1 Bénin Burkina Faso Cap Vert Côte d Ivoire Gambie Guinée Guinée Bissau Mali Mauritanie Niger Sénégal Tchad Togo Centre Régional AGRHYMET VACANCY Position Title: EXPERT AGROMETEOROLOGIST Sectors of activity: climate change / adaptation / mitigation Place of assignment: AGRHYMET Regional Center, Niamey, Niger Contract duration: forty-eight (48) months with six (6) months of probationary period Type of recruitment: Inter-State CILSS-ECOWAS Salary conditions: the position is classified in category P5 of the salary grid of CILSS Starting date: as soon as possible, the quick availability of the candidates will be a criterion - desired date of taking the position: February 2019 Application deadline: 17/02/2019 Project description The Global Climate Change Alliance Plus (GCCA+) is the second phase of an initiative of the same name launched by the European Commission (EC) in 2007 to strengthen dialogue and cooperation in the field of climate change between the European Union (EU) and the most vulnerable developing countries. This second phase aims to take into account the evolution of development issues and thus contribute to the achievement of the Sustainable Development Goals defined by the United Nations, and to the implementation of the Paris Agreement. The GCCA+ initiative continues to support countries through two mutually reinforcing pillars: political and technical dialogue and support for the establishment of national and regional climate change adaptation and mitigation policies, with stronger insistence on climate knowledge management and communication. The priorities for GCCA+ are: 1. Strengthen the scientific and technical capacity of the subregion to reduce vulnerability to climate change; 2. Promote the mainstreaming of climate change aspects into sub-regional and national development policies, strategies, programs and projects; 3. Support the development and implementation of sub-regional and national programs and projects on climate change adaptation. The GCCA + initiative consists of: i) a "Global" component composed of country-specific programs under the supervision of the EU Local Delegations, and ii) an "Intra ACP" component under coordination of the ACP Secretariat in Brussels. This latter component is itself divided into sub-regional components and Expertise France has been designated to manage the delegation of funds for West Africa. 2 The GCCA + West Africa project is implemented by Expertise France for a budget of 12.1M over 5 years, and benefits from two regional anchors: political leadership by ECOWAS, and technical anchoring at CILSS level (with a budget of 3.1M), which will also implement part of the activities. The project aims to participate in the West African regional implementation effort of the Paris Climate Agreement through, inter alia, capacity building of regional institutions in West Africa, as well as through the emergence of innovative field solutions to strengthen the climate resilience of agricultural and rural actors. Following a one-year prefiguration phase, the implementation of the project is planned for 4 years, from 2019 to 2022, and will focus on the following areas: 1. strengthening the institutional leadership of CILSS and ECOWAS on climate through the emergence of regional strategies and community schemes for member countries, 2. support for the operational implementation by countries of their commitments under the Paris Agreement, 3. building the capacity of regional negotiators and delegations in the context of the annual UNFCCC negotiations, to bring out common regional positions, 4. Facilitating access to climate finance, in particular the Green Fund, by strengthening project engineering capacity of institutional and private actors with the capacity to endorse large-scale projects for the region, 5. The provision of diploma courses on climate change in the region, and more general public e-learning courses, 6. The financing of pilot adaptation projects in the rural development and resilient agriculture sector through the launching of a call for projects. The one-year prefiguration phase included: Define the governance of the project and the sharing of responsibilities, Define the strategic vision and the activities in order to respond to the expected results, Conduct a preliminary diagnostic study on the implementation of the Paris Agreement in the region and the levers to be used by regional institutions and countries to facilitate it. For information, the 6 main expected results of the project are: R1: ECOWAS and its specialized agencies develop operational and institutional capacities that meet the needs of member countries (+ Chad and Mauritania) in the areas of concentration of the GCCA +, in the negotiations on climate change and in the implementation of the Paris Climate Agreement. R2. Regional (ECOWAS) and national (member countries +2) strategies and priorities for climate change for the implementation of the Paris Climate Agreement in member countries are strengthened and their implementation is supported. R3. Adaptation pilot projects, including ecosystem approach-based solutions, already tested and implemented in ECOWAS countries as benchmarks, are being scaled up. R4. Decision support tools and knowledge of best practices in climate change adaptation are disseminated at the political and civil society levels. R5. The capacity of technical institutes, universities and regional centers to provide training, research and innovation support services in sectors related to adaptation and mitigation of climate change is strengthened. R6. In the perspective of future support through climate finance and investments, innovative public-private approaches to climate and economic resilience are prepared and tested. 3 The project is implemented by Expertise France under the aegis of a steering committee chaired by the Commissioner in charge of Agriculture, Environment and Water Resources of ECOWAS, and also composed of CILSS. CILSS is a technical partner in the implementation of the project. In this capacity, he provides the project with the expertise of the Regional Agrhymet Center (ARC) on climate change, in terms of data acquisition, data processing, training and capitalization. CILSS will have both a role of direct implementation on certain activities within its mandate, and will participate alongside Expertise France and ECOWAS in the technical and operational implementation of another part of the activities. The overall coordination of the project will be ensured by a regional project coordination unit (PCU) set up by Expertise France and based within the Regional Agency for Agriculture and Food, in Lomé, Togo. CILSS will provide the project with the necessary staff for the proper execution of the activities. A focal point is in charge of coordination on the CILSS side and liaising with the PCU. In general, the following operational division of roles should be recalled: - The PCU is responsible for the operational coordination of the activities, and in particular for the management of the capacity building activities, the call for projects and the capitalization. As such, it will lead technical monitoring committees with CILSS and ECOWAS, and may propose upstream of certain activities a distribution of tasks based on the know-how and expertise available within each institution. - CILSS will be in charge of the management of the activities which is directly related to its expertise such as the production of hydroclimatic information, the analysis of the climate, its impacts and the vulnerability of agro sylvo pastoral systems; and the establishment of diploma courses. On the rest of the activities CILSS will be an active partner of the implementation, according to the modalities defined in section 2 and 3 of this description of the action. CILSS will participate in all project activities (described in the paragraph below) through the provision of scientific expertise and support services, particularly in the context of capacity building activities related to the implementation of the Paris Agreement, the call for projects and the capitalization / dissemination of data and good practices; CILSS will be directly responsible for the implementation of the following activities: Strengthen carbon measurement and monitoring systems for agrosilvopastoral systems. (Sub-activity 3.4.1) Continue updating national and regional hydroclimatological databases. (Sub-activity 3.4.2) Organize two to four (2-4) promotions of the Regional Professional Master on Climate Change and Sustainable Development. (Sub-activity 3.5.1) Thus, CILSS, in liaison with the PCU, will ensure the implementation of the activities assigned to it. They will be developed by the staff from the three institutions making up CILSS: the Executive Secretariat, the Regional Agrhymet Center (CRA) and the Sahel Institute (INSAH). The pooling of the efforts and human resources of the 3 institutions has the advantage of taking advantage of the participation of all the specialists engaged in the fields of their competence to ensure a synergistic implementation of this initiative. The CILSS team is composed of:

4 A focal point, expert in climate change Expert Capitalization / Platform An Agrometeorologist Expert A hydrologist expert An Expert Database / webmapping A Coordinator of the Climate Change Master Communication Specialist A bio-carbon laboratory assistant An assistant of the schooling service Assistant Secretary An accountant A driver This team is supported by the Coordinator of the Regional Support Program (PRA) GRN / Climate Change of CILSS, based at the Executive Secretariat in Ouagadougou Description of the mission The Agrometeorologist Expert will have the task of carrying out all the activities necessary to achieve the result 1, 2, 3, 4 and 5, but also all other activities necessary for the good execution of the project in general, the strengthening of the leadership CILSS in the climate field, and the smooth flow of information within the project team. Placed at the AGRHYMET Regional Center of Niamey, he will have specifically for tasks (non-exhaustive list): As part of the capacity building activities of the regional institutions, defined according to the needs and the strategic axes following the diagnosis made in the prefiguration phase Commented review of work programs on capacity building activities to be defined by the PCU; Participation in the preparation of the terms of reference of the various training sessions and / or capacity building mission related to the PCU and external expertise; Contribution to the content of the trainings; Provision of CILSS scientific output relevant to training; Review and contribution to improvement of deliverables produced by consultants In the context of participation in regional coordination meetings between institutions and at climate negotiation workshops: Participate in the preparation of the terms of reference for each meeting and each workshop Perform a commented review of the terms of reference of the external expertise, To provide exchange and expertise of CRA's scientific resources (data, studies, etc.), Contribute to regional exchanges and strategic thinking, Review and contribute to the improvement of the deliverables produced by the consultants. Participate in conducting studies and arguments in support of strategic thinking and climate negotiations Contribute to the content and animation of the trainings, including an introductory presentation on the climate in the sub-region; Contribute to the development of a special COP bulletin based on the results of each workshop. As part of participation in activities related to the implementation of the Paris Agreement

5 Participate in the development of the terms of reference of regional capitalization workshops, Participate in workshop content development and facilitation, Make available to countries the relevant scientific resources for capitalization, Share the experiences and capitalize on the steps already taken by CILSS elsewhere, particularly in the sectoral climate change mainstreaming of CDNs. As part of the Participation in National Activities (pilot countries) to support the implementation of CDNs Participation in the development of specific terms of reference for each national pilot support, The provision of methodological advice, The provision of data and / or scientific resources needed by countries for the implementation of their CDNs, Review and contribution to the improvement of the deliverables produced by the consultants, The sharing of experiences and the capitalization of the approaches already carried out by CILSS, particularly in the sectoral climate change mainstreaming of CDNs The technical support of the national and international experts appointed for this activity, Participation in national workshops as part of the sectoral process of CDNs, or other national activities related to the implementation of CDNs. As part of the participation in the implementation and monitoring of calls for projects Contribute to reflections on the definition of guidelines, Participate in the promotion of calls for projects to eligible actors, Participate in the selection process according to the shared tasks proposed by the PCU: proofreading and scoring of short notes, participation in evaluation and selection committees, Participate in the training workshop of the selected actors, Participate in the follow-up of the implementation of the projects, according to the shared tasks proposed by the UCP: proofreading and contribution to the improvement of the activity reports, field mission (as a reminder: the monitoring missions will be shared between CILSS and UCP / ARAA on the basis of maximum 20 funded projects, and two persons per institution), Participate in the evaluation and capitalization of projects, according to the division of tasks proposed by the PCU: field missions, support for project promoters, data collection. Participation in the creation and feeding of a database, allowing among other things a visualization of projects on a webmapping interface. Participate in the organization of peasant visits at success stories As part of the implementation of production activities, analysis and sharing of data on climate and its impacts, and capitalization of knowledge Review the status of carbon research sites through CILSS monitoring and support missions. Provide catalytic support; Participate in the realization of doctoral thesis and Masters: co-supervision of thesis and Masters by (i) definition of themes (in relation to carbon measurement and monitoring in soilvegetation system), (ii) support for the writing of research protocols; (iii) monitoring data

6 collection through field missions; (v) supporting the writing of dissertations. As part of the updating of national and regional hydro-climatological databases. Support countries in the modernization and harmonization of hydroclimatic databases Update climate databases of seven (07) countries (bi-annual data collection) and CRA regional database for analysis and development of climate information As part of the capitalization and sharing of best practices and innovative technologies for adaptation and mitigation of CC in West Africa Participate in the commented review of the capitalization study and the capitalization plan that will be produced by INSAH; As part of the implementation of regional certification courses on climate change and participation in the emergence of dematerialized training Participate in teaching and supervising students of the Master's Degree in Climate Change and Sustainable Development of CRA Participate in the jury of students dissertations As part of the development of an offer of dematerialized training on climate change. Participate in reflections led by the UCP for the definition of an action plan for the creation of dematerialized formations, Participate in the preparation of terms of reference to recruit specialized expertise in the development of these training offers, Participate in identifying and implementing partnerships: UNITAR, Agence Universitaire de la Francophonie, WASCAL, etc. Make relevant scientific and educational content available for online modules, Participate in the definition of the modules and the technical support of the consultants, Participate in the dissemination / promotion of training offers. As part of the implementation of a communication plan Contribute to exhibitions and presentations of GCCA + products on stands, Participate in the organization and animation of side events, At the level of the project team: Ensure the smooth flow of information between CILSS, the PCU and ECOWAS, Participate in bi-weekly project meetings, Participate in project reporting, Participate in the capitalization of the project. Position Under the supervision of the Director General of the AGRHYMET Regional Center, the Agrometeorologist Expert will have to report regularly and work in close collaboration with the CILSS GCCA + focal point.

7 Qualifications and skills Doctoral degree in agrometeorology or other equivalent field; Have at least 5 years of experience in collecting agro-climatic data and developing scientific information on climate Have significant experience in a position of technical responsibility in cooperation projects; the experience gained in the sub-region (Sahel-West Africa) would be highly appreciated Have at least one work experience on the design and animation of training; Experience in facilitating a technical and institutional dialogue; At least experience working with a West African institution; Very good knowledge of the West Africa region and its challenges in terms of climate change, particularly in relation to the implementation of the Paris Agreement, and adaptationmitigation issues; Good knowledge of regional institutions, including CILSS and ECOWAS, is an asset Fluency in oral and written French and english and good analytical and writing skills; Mastering the mechanisms of the United Nations Framework Convention on Climate Change (UNFCCC), and in particular the Paris Agreement and the implementation of NDCs (Nationally Determined Contribution), Ability to work in a team, follow a participatory approach, bring out ideas and foster ownership and membership.
