1 POSITION DESCRIPTION POSITION TITLE: Campus Security Manager SCHOOL/OFFICE: Office of Commercial Services CLASSIFICATION LEVEL: Bond Level 6 DATE POSITION CLASSIFIED: October 2016 This position is first and foremost with Bond University and although this position is described as operating within a section of the university, it is a fundamental requirement of your position that the best interests of the university must be your priority at all times. PURPOSE OF THE POSITION: The Campus Security Manager manages and facilitates all aspects of security and emergency management across the campus and Bond Institute of Health & Sport including the day to day operational relationship between the contracted Security provider and the University. The incumbent is the expert on security and emergency management, and develops strategies and policy in consultation with key stakeholders to address security and incident response management throughout the University. The Manager consults widely to form strong links with staff at all levels of the University and with outside agencies including government entities in relation to Security management activities. The Manager will develop, implement and manage strategies and high level advice on security issues to ensure that the University has the capability to achieve an environment that fosters physical and psychological safety and wellbeing of students, staff and guests and the physical security of University assets. This includes the responsibility of ensuring that statutory emergency procedures are in place. 2 SELECTION CRITERIA: Degree qualification in a relevant field with extensive experience in Security and Emergency Management within a complex and diverse organisation or an equivalent combination of relevant experience, education and/or training. Extensive knowledge of, and demonstrated experience at a high level in the management of all aspects of policing and/or security in a complex and diverse organization. Demonstrated knowledge and proven experience in the development and implementation of policies, procedures, systems and initiatives in relation to the Security and Emergency Management functions. Demonstrated knowledge and understanding of relevant Acts, Regulations, Codes and Standards. Highly developed analytical and conceptual skills, with proven ability to adapt to new situations and develop creative solutions to complex security management problems; ability to provide strategic advice and effectively integrate this into operational procedures. Demonstrated ability to manage a third-party supplier (contractor) to deliver services to an agreed high standard of professionalism and personalized level. High level communication and interpersonal skills including a demonstrated capacity to deal effectively with a broad range of stakeholders, particularly the ability to negotiate with and gain the cooperation of different levels and categories of staff. Demonstrated ability to work independently within a framework of broad guidelines and procedures and to work as part of a team. Proven track record and ability in successfully managing financial budgets. QUALIFICATION REQUIREMENTS: Current Security Officer Licence as required the Security Providers Act Current First Aid Certificate. Current C class Queensland manual Driver s Licence. 3 COMPETENCY: RESPONSIBILITY: PERFORMANCE INDICATORS: Administration In conjunction with the Director Commercial Services, lead security aspects of the university s Crisis and Recovery Management, ensuring organisational readiness through the development and monitoring of relevant policies, procedures and standards. Developing and implementing protocols for managing campusbased incidents including the development, implementation and management of a security incident and investigations database to identify emerging security issues across campus. Policies, strategies and plans to provide a secure environment across all JCU sites, ensuring the security coverage is adequate and contractors are managed and best practice in security operations is achieved. Provide advice to the University in Emergency Management, undertaking responsibilities in the Critical Incident Management Policy to ensure it is followed in the event on an emergency and the security team provides timely responses to emergency incidents. Create a strong safety and security culture and awareness by developing promotional and awareness information initiatives for staff and students including a presence on the University website. Effective communication with staff and students. The delivery of customer orientated professional security services throughout the University to promote and foster professional, evident and helpful campus safety. Pro-active approach, high level of professionalism, stakeholders satisfaction. Maintain current knowledge of Security legislation Informed knowledge of Security related legislation. Engage in professional community networks including local Government bodies, law enforcement and intelligence organisations. Building and maintaining professional relationships. Supporting the strategic management of security related risks through the development and implementation of a Campus Security Plan. Provide specialist security advice to the design of new and refurbished buildings to ensure appropriate security and access issues are addressed. Carry out periodical review of all SOP (Standard Operating Procedures) in conjunction with contractor to ensure all are current and applicable to the site. Management Oversight the operational performance of the University s contracted Security provider on an ongoing basis via informal contact and regular meetings with the relevant senior representative(s) of the provider. In conjunction with the Director, Commercial Services. Protect the University s physical Work in conjunction with AV, 3

4 assets by developing and implementing a security technology Master plan and standards for the development and enhancement of the University s electronic security, intruder detection, access control and Closed Circuit TV (CCTV) network infrastructure. Director Commercial Services and other stakeholders to prepare and submit an annual submission for funding. Investigate medium and high level Security Incidents in consultation with key stakeholders. Twice yearly review of campus Local Security Procedures Manuals to ensure Local Duties List and all business unit contact details are up to date. Manage the parking regime across the University. Ensure effective parking enforcement is implemented and manage the infringement system. Determine mitigation factors and remediation strategies to eliminate or reduce the impact of a repeat behavioural occurrences. Provide written report with recommendations to Director Commercial Services and PVC-SAS. Once remedial action is approved, assist to implement. Continue to monitor and review process to ensure effectiveness. Modify as required. Finance Develop and manage annual operating budgets including advancing the compatibility of security systems by employing best practice and value for money. Submit budget papers within designated time frame for consideration incorporating strategic initiatives. Understanding of Quality Assurance Staff should demonstrate an understanding of the principles of quality assurance and continuous improvement as they apply at Bond University. Staff are expected to demonstrate an ongoing commitment to the Bond University Strategic Plan, university policy and to our quality assurance processes. Understanding of Cultural Sensitivity Staff will come in to contact with staff and students from a variety of cultural backgrounds. It is expected that mutual respect, cultural awareness and cultural sensitivity will form the basis of the professional working relationship. Staff are encouraged to attend a cultural sensitivity workshop to further enhance and develop cultural awareness and cultural sensitivity skills. It is not the intent of this position description to limit the scope of this position in any way but to give an overview of this role at Bond University.
