1 UNESCO Culture for Development Indicator Suite Test Phase in Bosnia and Herzegovina March - July 2011 Supported by

2 Objectives 1. Highlight culture s contribution to national development 2. Demonstrate how culture: - contributes to economic growth, - enlarges people s choices and - helps individuals and communities to adapt to change 3. Promote an inclusive vision of sustainable development 4. Contribute to the implementation of Articles 13 (Integration of Culture in Sustainable Development) and 19 (Exchange, Analysis and dissemination of Information) of the 2005 Convention for the Protection and Promotion of the Diversity of Cultural Expressions

3 A favourable context Difficulties in quantifying culture s contribution is leading to its marginalisation in development strategies (1.7% of ODA) The importance of culture for development and to the MDGs recognized by the international community (UN resolutions, 2010) for an innovative project Advocacy and research initiative to establish indicators that demonstrates the contribution of culture to national development Beneficiaries: national and international actors responsible for development programmes and strategies Added value: first tool that raises awareness of how culture supports the achievement of development goals, including the MDGs

6 Added-value of the Indicator Suite Complex policy area Policy area where data is often incomplete, many gaps Culture and development is difficult to measure quantitatively Earlier attempts to measure culture through composite indices faced methodological and conceptual challenges Innovative model Brings together data from different key policy areas: when brought together, generates a comprehensive picture of r ships Based on national data sources Does not rank/compare countries Cross-analysis of 7 dimensions; A flexible tool, capable of adapting to different contexts To catalyse debate and discussion around C+D issues

7 Indicator Suite in the Field: the first Test Phase From theory to practice Inspired by the World Report, Our Creative Diversity (1996) Proposed indicators based on extensive research and consultations with experts Six countries: BiH, Colombia, Costa Rica, Ghana, Viet Nam and Uruguay Countries with different levels of data availability, national contexts Participatory Process Led by local consultant with b ground in C+D and statistics Two national workshops organized per country Partnerships with national statistical agencies and other stakeholders (i.e. Colombia, Costa Rica)

8 Selected outcomes Enhancing national statistics on culture Information-sharing and dialogue across ministries and institutes at the national level, enhancing awareness of available data sources The Suite builds on and strengthens national statistics by approaching and employing existing data through a culture and development lens Generating new valuable data and knowledge on culture Original methodology producing new data for the first time on the role of culture in national development, valuable for policymaking. Comprehensive overview and cross-analysis of existing data helps to identify new policy opportunities and challenges

10 After the Test Phase Role of the Suite in BiH How can the Suite advance the culture and development agenda in BiH? Which indicators or sub-dimensions are the most relevant for BiH? Which indicators or sub-dimensions are the least relevant for BiH? Enhance national statistics : how can the Suite help to strengthen national efforts to build up cultural statistics? Other uses of the Suite: i) promote inter-institutional dialogue; ii) tool for shaping cultural policy of BiH; iii) Other? How can the Suite be improved/modified to better suit the advocacy and policy needs of BiH?
