2 Health and Safety - working on the Highway and Verges Introduction APSE, in conjunction with Alan Plom - specialist Health and Safety Consultant - is pleased to announce the creation of a new health and safety course for operatives and supervisors working on the highway. This course has been designed in response to network query requests from councils who are seeking guidance in this area. The course will also include key points under National Streetworks advice and guidance. Improving safety on the highway Accidents to workers on the highway regularly make headlines and attract investigation and enforcement action. Incidents involving Roadkill have far reaching consequences for local authorities in managing the risks, hazards and dealing with practicalities of removal and disposal of animals. These all place significant responsibilities on local authorities and this course provides an opportunity for those involved to step back from the pressures of their day job and take an overview and an update on key issues, together with sharing experiences and good practice. Places on these events will be strictly limited as they will be highly interactive working sessions. The sessions will cover: The issues working on high speed dual and single carriage ways Understanding signage Visibility Litter picking risk assessments Community clean ups and volunteers Service specific hazards and risks - mitigation and management Sources of advice, guidance and training Best practice case studies learning from others working in the sector Who should attend? Operatives and front line supervisors managing in-house teams or contractors, from the following service sectors: Roads and Highways StreetScene and Transport Or any other related services section

3 Trainers The sessions will be delivered by Alan Plom, Health and Safety Consultant from AP(HSC) supported by Jan Kennedy Head of APSE Training. Alan Plom - AP(HSC) Alan is an independent health & safety consultant specialising in the amenity, agriculture and land-based industries. He is also employed as a rural training organiser. Alan was an HM Principal Inspector and Head of Safety Section in HSE s Agriculture & Food Sector when he retired early in 2011 after nearly 32 years in HSE. Based on his wide experience within HSE and subsequently, Alan is able to provide a unique perspective and practical interpretation of the legislative requirements and demands on management within local authorities. Alan s roles in HSE included: o regulatory Inspector working in the field and managing Inspection Teams involved in accident investigation and prosecutions; o various HQ Inspectorate and Policy posts, managing research, producing guidance and setting standards on technical issues and legal policy; o involvement in development, interpretation and implementation of European Directives and Standards; o liaison with Local Authorities - for many years as a local Area Enforcement Liaison Officer and as Head of Enforcement Management Branch in HSE s Local Authority Unit, covering England, Scotland and Wales. He has advised leading companies contracted to local authorities and other major national clients and arranged and delivered training for a range of companies in the amenity and land-based sector, as well as local authorities and charity/community organisations. He is Vice-Chair of the Institution of Occupational Safety & Health (IOSH) Rural Industries Group Committee and is also an active member of the Institution of Agricultural Engineers, organising events and lectures for both of these professional bodies. 4 Jan Kennedy Jan Kennedy is Head of Training and has responsibility for the learning, skills and development arm of the Association. Jan has a background in training and development, firstly as an executive training officer in central government where she gained her CIPD in Training & Development. She moved to local government in 1999 where she joined Liverpool City Council as a member of the corporate training team. Jan has experience of managing and delivering a wide range of training and development including Liverpool s One Stop Shop training programme. Prior to joining APSE Jan managed the Lifelong Learning Employability curriculum in Adult and Community Education. Jan holds a Certificate in Post 16 Education and a CLAIT Advanced in ICT. Jan is also qualified in level A and level B psychometric testing. Since joining APSE Jan regularly delivers training on a range of topics including Project Management, Leadership, Supervisory skills (across service sectors), Managing Change, Event Management, and Customer Care in cemeteries and crematoria. Jan works in partnership with Hull University to deliver training modules to lunchtime supervisors. Jan also co-delivers on the current Master Classes on Health and Safety Issues, and Principles of Contract Management. In the event of any delegates not being invoiced through the organisations stated above APSE will require payment in advance before the event. Payment must be submitted within 10 working days of making the booking. All delegate fees are subject to vat, the rates quoted are exclusive of vat. Please ensure you include this in your payment. Cancellation charges: Reservation is a contract. Substitution of delegates is acceptable any time in writing by post, to jkennedy@apse.org.uk or fax to Cancellations must be made in writing at least 10 working days before the event and will incur a 75 administration fee. The full delegate fee will be payable for cancellations received less than 10 working days before the event or for non-attendance. All fees are non-refundable after the cancellation period. Booking transfers will only be acceptable, if there is availability on another date for the same course, and will incur a 75 administration fee. In the unlikely event of cancellation by the organisers, liability will be restricted to the refund of fees paid. APSE regrets we cannot accept any liability for associated transport or hotel costs in the event of course cancellations made by us.
