of poverty and justice. Identify, train and position other SLT members and key National Office staff as media spokespersons - as strategic and appropriate for responding to media inquiries and achieving positive coverage. Monitor social media networks and establish the overall capacity of WV Vietnam to identify potential risks and opportunities to initiate and respond with required speed and

6 skill. Develop a crisis management plan as needed to protect the reputation of WV Vietnam from actual or potential media crises. Advocacy Communications Management Collaborate with advocacy colleagues to define key issues, messaging, and communications channels for public advocacy initiatives. Oversee the development of advocacy-oriented communications products including webbased and print materials, videos, posters, briefing papers, reports, stories, social media content/campaigns, and photo essays. Support advocacy campaigns by engaging the media to gain exposure and credibility, and increase public discussion and fundraising. Emergency Communications Management: Support the communications team in planning and managing communications in response to both slow- and rapid-onset emergency disaster/relief situations leveraging the communications and media efforts made locally and globally to strengthen public engagement. Deploy to disaster zones if/as required to provide national and international media with information, interviews and assistance in the field. Communications Team Management (10%) Understand and apply principles of group dynamics and stages of team development to

7 enable high performance. Lead goal setting, prioritization, and process and relationship management. Define capabilities and assess team and individual performance needed to deliver on communications strategy. Implement solutions to address capability gaps, development opportunities and retention strategies. Practice servant leadership and be a role model for the staff team, peers and others. JOB REQUIREMENT The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on the job training: Master degree in Communications/Public Relations, Business Administration, Development Studies, Leadership Studies or any related university degree At least 5 years of broad and deep experience in management position Experience in strategy development and management Experience in marketing, production of diverse and creative communications products including publications, multi-media, websites/pages, photo and video reports, etc. Understand WV vision, mission, policies, procedures, core documents and ethos Demonstrated commitment to World Vision Christian values and philosophy, and capacity to engage with the broader community in living these values Proven Management and Leadership Skills Page 7/8
