POSITION DETAILS Position Title: Division: Unit: Management Level: Senior Design Manager (Landscape Architect) City Projects and Property Professional Services (Design Studio) Worker 2. ORGANISATIONAL RELATIONSHIPS Position Title of Supervisor: Design Studio Manager plus Delivery Manger for specific projects Titles of Positions which report to this position: Nil. Contractors for which this position is responsible: This position involves the engagement and management of external consultants and/or contractors as required 3. PRIMARY PURPOSE OF POSITION The primary purpose of this position is to effectively manage the design of highly complex projects throughout the project phases to facilitate the successful development and delivery of landscape architectural and urban design projects managed by the City Projects and Property division. The role holder will take a role in mentoring and coaching other design and project managers to deliver expert design services and set best practice design standards in support of the Division becoming a Centre of Excellence in project delivery. 4. POSITION OBJECTIVES The City Projects and Property Division is responsible for the delivery of Council s capital works program. There are approximately 70 staff, including project managers and design managers (architects, urban designers and landscape architects) who are involved in a wide range of architectural, landscape and urban design projects. The majority of projects are developed in partnership with external consultants and built by external contractors. Design Managers establish design strategies, directions and concepts and manage the performance of consultant teams to deliver design development, conformance and documentation. Some projects utilise in-house resources for realisation. The objectives of the position are: To support the Division in becoming the Centre of Excellence for design and project delivery as defined within the Client's Brief and in accordance with the City's governance framework Senior Design Manager (Landscape Architect) Date: 30/07/2018 Page 1

2 To be responsible for the design and management of highly complex landscape architectural and urban design projects across all project phases including initiation, design development, documentation, tendering and construction. Projects cover a wide and varied spectrum including open space and facility strategies, Plans of Management and masterplans, major urban parks, plazas, streetscapes, cycle ways, sport facilities and playgrounds, to detailed urban furniture In consultation with the design team and delivery team provide advice on design direction, delivery issues and resourcing, contract management and governance procedures To drive innovation and design quality on highly complex projects, drive and challenge project teams to obtain best value throughout the project lifecycle To ensure projects delivered by the team achieve operational, maintenance, sustainability, heritage requirements and client's desired outcomes within budget and program requirements of project briefs To help implement and evolve policies and practices to achieve significant improvement to the City s public realm To be held accountable for working conditions under the control of the position and for detecting any unsafe or unhealthy conditions or behaviour and to take immediate steps to investigate and rectify any risks to health, safety and welfare arising from any activity. 5. POSITION ACCOUNTABILITIES Project Development, Management and Delivery Prepare concept designs and feasibility for projects including issues, project objectives, concept design and options design standards, initial cost and program advice using either in-house or external resources, to support the formulation of the Capital Works program Co-ordinate with delivery teams and internal clients and stakeholders to develop project briefs including time, cost, scope and quality objectives and to ensure project delivery within these parameters Prepare briefs for external consultants for highly complex landscape and urban design projects. and prepare and manage quotations and tenders for consultant engagements in accordance with the City s policies and procedures and participate in the selection of consultants Manage Consultant contracts and monitor the performance of consultants and contractors including time, cost, compliance, risk, quality control and reporting, to ensure that the desired intentions and project objectives are being achieved and contract requirements are being met. Take remedial action when required Provide site review of works under construction to achieve the highest level of quality control Provide expert advice on the most cost effective and efficient manner of implementing the designated design projects. Prepare Reports to Council as required. Consultation Liaise within the Unit and with other Council divisions and staff to ensure that projects comply with Council policies and practices regarding design, sustainability, heritage, accessibility, detail and materials and maintenance Senior Design Manager (Landscape Architect) Date: 30/07/2018 Page 2

3 Consult with internal and external approval Authorities to ensure that projects comply with statutory requirements, have the necessary approvals and conform to required standards and policies Undertake community consultation, stakeholder and Authority liaison to ensure projects are appropriately communicated and external views and issues are addressed Prepare submissions and give presentations to Council committees and external bodies regarding proposals for Council projects. Policy and Practice Management Contribute to the enhancement of the public realm through the implementation of the highest practical quality of design, details and finishes endorsed by Council and Coach and support Design and Project Managers to grow capability and technical excellence Communicate Council Policies and practices relating to the public domain within project teams and across the wider organisation, and contribute to the ongoing evolution and improvement of Council s public domain policies and practices The position holder will have to balance the conflicting needs and priorities of the organisation and individuals and varying demands on the available time and respond to situations in a timely, accurate and service oriented manner while maintaining efficiency and professionalism. Administration Commit to and operate in accordance with the Unit s operational systems including project management and document management systems and procedures, and contribute to the ongoing evolution and improvement of the Unit s systems and processes. General Comply with and keep abreast of any relevant legislation applicable to the performance of the duties of this position Maintain and improve high levels of health and safety throughout project lifecycles Deliver a high standard of customer service in the advice and guidance provided. The Senior Architect will have close contact with customers from across Council and is responsible for ensuring that positive customer relations and effective communication are maintained. 6. WORK, HEALTH & SAFETY RESPONSIBILITIES Workers have an active role to play in the Safety Management System (SMS). Design Control Design Control is the city s commitment to ensuring any product or building design, fabrication, installation or commissioning activity that has any risks associated with it during construction and throughout its intended use and possible misuse are identified and controlled to minimise risk of Injury. Therefore anyone involved with design control shall be responsible and accountable for; Ensure that all aspects of OH&S Design Control, as outlined in the OH&S Procedures manual, are incorporated in all design activities. 7. AUTHORITY TO ACT The incumbent has the authority to take any reasonable steps to ensure that the smooth flow of operations is maintained providing the actions are consistent with the responsibilities of the position and subject to any limitations, corporate policies, procedures or safe work method statements. All personnel have the power to stop work in circumstances that are deemed an immediate risk to health and safety until a satisfactory resolution is agreed / implemented. Such circumstances may include life threatening situations or those that could result in loss of limb or other significant lost time injury. 8. SELECTION CRITERIA Essential Criteria Qualifications Tertiary qualifications in either Landscape Architecture or a related discipline, including registration or eligibility for registration as a member of the respective professional association. Technical Demonstrated significant experience in the design and delivery of complex urban landscape or urban design projects in either the public or private sectors including > the issues surrounding the design and construction of public spaces including form, function and performance and the resolution of competing community, user and technical requirements > the project delivery process including managing and leading groups of multi-disciplinary professionals on complex projects, client liaison, feasibility, design development, community consultation, development applications, documentation, construction and certification issues > project management processes and tools including programming, monitoring and reporting and quality management systems.complex projects including design, engineering, planning, traffic, heritage, contamination and horticultural coordination. 5 > understanding of heritage, sustainability and environmental issues, materials selection, performance and detailing to achieve desired outcomes Demonstrated high proficiency in contract management including brief development, design verification, design procurement, monitoring, evaluation and variations. Demonstrated ability to simultaneously manage multiple complex projects, and the capacity to ensure that priorities are set and monitored to meet design milestones and cost parameters in a complex and high volume work environment High level communication, negotiating, advocacy and presentation skills. Attitude and Work Ethic Proven ability to reason conceptually, and readily acquire and apply new information to make clear decisions and resolve problems, inspire design outcomes and establish design excellence.
