2 PPCM - TRAINING PROGRAMME 2019 Programme and Project Cycle Management The responsibility to establish national and international development policy frameworks is at the heart of governments and international organizations mandates. They are coordinating implementation efforts of national development plans, global development goals, including the Sustainable Development Goals (SDGs), and the 2030 Agenda for Sustainable Development. In order to pursue them, managers design and implement programmes and projects aimed at desired results, targeting a range of areas as large as the SDGs themselves. To do so, international organizations and governments mostly recruit experts in the technical areas in which they operate. However, these experts often do so without having had much exposure to the concepts, tools and techniques of Programme and Project Cycle Management (PPCM) inevitable tools in such efforts. The Centre proposes to support these staff through a range of specialized and complementary courses in the area of PPCM, but complementing it with offers on the general development sphere and resource mobilization. As such, PPCM cuts across many technical fields and is aiming at creating complementary skills and capacity to achieve the SDGs. The SDP activity cluster on Programme and Project Cycle Management currently includes learning activities on: results-based management, programme management, e.g. programme strategic alignment and governance, programme stakeholders engagement and lifecycle management, programming in the context of the SDGs and the 2030 Agenda project cycle management topics, e.g. project identification and design, project planning and budgeting, project implementation and monitoring, monitoring and evaluation of programmes and projects, financial management of development projects, risk management in development projects, public-private partnerships, impact evaluation of public policies, programmes and projects, leadership and motivation skills: making teams effective. The flagship activity in the area of Programme and Project Cycle Management is the Master in Management of Development offered in the framework of the Turin School of Development. 02 Mastering the principles and techniques of PPCM has become critical for any development worker who aims at designing relevant and impactful interventions. Assessing performance and value for money during the implementation of programmes and projects is also a function that managers should undertake continuously. Monitoring of progress lays the groundwork for evaluation of programmes and projects for relevance, impact, effectiveness, efficiency and sustainability. Such evaluation is needed to maximize learning, to improve project management processes and to demonstrate value for money to partners. The Sustainable Development Programme provides training and learning opportunities which explore the full spectrum of competencies needed for successful Programme and Project Cycle Management, including team work, interpersonal skills and advanced tools and techniques to cope with complex systems that characterise programme and project environments. Special emphasis is placed on cross-cutting issues like human rights, gender equity and environmental sustainability.

4 PPCM - TRAINING PROGRAMME 2019 Turin School of Development In 1998, the SDP Programme started its pioneering effort in launching a multi-disciplinary postgraduate programme in Management of Development which was later converted into a full-fledged Masters degree programme in the year Currently SDP, under the auspices of the Turin School of Development, offers four multi-disciplinary Masters programmes to an international audience of recent graduates and career professionals. The Turin Centre more generally speaking offers ten Masters Programmes. Through these Masters, the Turin Centre aims to contribute to the preparation of future experts and leaders capable of dealing with the economic and social challenges of the 21st century. Over the last 15 years and in partnership with UN agencies and academic institutions, the SDP Programme graduated approximately 1,600 students and is currently offering the following specializations: Master in Intellectual Property The Master of Laws in Intellectual Property is designed to equip participants with the skills needed to play a leading role in intellectual property rights (IPR) practice and teaching through exposure to an international and comparative approach. The curriculum provides an in-depth examination of the classical topics of IP law, together with specialized analysis of the latest developments in the fields of patents, industrial design, integrated circuits, trademarks, domain names, copyright and related rights, biotechnological patents and plant varieties, as well as the internet, software, databases and e-commerce. Target: Public and private-sector professionals and junior academics who wish to acquire the skills required to play a leading role in the practice and teaching of IP through exposure to an international and comparative approach. Master in Management of Development This Master provides participants with the knowledge and skills for effective participation in the management of development programmes and projects. It explores the evolution of development theories and how successful 04 national development requires integration of the outcome of sound socio-economic analysis with an enabling legal environment. The content is multidisciplinary, ranging from exploration of key topics in development economics to the rule of law and the factors influencing the design and effective operation of development institutions. In addition, the programme explores the full spectrum of managerial and analytical competencies needed for project cycle management (PCM) and the related interpersonal skills. Target: The programme is intended for officials, young professionals and recent university graduates from the public and/or private sectors, UN agencies, foundations and NGOs members from developing and developed countries who are planning to work or who are already working in the area of development. Master in Public Procurement Management for Sustainable Development This programme is unique in its comprehensive coverage of the four pillars needed for effective operation of national public procurement systems as defined by the OECD. The learning content is multidisciplinary, ranging from international legal obligations to economic theory foundations of public procurement. New and evolving topics in public procurement are also explored: sustainable procurement, e-procurement and public private partnerships. Emphasis is placed on practical work and case studies related to planning, market research functions as well as in managing the overall spectrum of tendering and contract management activities. This Master incorporates a module on soft skills designed to enhance participants interpersonal skills, especially in contract negotiations and conflict resolution. Professional codes of conduct are explored as well as systems for prevention and detection of fraud/corruption. Target: This Masters programme has been designed for future public procurement practitioners, managers and officials from ministries, local government bodies and public expenditure supervisory bodies. Procurement and financial auditors, project managers, and recent university graduates who aim to specialize in public procurement management are also invited to apply.

5 PPCM - SUSTAINABLE DEVELOPMENT PROGRAMME Master en Gouvernance et Management des Marchés Publics en appui au Développement Durable Le programme a pour objectif de permettre aux participants d acquérir l ensemble du corpus de connaissances et les capacités techniques nécessaires à la régulation, la passation, l exécution, le suivi et l audit des marchés publics. Ce programme est unique et complet dans la mesure où il est construit sur les quatre piliers qui soutiennent les systèmes nationaux de régulation des marchés publics tels que définis par l OCDE, ainsi que sur les cadres réglementaires nationaux et les procédures des principaux partenaires internationaux du développement (banques multilatérales de développement, organisations internationales, agences spécialisées, etc.). Ce master associe harmonieusement la théorie et la pratique tant au niveau de la régulation des marchés publics qu au niveau de la passation, de l exécution et de la gestion des marches publics et des contrats. Cible: Ce programme de Master s adresse à des professionnels actifs qui désirent se spécialiser dans le domaine de la gestion des contrats publics et qui souhaitent occuper les fonctions suivantes: spécialistes de la passation des marchés; dirigeants et cadres de la fonction publique et des collectivités locales chargés de la gestion des contrats; responsables des organs nationaux de régulation et de supervision des marches publics; auditeurs, gestionnaires de projets et programmes d investissement public; responsables de la passation des marchés auprès des institutions financières internationales; consultants et formateurs en passation des marchés. Masters programmes run by the Turin School of Development are blended learning programmes composed of a mix of face-to-face interactive classroom learning with distance learning and home-based research work; all packaged in a pragmatic and intensive delivery modality which is time-saving and cost effective especially for professionals with ongoing job responsibilities that may limit their opportunities for pursuing postgraduate education requiring longer periods of separation from the job. 6 PPCM - SUSTAINABLE DEVELOPMENT PROGRAMME How to Apply for Participation in our Courses and Masters All open courses are available to interested candidates, particularly those involved in the implementation of public sector reform programmes or development projects funded by the UN, EU and/or multilateral banks as well as bilateral technical assistance programmes which normally have budgetary allocations earmarked for training expenses. In order to receive further information on the technical contents of a specific course, please contact: sdp@itcilo.org Participation in our open courses is processed by filling an on-line application form accompanied by a commitment letter duly signed (with institutional stamp) by the participant s sponsoring institution. For information concerning application procedures and tuition fees for the Masters programmes please consult directly our website: Course costs The fees shown against each training activity incorporate both the tuition fees as well as the subsistence costs. Tuition fees cover course preparation, implementation and evaluation; training materials and books; the use of training facilities and support services, including online resources; and emergency medical insurance. Some courses and all SDP Masters programmes include a study tour. Subsistence costs cover full board and lodging on the Centre s campus; laundry (for courses longer than one week); local study visits; a supplement for additional travel and living expenses during study tours (when foreseen); and some recreational activities. 06 Travel The participation fees shown against each course exclude the cost of travel between the participant s home country and Turin, Italy. Participants must ensure that they have a valid passport and appropriate visas for Italy as well as for any country in which a transit or stopover to or from the course venue is required, and for all countries in which study tours are scheduled as part of the programme. The cost of the visa, airport taxes and internal travel in the participant s home country are not covered in the abovementioned participation costs.
