1 COUNTY PUBLIC SERVICE BOARD P.O BOX KIAMBU VACANCIES RE-ADVERTISEMENT Kiambu County Public Service Board wishes to recruit competent and qualified persons to fill the following positions in Education, ICT, Culture and Social Services Department. This is pursuant to Article 235 of the Constitution of Kenya, 2010 and the County Government Act, No. 17 of DIRECTOR EDUCATION - YOUTH POLYTECHNICS - JOB GROUP R (1 POST) Reporting to the Chief Officer, the Officer will be responsible for management, planning, coordination and administration of Youth Polytechnics in the County. Requirements for appointment: i. Have at least 5 years working experience in management of technical or vocational training. i Bachelor s Degree in technical or Vocational Training from a recognized University. A Master s Degree in a related field from a University recognized in Kenya. Senior management course lasting not less than Four weeks from Kenya School of government v. Knowledge of Technical and Vocational Training Policy (TVET) 1

2 v Have excellent interpersonal communication and report writing skills Demonstrate professional competence in work performance and be result oriented in execution of duties and responsibilities. i) To provide input in development, reviewing and monitoring technical vocational training in the County. ii) iii) iv) Mobilizing resources for Technical Innovation Vocational and Entrepreneurship Training (TIVET) Projects and Programmes. To promote technical vocational training as alternative skills process. To improve and upgrade certification of technical vocational training centers in the county. v) To coordinate technical education programmes in technical vocational training centers in the county. vi) vii) To Coordinate Quality Assurance programs in TVET institutions Develop partnership with various stakeholders to improve status and management of Technical and Vocational Training Centers. 2. ASSISTANT DIRECTOR YOUTH POLYTECHNICS - JOB GROUP P (1 POST) Reporting to the Director Youth Polytechnics, the Officer will assist in management, planning, coordination and administration of Youth Polytechnics in the County. DIRECTOR, CULTURE, GENDER AND SOCIAL DEVELOPMENT- JOB GROUP R ( 1 POST) Reporting to the Chief Officer, the Officer will be responsible for management, planning, coordination and administration of culture, gender and social development in the County. 3

4 Requirement for Appointment For appointment to this grade, an officer must have; i) Served in the grade of Deputy Director for Gender and Social Development at least three (3) years; ii) Masters Degree in any of the following disciplines:- Sociology, Social Work, Social Psychology, Anthropology, Disability Studies, Counselling, Economics, Gender Studies, Gender and Development, or equivalent qualifications from a recognized institution; iii) Attended a strategic leadership development programme from a recognised institution; iv) Demonstrated proven professional, managerial and administrative competence in Gender and Social Development functions; v) Be fully conversant with Government policy on Gender and Social Development; vi) A thorough knowledge of Government Administrative and Financial procedures vii) Certificate in computer application skills from a recognised institution. viii) Ability to develop networks across the County and with other counties as well as the media and other stakeholders. i. Formulating budget proposals and expenditure controls; i Advising, interpreting, coordinating, formulating and reviewing policies on gender and social development; Interpreting and implementing the departmental strategic plan, medium term plan; Approving programmes and projects for implementation; v. Promoting research on culture, gender and social development briefing the chief Officer on matters relating to core functions of the directorate; 4

5 v Developing a desk for people with disabilities and keeping proper records of all cultural sites, people with disabilities and Orphans and vulnerable children in the County. Must work with other department to ensure that policies developed are friendly to people with disabilities. 4. ASSISTANT DIRECTOR CULTURE - JOB GROUP P (1 POST) Reporting to the Director of Culture, Gender and Social Development, the Officer will assist in management, planning, coordination and administration of culture in the County. Requirements for Appointment For appointment to this grade, an officer must have; i. Served in the grade of principal officer of culture and arts for at least i three (3) years Masters degree in any of the following discipline; sociology, social work, social psychology, anthropology, counselling, economic s, or equivalent qualifications from a recognized institution. A Bachelor degree in any of the following discipline; sociology, social work, social psychology, anthropology, counselling, economic s, or equivalent qualifications from a recognized institution. Attended strategic leadership development programs from recognised institution; v. Demonstrated proven professional, managerial and administrative v vi competence in cultural functions; Be fully conversant with Government policy on culture and arts functions A thorough knowledge of Government Administrative and financial procedures Certificate in computer application skills from a recognised institutions 5

6 ix. Ability to develop networks across the county and with other counties as well as the other stakeholders. x. Be conversant with the media networks and the Cultural fraternity. xi. Have the ability to network with the corporate sector with a view to establishing partnerships beneficial to the County cultural activities. i. Formulating budget proposals and expenditure controls; Advising, interpreting, coordination, formulating and reviewing polices on culture and arts development; i Interpreting and implementing the departmental strategic plan, medium term plan; Approving programmes and implementing the departmental strategic plan, medium term plan; v. Approving programmes and project for implementation; Promoting research on culture and arts development briefing the Director on matters relating to core functions of the department; v May also represent the directorate in regional and international meetings. 5. ASSISTANT DIRECTOR, GENDER AND SOCIAL DEVELOPMENT - JOB GROUP P (1 POST) Reporting to the Director of Culture, Gender and Social Development, the Officer will assist in management, planning, coordination and administration of gender and social development in the County. Requirements for Appointment For appointment to this grade, an officer must have; i. Served in the grade of a principal officer in Gender and Social Development for at least three (3) years; 6

Must work with other departments to ensure that policies developed are friendly to people with disabilities.
