1 STAFF VACANCIES Project Title: Civil Society Actions to Combat Child Trafficking and Child Labour in Nigeria and Border Communities [CSACTL] Duration: One-year contract with an initial probation period of 3 months. BACKGROUND OF THE CSACTL PROJECT This project is funded by the European Union and the ECOWAS Commission, within the framework of the Project, Support to Free Movement of Person s and Migration in West Africa. The project is directly linked to the implementation of the ECOWAS Protocol on Free Movement and Migration in West Africa. It is directed at tackling the risks of child labour and child trafficking, arising from the high incidence of movement of person s [including children], through irregular channels within and across borders in West Africa today. The CSACTL project aims to create an enabling environment for the prevention, protection and proper reintegration of vulnerable children and victims of child trafficking, child labour and irregular cross border migration. This is being accomplished through a series of activities directed at building the capacity of a national network of civil society organisations to provide improved services to the target group; as well as increasing awareness in Nigeria and border communities on free movement and safe migrations within the ECOWAS Communities. The project which commenced implementation in 2017, is made up of the following components of work: 1. Series of capacity building workshops for members of a national network of civil society organisations, and for media personnel as well as for border control officials and residents. This Project is funded by the European Union and ECOWAS Commission within the Framework of the Project Support to Free Movement of Persons and Migration in West Africa.

2 2. Support to the network members mechanisms for victim rehabilitation as well as enhanced monitoring and reporting. 3. A public awareness component that reaches to secondary school students and the general public in 5 target states through an essay and art competition and television documentary. The project now seeks for the services of a qualified Finance and Administration Officer; as well as a Program Assistant [Information and Communications] as under listed. Page 2 Position: Finance and Administration Officer Number of positions: 1 Reporting: To the Project Manager [PM] JOB SUMMARY The main objectives of this position are: Full time work on the various aspects of project accounting and financial budgeting & reporting relating to the CSACTL project work. The officer will be responsible for the operation of the financial, preparation of budgetary and financial reports, financial statements, the annual budget, withdrawals and disbursement requests and preparation of inputs for the financial and performance audits. TASKS AND DUTIES S/he will work under the direct supervision of the Project Manager and will be directly responsible for the following: (a) Formulation and Operation of Systems: Develop and implement financial procedures which conform to EU and general accounting standards and principles, and administrative procedures which will serve as a guide for project staff. Ensuring procedures are adhered to for the maintenance of internal control and proper management of the CSACTL funds. Maintain Petty Cash account for the office. (b) Budget: (i) Prepare and submit the annual operational budget, quarterly budget estimates and specific activity budgets to the Project Manager (PM) for presentation to the fund managers and the donor agencies. (ii) Monitor budget and bring to the attention of the supervisor any relevant financial and budgetary issues and suggest corrective actions. (c) Reports and Statements: Prepare and submit as required, budgetary and accurate financial reports and statements, to the PM and the funding agencies for information purposes and use in the decision-making process; Ensure that all periodic financial reports are in the standard format(s) required by the donor(s) and submitted to the PM within the required time frame for submission to the donor(s); Prepare periodic statement of expenditure (SOE) reports and fund replenishment requests, carefully checking and inspecting all supporting documents, and regularly forwarding these to the PM. (d) Operational: Prepare and submit withdrawal and disbursement requests to the PM in accordance with IOM/FMM and Hope-Aid s policies and procedures; Advise the PM and the Project team on monitoring and controlling expenditures for the CSACTL project and other organisational costs and expenditures, including prompt compliance with all relevant tax regimes or other institutional and regulatory requirements for the organisation and staff;

3 Manage the payroll and relevant worksheets; Monitor project and other organisational accounts and prepare payments to suppliers, contractors, trainees and training agents etc; Liaise with staff, the project team, and project steering committee members to ensure that the financial and administrative aspects are always taken into account when making technical and strategic decisions; and Develop sustainable co-ordinate mechanism with all partner implementers, project beneficiaries and participants to ensure smooth financial operations and advise them on the project financial procedures. (e) Audits: Assist the PM in the facilitation of financial and performance audits by external auditors and during all discussions/supervision visits of existing and potential donors. Ensure that all finance activities are performed in accordance with donor requirement (including procurement) (f) Management Information System (MIS): Supervise and maintain the financial records on the MIS utilising sound financial and database management procedures. (g) Perform any other duties that may be assigned by the PM. Page 3 DESIRABLE QUALIFICATIONS EDUCATION B.Sc./HND in Accounting, Business Administration or related fields; and Professionally recognized accounting qualification. WORK EXPERIENCE Minimum of 4 years of professional experience with a focus on administration, finance and/or accounting, of which at least 2 years experience with Non- Governmental Organization. SKILLS AND COMPETENCIES Proficiency in computer skills, including use of spreadsheets, database management and word processing. Good written and oral communications skills Organized, with good attention to detail and developed ability to prioritize tasks to meet tight deadlines Prior project-related experience would be an asset. Analytical judgement and ability to work under pressure and meet deadlines Excellent inter-personal skills and commitment to work in a participative way Ability to work together with other colleagues as a team to achieve a common goal Ability to work with external stakeholders Knowledge of NGO accounting and of the EU, IOM or major donors regulations and guidelines will be an added advantage. 4 Position: Program Assistant [Information and Communications] Number of positions: 1 Reporting: To the Project Manager [PM] JOB SUMMARY The program Officer [information and communications] will work under the supervision of the Project Manager to ensure project visibility, and enhance the organisations public awareness/ outreach objectives to all her target beneficiaries; as well as advance her project sustainability goals. Also, the Program Assistant is responsible for the administrative management of the project activities and will assist in the preparation of quarterly and annual work plans and progress reports for review and monitoring by the Project Steering Committee. Page 4 S/he will be directly responsible for the following: 1) Contributing to the development and implementation of the organisation communication strategy that seeks to bring visibility to the entire project, while collaborating strategically with partners and other stakeholders in the print, electronic, and social media platforms. 2) Creating media campaigns and raising awareness of the project objectives and activities in the print, electronic and social media platforms; including regular update of the organisations website. 3) Coordinating the development and collation of all the media files (pictures and videos), for the project activities; including media files for a television documentary. 4) Reporting project activities and directing the production of a compendium of entries for an essay and art competition held in 5 states. 5) Help to organise meetings, prepare agendas, produce minutes, and ensure that agreed action points are followed through. 6) Help to generate and circulate reports as well as project updates. 7) Act as first point of contact for internal and external stakeholders. 8) Coordinate logistics of the team including travel and meetings. 9) Plan and provide service for internal and external meetings and events including liaising with vendors and speakers, preparing information packs, drafting agendas, and taking of minutes. 10) Help to develop and maintain administrative systems and procedures as required including project tracking and monitoring. 11) Help to create, edit and proof-read business communications and documents including assisting with the production of project reports, publications and promotional material.

5 DESIRABLE QUALIFICATIONS EDUCATION HND/BSC in the Social Sciences, Mass Communication, Journalism or Related courses WORK EXPERIENCE Minimum of 4 years of professional experience with a focus on administration, finance and/or accounting, of which at least 2 years experience with Non- Governmental Organization. SKILLS AND COMPETENCIES Fluency in written and oral English, ability to write, reports, and simple public Communication pieces Strong interpersonal communication skills and ability to work with donors, partners and project beneficiaries; and commitment to work in a participative way Experience and proficiency in using content management systems to update websites Experience generating written online and offline media content Experience managing social media platforms Understanding of digital media and its use in developing communications campaigns Experience in video/photo editing skills as well as in graphic design S/he must be a vibrant, team player with a passion for social work Analytical judgement and ability to work under pressure and meet deadlines Organized, with good attention to detail and developed ability to prioritize tasks to meet tight deadlines Self-motivated and able to independently solve problems Well-developed computer literacy including experience of using MS office application (Word, Excel, Access and PowerPoint) Ability to understand and administer financial procedures. Ability to develop, support and maintain databases including those relating to specialist groups. Prior project-related experience would be an asset.
