10 Priority axis 5 Higher Administrative Capacity more coordinated and analytical strategic planning; better legislation and regulation; support to the NGO-s Raising the effectiveness and efficiency of policy formation and implementation and raising the level of the strategic planning and management capability of public sector organisations and social partners will be key in this area. The improvement of business environment and reducing of administrative burden, as well as of the general operation of public administration, developing better regulation will be of high importance as well.
