4 About PANS-TRG Procedures for Air Navigation Services Training (PANS-TRG), or Doc 9868 First published 2006, originally for pilots Continuation of Annex 1, dedicated to licencing, ratings and training Amendment 4 (2016) brought many significant changes 4

5 Purpose of PANS-TRG Complementary to SARPs contained in Annex 1 Amplifies SARPs into specific procedures to be applied by training organisations when providing training for aeronautical personnel, namely ATCOs 5

6 Status of PANS-TRG Do not have the same status as Annexes Designed to assist in application of those SARPs May eventually become SARPs when mature and stable Is the responsibility of Contracting States Does not need filing of differences (EFOD) May need publication in AIP of significant differences 6

11 The ICAO competency framework Generic model Needs to be adapted to the various conditions and standards (situations) in a given environment Ten competencies and a number of observable behaviours 11

14 Some important points CBTA is recommended by ICAO, but is not mandatory The use of the ICAO competency framework is also optional It is the basis for the development of CBTA programmes Local implementation requires local adaptation: selection, adaptation to context 14

15 Some important points CBTA programmes should integrate theoretical and practical training and assessment Existing programme(s) shall be used as a starting point It is possible (and desirable) to adopt a progressive approach 15

16 For the authority (CAA) CAAs shall develop and/or approve the assessment process: Evidence guide Conditions and standards Link between licence requirements and CBTA programme(s) Evaluation shall be conducted continuously to ensure the programme is acceptable to the authority 16

17 For the authority (CAA) The evaluation should focus on: OBs and assessments are relevant to the work; Acquisition of competencies is progressive and appropriate; Appropriate remedial actions are taken when needed. 18 For the authority (CAA) Oversight shall be exercised during the initial implementation Regular feedback to the authority is important Success of implementation depends on effective coordination and cooperation between the authority, the ATO/ANSP and controller representative bodies 18
