The project aims to enhance the economic opportunities and empowerment of the rural poor with a focus on women and marginalized groups. The State Project Management Unit, Jaipur invites Expression of Interest from eligible firms/ agencies to undertake vocational skill development and employment/placement of rural youths of Khamnor, Devgarh and Bhim blocks of Rajsamand district. In the assignment it is estimated to train about two thousand youths from all the three blocks of the district to develop employability skills in them and arrange to place them for their appropriate jobs and placements for at-least six months. The assignment consists mobilization, residential training for 3-7 days and placements/ employment of rural youths for atleast six months. The assignment is expected to be completed by 31 st May, The agencies /institutes must provide information proving that they are qualified and competent to perform the services. The proposals should also contain information as per the questionnaire/format given on the website alongwith, details of financial turn over for last 3 financial years (average turnover should not be less than 1.0 crore) and a declaration by the head of the institution stating that the agency has not been black listed by any government department/institution. The Agencies / Institutions will be selected in accordance with the procedures set out in the World Bank s procurement guidelines: selection and employment of consultants by World Bank borrowers (published by the Bank in May 2004: revised in October 2006 and May 2010). The shortlisting of the agencies/institutes for purpose of issuance of RFP may be done for each block individually or for the district as a whole. Therefore, the interested agencies/institutions should mention the names of the blocks for operation of work giving priority in descending order. 6 ToR Terms of Reference for Skill Development and Employment/ placement of rural youths in Rajasamand district under the World Bank funded Rajasthan Rural Livelihood Project. Section A: Brief Project Description The Rajasthan Rural Livelihoods Project (RRLP) is rural livelihoods project under the aegis of Rajasthan Grameen Aajeevika Vikash Parishad (RGVAP) which is an autonomous society formed by the GoR under the administrative control of Department of Rural development RGAVP. The project aims to improve the economic opportunities, living standards and social status of the poor and marginalized group in 18 targeted districts of Rajasthan. Rajsamand district is one of them. The outcome of this project would be the formulation, execution and monitoring of Integrated District Inclusive Livelihood Plan and budgets, ensuring participation and inclusion of poor women and men from the SC and ST groups and minorities as well as Persons with Disabilities (PwDs). There are five components to the project; Component 1 - Institution Building and Social Empowerment: The objective of this component will be to help the poor mobilize themselves into Self Help Groups (SHGs), and gradually develop their own capacity to initiate and expand sustainable livelihoods activities. Component 2 - Community Investment Support: The objective of this component will be to support asset creation of SHGs and their federations and identify and support innovative approaches to improve the livelihoods of the rural poor. Component 3 - Skills Development and Employment Promotion: The objective of this component will be to support beneficiaries to capture new employment opportunities through the establishment of a structured mechanism for skill development and job creation. Component 4 - Climate Change Adaptation: The objective of this component is to develop and implement drought adaptation mechanisms and institutional models, at the state, district, and local level, for a more effective delivery of assistance to drought-affected communities through improved coordination and leveraging programs, currently delivered by the Government of Rajasthan. Component 5 - Project Implementation Support: The objectives of this component include establishing and supporting project management units at the state and district levels, project MIS, internal monitoring, evaluation and learning activities including studies, information and communication support including establishment of a project website, documentation of project experience and its dissemination to the wider development community and

7 thematic studies and pilots to be tested in some project blocks for future scaling-up. Section B: Objectives of the assignment One of the key components under RRLP is employment generation for poor and marginalized. The project aims at strengthening cash flow at poor households. For the purpose all possible interventions are intended for engaging unemployed youth of the project area in gainful employment. Skill development and employment promotion has emerged as an important strategy for imparting new skills to promote the livelihood generation over the past few years. Further, assistance in market exploration is also required for accessing employment opportunities and acquiring relevant skills among targeted youth population. To make all these possible, RGAVP seeks partnership with the reputed and competent agencies and anticipates their services in identification of unemployed youths, their mobilization, training and placement for suitable jobs in various fields of a defined number from three blocks viz. Khamnor, Devgarh and Bhim of Rajsamand district. The Rajasthan Rural Livelihoods Project has fixed certain norms as part of eligibility Criteria of Rural Youths qualifying for training and placement services, which are as follows: Rural youth should be in the age group of years He/Should have minimum qualification of 8 th pass Youths from BPL HHs and SHG member HHs would be given priority and minimum 70% youths of total placed should be from poor BPL HHs. Female youth would be encouraged to participate in this initiative. The reservations/preference for disabled need to be followed, and if possible a separate batch for them may be run. Section C: Scope of work This assignment leverages the Svalambhan model which is designed as a comprehensive market linked youth training program by the District Collector of Rajsamand. The assignment is focused on the establishment of the structured mechanism for job creation especially targeting the youth segment of the population. Following are the components of the project assignment underlined to meet the requirements of this endeavor: Market Scanning The Employability Implementing Partner (EIP) would be conducting a market survey using their networks to understand the industries/organizations where demand is high and the opportunity will be utilized to understand the specific requirement of the each sector. Identification and mobilization of youths for awareness of opportunity As part of mobilization partner they would carry-out following tasks a) Creating awareness about the program in the villages

8 b) Identification of youth and their background check c) Filling up profile sheet or youth data base and ensuring all required documentation d) Initial counselling and expectation matching of the candidate e) Ensuring that candidates participate in all training or orientation related events and tracking the candidate till at least six months from their placements. Design and Development of Mobilization Kit: As mobilization will be done through multiple NGOs partner agencies, it is important that a common message goes across the community. To ensure this a mobilization kit would be prepared and printed. This would contain an Audio-visual clipping, Flip-charts, Pamphlets etc. The kit would be developed in local language following a participatory methodology with the help of mobilization partner agencies. Identification of sectors Based on the data collected through market scanning and work preferences of the youths the EIP will identify the sectors which are most appropriate and feasible for skill building point of view. Selection of Youth and Allocation of Sectors EIP will select potential youths on the basis of their application form stating the sector they are interested in to work. The sectors will be allocated based on candidate s preference and the eligibility. EIP will select atleast 700 youths from the targeted groups in each of three blocks of the district. However, block wise final figure will be given at the signing of MoU with the partners keeping in view the potential and demand. Orientation Training: Youth screened by companies will be given a three days to maximum one week orientation on work ethics; basic discipline and etiquette, managing on limited salaries, staying out of families and friends-dos and don ts etc. This is to prevent dropouts after job placements and preparing them for a shift in the life. This will be residential and the agency will not charge any cost from the youths for this training. The budget of the orientation training includes the cost of boarding, lodging, cost of hiring/ renting of training centre/ training material/ resource fee/ honorarium and other consumable items during training programs. Placement of trained youths; The trained youths will be managed to place immediately after completion of training. Therefore, it is expected that the partner should have adequate opportunities to get the youths placed in various sectors. Efforts should be made to provide the salary based job rather than wage or task based job. Further, the salary should not be less than prescribed for semi-skilled labour. Post placement counselling and tracking : A call centre manned by 1 trained counsellor will be set up at the District Collector/ DPMU office. The counsellor will be in touch with the newly placed students to ensure that they do not leave their jobs for trivial reasons. Tracking of the students can be done systematically at least for six months through this

9 process. The call centre will be monitored by the RKVK manager and will offer handholding support to candidates during first year of their placement to ensure retention of the candidates. Section D: Eligibility criteria for sanctioning of training programme As a part of legal requirements, the agency should be a registered body under the relevant state law and is active and operational continuously for the last 3 years. Accounts are being audited by Chartered Accountant firm for a minimum period of last 3 years. It has average annual turnover/budget of more than average of Rs.1.0 crore in the last three consecutive financial years. It has experience of organizing skill training programmes and placements in various sectors/ areas. It has/or will be in position to create sufficient space, furniture, equipment, tools, training aids, electrical and/or water connection required for imparting training to youths in batches for the proposed assignment. It has a panel of trainers/resource persons which have experience of mobilizing the youths and provide trainings. It has network in the targeted rural area and the employment partners and has experience of institutional building. Experience and qualification of key professionals The Agency/ Institute will depute a multidisciplinary team of experienced resource persons for the training purpose. There should be the subject matter specialists of the related fields for trainings. The agency/ institute will also make necessary arrangements for course materials (handouts), food & refreshments, lodging & boarding, etc. depending during the training. Section E: Data and services to be provided by the client The DPMU, RGAVP will provide Relevant project guidelines, Data and detailed information about the target groups, Directions / guidelines issued by the authorities and the World Bank, time to time. Section F: Final output The assignment targets to train and employ at least 2000 youth in Rajsamand district. The trained youths will have sense of employment and will be working at the placed firms for atleast six months. The wages of such employed youth should not be less than the minimum wages prescribed by the government.

Review of progress The District Project Management Unit under control of the District Collector will coordinate with the agency /institute and review the progress. The agency/ institute will inform to DPMU well in advance about the date, time and venue of the activities. At DPMU will submit the progress reports to State Project Management Unit with its observations and remarks. The SPMU may ask the agency/institute to come at Jaipur and present the progress through powerpoint presentation before the committee, if required. The progress report should be containing the methodology, approach, implementation, courses offered, feedback, response in targeted community, constraints, recommendations, etc. for the purpose of achieving the given targets. The EIP should also mention the possibilities and future prospectus of the activity.
