Anderson, Assistant City Manager Date Prepared: August 7, 2002 Revised: October 8, 2002 Revised: July 22, 2015 Revised: December 12, 2017 Summary Statement The Chief of Police is responsible for the daily operations of the Police Department, which includes the sworn officers, dispatchers, and support staff, the coordination of services with elected officials, management, internal departments, external departments, the public, and outside agencies requesting support services of the department. The Chief is to promote and develop a spirit among all personnel to serve the City of Seaford and its citizens as their primary mission. It is expected that the Chief will provide leadership in developing a strong mission of service in community policing. The Chief is responsible for the development of a program to educate and measure a Police Officer s learning community leaders, elected officials, and other key City personnel. Also to educate and promote to the community the Officers names, positions, and services they provide within the Department. He is to be a key member of the City s Management team and to integrate Police operations and needs with those of other City operations. Personnel: The maintenance of job descriptions for all positions within the Department. The development of Department goals and priorities, and directs activities of Department employees toward their achievement. The creation of a positive workplace for all personnel. Formulates Department general orders, work methods, and procedures. Will continue the National Accreditation for the Department.

2 Page 2 of 6 Personnel (continued): The coordination and communications of all personnel matters with the City Manager and Director of Human Resources. Assigns personnel and equipment to such duties and uses as Department operations require. Confers with and advises subordinates on difficult work problems, the development and implementation of new work procedures and policies, and methods of delivering Department services. The promotion and enrichment of job opportunities within the Department. Develop a plan to reach employee diversity to reflect the diversity within the community. The coordination of the hiring process with the City Manager prior to initiating such for each vacancy. Participates in the interview process with the City Manager and others as may be assigned makes a recommendation to the City Manager for hiring. Supervises, recognizes personnel accomplishments, and disciplines all Department employees for violation of City and/or Department policies and procedures. Promoting the philosophical mission of the City of Seaford into the Police Department mission statement. Preparation and submission of all Police personnel annual evaluations. These are to be submitted for review by the City Manager prior to meeting and giving to any employee. Promotes and provides for the training of all Department employees. Receives and responds to inquiries concerning Department operations and employees. Budget: Prepares annual budget request, in the format provided by the Director of Finance, for Department for submission to City Manager. Supervises the expenditure of Department appropriations within budgetary and cash-flow limitations.

3 Page 3 of 6 Budget (continued): To prevent budget creep in purchasing capital goods or services that requires long-term maintenance increases to the budget. Prepares reports and summaries of Department programs and projects. Management Team Responsibility: The Chief of Police is one of the key Management representatives and as such is expected to work closely with the other City Directors, Assistant City Manager and City Manager to bring to the elected officials a unified message delivered by the City Manager To help develop a mission statement for the City of Seaford. To attend City Manager/Director meetings, staff meetings, and other conferences as directed by the City Manager. To attend professional society meetings and seminars, participates in discussions and speaks in areas of expertise. Performs public relations work promoting Department services. To diligently establish positive communications to benefit the elected officials, employees, and citizens. To resolve conflict and solve problems. To meet as necessary with the City Manager in order to discuss specifics of Police activities and concerns. To establish respect for all positions and persons of the City of Seaford team. To offer proposals and critique overall operations for cost reductions and avoid duplicate purchases. To consolidate purchasing of goods and services needed by several departments. To establish sound policies and avoid conflicts in policies. To meet annually with the elected officials for a goals setting meeting and work towards the implementation of citywide goals.

4 Page 4 of 6 Management Team Responsibility (Continued): To submit a weekly written report that identifies the unique events occurring in the Department. It should identify activities of the past week and planned activities or meetings of the forthcoming week. Provides Police Commissioner a bi-weekly report to be given at the regular council meeting. Limited to what is open to FOIA. To provide information to benefit other team members in the performance of their respective jobs. Keeps informed of current developments in the field of law enforcement, particularly new legislation, recent court decisions, administrative decisions, professional trends and technological advancements that might affect Department operations. Preserves peace and order, and compels obedience within the city limits to the ordinances of the City and the laws of the State of Delaware and United States of America. Performs other related duties as required. DESIRABLE EMPLOYMENT STANDARDS: Knowledge, skills, and abilities o Thorough knowledge of law enforcement administration principles, techniques, and practices o Thorough knowledge of police staffing and investigative techniques o Thorough knowledge of computers, weapons, tools, and/or other equipment used in police services o Thorough knowledge of municipal laws and ordinances o Thorough knowledge of federal, state laws and statutes governing police services o Thorough knowledge of crime prevention and detection techniques o Positive public relations skills o Skill in writing concise, complete, and informative reports o Ability to forecast needs of the Police department o Ability to exercise independent judgment yet integrate the fact of having a superior to respond to and keep informed o Ability to obtain and retain information o Ability to work in stressful situations o Ability to communicate effectively orally and in writing o Ability to quickly and accurately assess situations and respond accordingly o Ability to conduct meetings

5 Page 5 of 6 DESIRABLE EMPLOYMENT STANDARDS (continued): o Ability to maintain effective working relations with the public, elected officials, City Manager, Directors, and other employees o Bachelor s degree in law enforcement - criminal justice, police science or a related field preferred. Demonstrated experience and on-the-job police continuing training and/or graduation from a specialized Law Enforcement Training Program may be substituted for education. o At least five (5) years of experience in a supervisory or administrative capacity in the field of state law enforcement, municipal law enforcement, or criminal justice. o A comprehensive and broad knowledge of the modern principles and practices of the field of law enforcement particular to Delaware. o The ability to develop, implement, and maintain complex programs to deliver Department services. o The ability to integrate community and elected officials desires and needs for service into complex programs to deliver Department services. o The ability to maintain discipline and the respect of employees, to lead and command employees effectively, and to instruct employees in proper work methods and techniques. o The ability to plan, assign, and coordinate activities performed by a large group of employees. o The physical skills necessary to perform the duties of the position. o Good judgment, integrity, thoroughness and dependability. o Possession of a valid driver s license and a good driving record. o Ability to be certified as a sworn Municipal Officer in the State of Delaware by the Delaware Council on Police Training. o Any combination of experience and training which provides an equivalent to the minimum desirable employment standards. o A comprehensive and broad knowledge of the modern principles and practices of the field of municipal law enforcement. o A thorough knowledge of State and local ordinances. Essential Job Standards: o Ability to sit, stand, and kneel for an extended period of time in an administrative environment. o Ability to walk and navigate uneven surfaces in the field to supervise direct reports. o Ability to lift and carry related materials/parts of at least 25 pounds while utilizing proper safety measures. o Lift materials, as needed, overhead to complete job tasks. o Ability to type on a keyboard, use a mouse, and view monitors for an extended period of time in an administrative setting. o Ability to meet the residency requirement as set by City Council for this position.
