2 Property compliance management Introduction APSE training is offering a one day skills development event for local authority property and FM sectors on Property compliance management. This event will ensure councils have a system in place to minimise risk and manage the legal and practical aspects of the property compliance services they provide, or buy-in. A Compliance Management System will help authorities control spending, control sites, reduce risk and provide accurate data that is integral to future decisions, within an environment where budgets are tight but health and safety can t be compromised. Outcomes: Understand the benefits of implementing a management system around property compliance Management of risk baseline to an acceptable level for the organisation Be able to identify and set standards within the organisation, set against a procurement and legal background Implement changes to demonstrate compliance and identify meaningful performance indicators Appreciate what skills are required to manage the system and contractors Identify potential savings and efficiencies Who Will Benefit? Property or premises managers, facilities officers, mechanical and electrical officers or compliance officers, including support service staff with responsibilities for the above, or anyone who is looking to develop or refresh their compliance systems to provide assurance. 3 Sarah Jowett Sarah is an APSE Associate and has spent over 25 years working in the property sector in local government and more recently as an interim manager and consultant. She started her career at Powys County Council in 1991 working across all aspects of property services, from cleaning, grounds, managing office sites and depots moving on to policy, strategy and managing various business units. From 2013, Sarah was the Senior Manager in Corporate Property and Regeneration successfully managing the County Farm Estate, Business Units, premises management, facilities management, asset management, compliance, energy, sustainability, regeneration, and valuation services. Sarah developed and delivered an asbestos management system for Powys, working with the HSE Inspector from This included a web-based software system, full in-house survey capability, re-inspections, documentation and a training plan. Sarah received a personal recommendation from the HSE Inspector for the work and a best practice report from Wales Audit Office for this system. In 2010 she began further work on a property compliance system, understanding and collating all information across the county. Sarah project managed a senior project board resulting in a corporate, mandatory management system whereby compliance was evidenced, risk reduced and costs controlled. This example was submitted and published on the web by Wales Audit Office as an example of best practice. Sarah has extensive experience in all areas of the property industry and has also worked in Scotland and England. In the past 12 months she has carried out operations management cover for a not-for-profit organisation and provided 8 months of asset work and Head of Service management cover for Northamptonshire County Council. Jan Kennedy Jan Kennedy is Head of Training and has responsibility for the learning, skills and development arm of the Association. Jan has a background in training and development, firstly as an executive training officer in central government where she gained her CIPD in Training & Development. She moved to local government in 1999 where she joined Liverpool City Council as a member of the corporate training team. Jan has experience of managing and delivering a wide range of training and development including Liverpool s One Stop Shop training programme. Prior to joining APSE Jan managed the Lifelong Learning Employability curriculum in Adult and Community Education. Jan holds a Certificate in Post 16 Education and a CLAIT Advanced in ICT. Jan is also qualified in level A and level B psychometric testing.

4 Since joining APSE Jan regularly delivers training on a range of topics including Project Management, Leadership, Supervisory skills (across service sectors), Managing Change, and Event Management. Jan works in partnership with the ICCM to deliver training modules on the bereavement journey. In the event of any delegates not being invoiced through the organisations stated above APSE will require payment in advance before the event. Payment must be submitted within 10 working days of making the booking. Advance payment must be made either by cheque payable to: APSE or by bacs (details can be provided on request at jkennedy@apse.org.uk A receipt will be provided on request. All delegate fees are subject to vat, the rates quoted are exclusive of vat. Please ensure you include this in your payment. Cancellation charges: Reservation is a contract. Substitution of delegates is acceptable any time in writing by post, to jkennedy@apse.org.uk or fax to Cancellations must be made in writing at least 10 working days before the event and will incur a 75 administration fee. The full delegate fee will be payable for cancellations received less than 10 working days before the event or for nonattendance. All fees are non-refundable after the cancellation period. Booking transfers will only be acceptable, if there is availability on another date for the same course, and will incur a 75 administration fee. In the unlikely event of cancellation by the organisers, liability will be restricted to the refund of fees paid. APSE regrets we cannot accept any liability for associated transport or hotel costs in the event of course cancellations made by us.
