Background: United Nations Core Values: Integrity Professionalism Respect for diversity The International Strategy for Disaster Reduction (ISDR) is a multi-disciplinary and multistakeholder platform to enable societies to increase their resilience to natural, technological and environmental disasters and to reduce associated environmental, human, economic and social losses. A range of United Nations organizations and international partners participate in cooperation with Governments and civil society organizations. The implementation of the ISDR is supported by a secretariat lead by the Special Representative of the Secretary-General for Disaster Risk Reduction. The secretariat main functions are policy coordination, advocacy and information management, at the international and regional levels, to ensure synergy between disaster reduction strategies and those in the socio-economic and humanitarian fields.

2 2 The third session of the Global Platform for Disaster Risk Reduction will be held in the week of 8-13 May 2011 at the Centre International de Conférences de Genève (CICG) in Geneva, Switzerland. As the main body of the ISDR system (International Strategy for Disaster Reduction), the goal of the Global Platform for Disaster Risk Reduction is to sustain world-wide momentum to build the resilience of nations and communities to disasters. The Global Platform is convened by the United Nations Under-Secretary-General for Humanitarian Affairs in his capacity as Chair of the ISDR system and brings together a broad range of partners to assess progress made in implementation of the Hyogo Framework for Action , to enhance awareness of disaster risk reduction, share experience and learn from good practice, identify remaining gaps as well as actions to accelerate national and local implementation. 1 The first session of the Global Platform, held in June 2007, was widely perceived by a range of stakeholders to have been an important milestone in the global movement to reduce risk to disasters triggered by natural hazards. The second session, held in June 2009, built on the achievements of the first through widely accepted recognition of the Global Platform as a major international meeting with increasing impact at the national and local levels to reduce disaster risk in a changing climate. Responsibilities Under the overall guidance of the Chief, Resource Management, and in order to organize a well prepared Global Platform with proper follow-up, the Senior Coordinator in his/her capacity will: Take the lead to develop, implement and evaluate the organization of the second session of the Global Platform for Disaster Risk Reduction; direct the team assigned for this purpose; convene and coordinate with other substantive units of UNISDR and its regional offices the contents and substantive preparation of the conference; support the efforts of a substantive officer or officers for the review of relevant documents and reports; identification of priorities, problems and issues to be addressed; liaise with relevant parties; and identify and initiate follow-up action. In cooperation with the UNISDR Communications Unit and Inter-agency partners and building on experience from the first and second sessions, support the preparation of a communication plan and key-messages for the event Elaborate guidance, based on the experience of the secretariat (After Action Review of second session plus files both electronic and paper) and inputs and contributions from partners, setting out plans and protocols for the preparation of the event and running of the session; Assess, and identify practical solutions for logistical and practical arrangements needed for the session, in cooperation with the secretariat s administration unit and other units of the secretariat, including the regional units, the UNOG administration and inputs provided by other partners. This will include advice on the distribution of tasks among the various units and staff of the UN/ISDR secretariat; 1 General Assembly resolution A/RES/62/192, paragraph 15 (11 February 2008)

3 3 In line with Administration rules and practices and after identification of the nature and extent of in-house and regional support, ensure necessary allotment request submissions based on sufficient funds to hire supporting staff, independent contractors, as delineated by function and level in the After Action Review that followed the second session of the Global Platform; Establish a project timeline with all partners providing practical, logistical and donor support and inputs into the session including UN/ISDR secretariat units, the UN administration (UNOG), UN safety and security service and outside service providers, resolving problems and issues as they arise; Support the advisory meetings of the ISDR Support Group with a Global Platform Donor Group and the IAG (Inter-Agency Group) and others as will be identified from the donor and private sector by arranging regularly scheduled meetings and follow-up; Oversee maintenance of all necessary databases and internet resources for the session; Support the coordination of the preparation of back ground papers to the session, the agenda and programme of work, including translation, publication and distribution of documentation; Coordinate and oversee the organization of the session in support of the Office of the Director (participant s selection and lists; speaker s list (panelists and facilitator); oversee practical arrangements including security arrangements, interpretation services, conference facilities, conference services); Coordinate and oversee arrangements for participation including invitations, management of the participant database, liaison partners and regional offices, practical support for developing country delegations; Liaise with all partners providing practical and logistical support and inputs into the session including UN/ISDR secretariat units, the UN administration (UNOG), UN safety and security service and outside service providers, resolving problems and issues as they arise; Coordinate with the UNISDR staff members or experts who will be designated to lead the rapporteur team during the session, participate in briefings and provide inputs to the outcome document Chair s Summary and provide quality control on the final outcome document for each segment of the session; Oversee the preparation of the After Action Report of the third session, including preparation of an analysis of both substantive outcomes and budget and coordinate and provide quality control (based on former sessions) for the Proceedings which is the published overview of the proceedings of the third session. Perform other duties as required and requested by the Director.

4 4 Qualifications: Education: Advanced university degree in social sciences, international studies and development studies, urban planning or other relevant field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Experience: A minimum of 15 years of progressively responsible professional experience, including at least 10 in the area of international work related to disaster risk reduction and/or recovery in the UN system, international or governmental sustainable development, humanitarian action or other related areas. Language: Fluency in oral and written English. Knowledge of other UN official languages is an advantage. Competencies Professionalism: Demonstrated ability to provide seasoned advice on the organization of complex events and processes in an international setting. Strong programme coordination, event management and delivery. Planning& Organizing: Demonstrated experience in planning and organizing complex events; capacity to adjust priorities as required and to foresee risks, allowing for contingencies, adjust plans and actions as necessary. Communication: strong verbal and writing skills for preparing reports and providing convincing proposals, including the ability to present and defend difficult positions to senior officials. Creativity: Original and creative thinking in advising on and resolving issues and problems relating to information systems design and development. Leadership: Strong managerial, supervisory and negotiating skills, good judgment, decisiveness and tact; ability to coordinate major record keeping and/or information systems needs assessment, planning, development, implementation and maintenance activities, taking the lead on project initiation. Managing performance: Ability to establish priorities and to plan, coordinate and monitor work of others; record of building and managing teams and creating an enabling work environment, including the ability to effectively lead, develop and evaluate staff and to provide training/skills enhancement initiatives to ensure effective transfer of knowledge/skills. Client orientation: demonstrated ability clients needs, provide appropriate solutions and establish productive partnerships with clients. Teamwork: ability to operate effectively across organizational boundaries and to establish effective working relationships in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
