1 RESOLUTION No A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE CITY OF TARPON SPRINGS, FLORIDA, AUTHORIZING CHANGES IN THE ORGANIZATION OF THE BUILDING DEVELOPMENT DEPARTMENT, INCLUDING CHANGES TO JOB DESCRIPTIONS AND PAY GRADE; AND PROVIDING FOR AN EFFECTIVE DATE HEREOF. WHEREAS, the City of Tarpon Springs desires to provide the most effective and efficient services to the public; and WHEREAS, conditions, trends and needs evolve within the Organization and review and assessment of staffing resources is important to ensure continued success; and WHEREAS, such staffing review and assessment takes into account the most effective organization for operational efficiency; and, WHEREAS, the City Manager recommends that the proposed change be made to the City s organizational structure in order to maintain responsive and efficient services; and WHEREAS, it is requested that the Board of Commissioners approve the change as recommended. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE CITY OF TARPON SPRINGS, FLORIDA, THAT: Section 1. Pursuant to the requirements of Section 16 (d) of the Charter of the City of Tarpon Springs, the City Manager does hereby recommend and the Board of Commissioners does hereby approve, certain change in the City s organization, as detailed in the memorandum attached hereto and incorporated herein by reference. Section 2. This resolution shall be effective upon adoption.

2 Building Development Department 324 East Pine Street Tarpon Springs FL (727) Memorandum Date: January 10, 2019 To: Mark LeCouris, City Manager From: Kevin Powell, Building Development Department Director Subject: Building Development Department Reorganization/Title Change Summary A job and title change of the Building Development Department (BDD) is proposed to streamline responsibilities of the Building Inspectors and Development Supervisor based on licensure. Funding will be from the general fund. Background The Building Development Department is responsible for the inspection of construction projects as outlined in Florida Statute 468, with this, inspectors are required to obtain licenses to perform this work. Each inspector is required to make application to the State of Florida, be approved and pass tests for licensing, the pay grades should reflect the achievement of the licenses an inspector holds. This proposal is to change the titles of Building Inspector I/II and Building Inspector III/IV to Inspector I, Inspector II, Inspector III, and Inspector IV and change the title of Building Development Supervisor to Deputy Building Official, this has been reviewed with the Finance Department and we are currently $26, under budget. The proposed title change will affect only the position of the Inspector IV. The proposed and current job descriptions are attached to this memorandum for review of the proposed changes.

3 Existing and Proposed Building Development Department Titles and Pay Grades The BDD currently consists of three (3) building inspectors and one (1) Building Development Supervisor, current pay grade and titles as shown on Figure 1. No pay grade change is proposed for the Inspector I and Building Development Supervisor position. A slight increase of approximately $0.50 will be given to the current Inspector III/IV when changed to Inspector IV based on current pay.

5 CITY OF TARPON SPRINGS JOB DESCRIPTION JOB TITLE: DEVELOPMENT INSPECTOR I, II, III, & IV DEPARTMENT: BUILDING DEVELOPMENT DEPARTMENT REPORTS TO: BUILDING DEVELOPMENT DIRECTOR DEPT. HEAD: BUILDING DEVELOPMENT DIRECTOR FLSA STATUS: NON-EXEMPT CIVIL SERVICE: YES LAST REVISION: JANUANRY 2019 GENERAL STATEMENT OF JOB Full-time, hourly positions that report to the Building Official or designee. Performs responsible inspection work in connection with enforcing the Florida Building Code, codes and ordinances of the City, applicable state laws and statutes regulating building construction and related activities. In addition, 1 & 2 Family Dwelling inspections are a requirement of these positions.. 1. Inspections: ESSENTIAL FUNCTIONS 1.1 Inspects buildings, plumbing, electrical, heating, air conditioning and mechanical installations in the process of construction, alteration or removal and upon completion for compliance with building, plumbing, mechanical or electrical codes and approved plans. 1.2 Advises and confers with building contractors, engineers, architects and others regarding building construction and applicable codes. 1.3 Investigates violations and enforces correction of defects. Maintains records and makes reports. (These essential job functions are not to be construed as a complete statement of all duties performed. Employees will be required to perform other job related marginal duties as required.) 2. Operational Functions: 2.1 Ability to gain knowledge of the building codes and city ordinances. 2.2 Prepare and maintain accurate records and to make necessary reports. 2.3 Monitors activities of various County and State agencies, City policies and ordinances.

6 2.4 Read and interpret construction plans and blueprints. 2.5 Establish and maintain effective working relationships with contractors, the public, and others in the construction trade. 2.6 Knowledge of building, mechanical, plumbing and electrical trade procedures, materials and practices. 2.7 Conducts field investigations, coordinates compliance with approved building plans. 3. Other Duties: 3.1 Coordinates public relations with residents and businesses affected by various development projects. 3.2 Utilize GIS to perform analysis of development projects, field inspections and code enforcement. 3.3 Required to serve as a post storm responder or after hour emergencies for department as assigned. 3.4 Performs all other related duties as required. QUALIFICATIONS: EDUCATION Minimum: High School Diploma or GED Equivalency required. EXPERIENCE Five (5) years combined experience in the trades or as a building inspector, builder, engineer, architect, supervisor, foreman or competent mechanic in charge of construction, or post-secondary education and experience which totals four (4) years, with one (1) year of such experience in construction building experience. *An equivalent combination of education, training and/or experience may be substituted for the required education and/or experience. LICENSURE Building Inspector, I 1 & 2 Family Dwelling Inspector plus one (1) additional certification in Building, Electrical, Mechanical or Plumbing. (or the ability to obtain a provisional license from DBPR within 3 months of hire) Building Inspector II 1 & 2 Family Dwelling Inspector plus two (2) additional certifications in Building, Electrical, Mechanical or Plumbing Building Inspector III 1 & 2 Family Dwelling Inspector plus three (3) additional certifications in Building, Electrical, Mechanical or Plumbing Building Inspector IV 1 & 2 Family Dwelling Inspector plus certifications in Building, Electrical, Mechanical and Plumbing.

HEAD: BUILDING DEVELOPMENT DIRECTOR FLSA STATUS: EXEMPT CIVIL SERVICE: YES LAST REVISION: JANUARY 2019 GENERAL STATEMENT OF JOB The Deputy Building Official is responsible for the supervision of the inspection and plan review staff to enforce the various ordinances, codes and laws which regulate construction, use of occupancy buildings, structures and land. This position assumes the duties of the Building Official in the absence of the Building Official. This position receives direction from and reports to the Building Official. This is an exempt position. ESSENTIAL FUNCTIONS Develops policy and procedures for the efficient operation of the inspection and plan review staff and for those responsibilities delegated therein. Coordinates activities with other City departments to provide for continuity and conformity of on-going City projects. Conducts inspections as required based on certifications held. Conducts plan review as required based on certifications held. Establishes and maintains a progressive training program for inspection and plan review staff. EDUCATION, EXPERIENCE and LICENSING High School Diploma or G.E.D. equivalent required. Must have a valid Florida Driver s license and maintain an acceptable driving record Must have at least ten (10) years of experience as an architect, engineer, inspector, contractor, or superintendent of construction and five (5) years of supervisory or managerial experience, or any other equivalent combination of education, training and experience. Must apply for the State of Florida Building Code Administrator test upon hire, and obtain a State of Florida Standard Building Code Administrator License within two (2) years from date of hire. Must have a State of Florida Standard Inspector license. 1 & 2 Family Dwelling, Building, Electrical, Plumbing, and Mechanical Must have a State of Florida Standard Plans Examiner license. Building, required, other traders preferred. Required to obtain certification as a Certified Floodplain Manager (CFM) within five (5) years from date of hire.
