ORGANISATION PROFILE The National Information Technology Authority-Uganda (NITA-U) was established as a statutory body under the National Information Technology Authority, Uganda Act, 2009 as one of the key players in the Information and Communications Technology Sector. Its mandated is to coordinate, promote and monitor IT development within the context of national social and economic development, with a vision as a facilitator of a knowledge-based, globally competitive Uganda where social transformation and economic development is supported through IT enabled services. 2. 3 JOB TITLE: REPORTS TO: DIRECTORATE: DEPARTMENT: DURATION: SALARY SCALE: SYSTEMS ADMINISTRATOR MANAGEMENT TRAINEE DATA CENTRE MANAGER TECHNICAL SERVICES DATA CENTRE 6 MONTHS N/OF/N7 Purpose of the Job To assist the Data centre department team in project related work, specifically the Data centre Upgrade and RCIP projects. Key Results Areas Participate in the Day to day configurations and management of data centre services like; Active directory, file sharing, DHCP, DNS and other user related queries. Participate in the installation process of the Data centre server accessories for the Data centre and virtual environment setup. Participate in configuration management for the above projects i.e. project documentation and filing, logging of work plans, scope changes, daily task sheet updates, user support etc. Qualifications Bachelor degree in Electrical or Telecom or Computer Science or IT or any other related course. Skills/ Competencies Systems Administration fundamentals i.e. Active directory, file systems, virtual servers. Computer Networking skills Report writing skills Computer skills and effective communication Resilience and quick learner 3

4 JOB TITLE: REPORTS TO: DIRECTORATE: DEPARTMENT: DURATION: SALARY SCALE: TEMPORARY LEGAL SERVICES OFFICER MANAGER, LEGAL SERVICES REGULATION AND LEGAL SERVICES LEGAL SERVICES 12 MONTHS N/OF/N7 Purpose of the Job Support the Manager, Legal Services in handling matters related to rendering legal services to the Authority and its stakeholders in accordance with the National information Technology Authority Act, Uganda Act, 2009 and other relevant Laws in force. Key Results Area/Accountabilities Conduct legal research; Review and render legal opinions and briefs on all matters where legal advice is required and make recommendations for amendments and improvements; Prepare and or review routine Memoranda of Understanding and Contracts; Assist in following up on requests with other government agencies like Solicitor General (SG) and Ministry of Information and Communications Technology (MoICT); Provide corporate secretarial services on behalf of the directorate; Receive and disseminate information of legal nature and prepare responses in accordance with the NITA-U Act and other relevant laws; Attend to various government offices for registration and legal transfers such as:- business names, trademarks or logos; registering land transfers, share transfers or any other property transfers from time to time; Prepare responses to clients inquiries, claims, complaints and render legal advice to them in accordance with the laws in force in Uganda; Liaise with external lawyers and Attorney General s Office in following up court cases in which the Authority has an interest; Conduct legal research relating to the mission and objectives of Authority and recommend necessary reforms in line with the applicable law; Liaison and collaboration with all relevant government ministries and departments including Solicitor General, DPP, AG, PPDA, Uganda Police with respect to legal administration matters; 4

5 Perform any other duties, which may be assigned from time to time. Qualifications Bachelor of Laws (Hon) degree Post Graduate Diploma in Legal Practice from LDC. Enrolment as an advocate will be an added advantage. Skills/Competencies Good written and oral communication skills Good drafting skills Analytical Skills Good computer skills in various office applications Excellent interpersonal; Good communication skills - oral and written; Ability to multi task; assertive, results oriented, and high integrity; Well-developed communication and presentation skills; Experience A minimum of 1 (one) years experience in a busy firm or large organisation; Demonstrated knowledge of Information Technology (IT) laws and practices. 5

6 JOB TITLE: TEMPORARY LEGAL OFFICER - REGULATION AND COMPLIANCE REPORTS TO: MANAGER, REGULATION AND COMPLIANCE DIRECTORATE: REGULATION AND LEGAL SERVICES DEPARTMENT: REGULATION AND COMPLIANCE DURATION: 12 MONTHS SALARY SCALE: N/OF/N7 Purpose of the Job: Support the Manager Regulation and Compliance in rendering services to the Authority and its stakeholders in accordance with the National information Technology Authority, Uganda Act, 2009 and other relevant Laws in force. Key Results Area/Accountabilities Conduct research and prepare concept papers on improving the legal environment for the regulation of the IT sector in Uganda; Review existing laws and advise on the amendments that are required for the effective regulation of the IT sector. Review the NITA Act and draft an implementation plan for the effective delivery of NITA s mandate. Conduct benchmarking research and propose policies that have successfully been implemented in other countries by bodies like NITA. Prepare position papers for presentation at various stakeholder workshops. Conduct research on various revenue sources for the directorate. Regularly update DRLS library resources or database. Assist in the follow up of requests to stakeholders and government agencies; Participate in stakeholder engagements seminars; Provide corporate secretarial services at stakeholder engagements; Prepare responses to stakeholder inquiries, claims and complaints in accordance with the laws in force in Uganda; Conduct legal research relating to the mission and objectives of Authority and recommend necessary reforms in line with the applicable law; 6

7 Liaison and collaboration with all relevant government ministries and departments including Solicitor General, DPP, AG, PPDA, Uganda Police with respect to legal and regulatory matters; Perform any other duties, which may be assigned from time to time.
