Work Context / Background: World Vision Lanka is a child focused Christian humanitarian organization established in It is governed by local board of directors with representation from World Vision International Partnership. Its program aims to improve the wellbeing of the poor especially children through sustainable development, humanitarian emergency affairs (HEA) and advocacy. It assists over 80,000 sponsored children in 43 area development programs located in 20 districts from 8 provinces. WV Lanka has 500 plus staff from diverse faiths and ethnic groups represented in the organization. PURPOSE OF POSITION: The People & Culture (HR) - Director will require the incumbent to ensure that Human Resource Management activities are carried out in a context of organizational development, remaining true to World Visions vision, mission and values. The position will be a key player in cultivating WV Lankas Christian identity and corporate culture of prayer, commitment and community. The changing external and internal environment in the workplace demands careful people, culture and

2 process change management. The challenge for WV Lanka is to ensure that the capacity of the human resources and P & C practices are able to meet the organizational external demands such as global and national socio-political, policy, disasters, pressure on attracting and retaining qualified work force, and resourcing challenges, new organizational initiatives towards efficiency and effectiveness and increasing need for higher levels of accountabilities to various stake holders. The P & C Director position will lead strategic thinking and implementation of World Vision Lankas P&C strategy consistent with the Country strategy, Regional strategy and Partnerships LEADER P&C strategy. This position will support the Senior Management Team and the Governance leadership of the organization to execute organizational strategies, goals and priorities with World Visions vision, mission and values with excellence. He/She will ensure consistent practice of an organizational culture as defined by partnerships core values and World Vision Lankas cultural traits using innovative tools and practices, accountability to staff so that World Vision Lanka can be an organization that is faithful to its calling (as followers of our Lord & Savior Jesus Christ) and best in class in its performance (with regard to meeting highest of P&C standards, impact, influence and income for the whole organization). KEY RESPONSIBILITIES: Establish an People & Culture (P&C) Strategy: 3 5 year P&C Strategy that is aligned to WV Lanka and Asia Pacific Regional Office (APRO) P&C strategy. Individual sub-unit annual work plan based on developed strategies. Goal ownership of work plans by individual sub units. Effective strategic P&C leadership to WV Lanka. Strengthened organizational Christian identity and sustain a performance culture that is capable of successfully meeting the strategic goals of WV Lanka: Page 2/6

3 Visible characteristic of staff is reflective of WVs core values. Increased individual and team satisfaction. Transformed communities. Increased department and individual effectiveness to meet work goals. Effective change management processes. Effective performance management system. Catalyst for Change management and CB intervention. Culture of learning and improvement built. Aligned P&C Policies and Procedures with WVI & Organizational Strategy: Updated, contextualized and accessible P&C policies are established. Responsive Orientation program. Increased staff awareness of key policies and procedures. Limited risk audit rating. Career & Executive Development Program established: Career & Leadership development framework established. Established integrated systems such as recruitment & selection, performance mgt., compensation & benefit, staff development that will support career development culture.

4 Succession planning and talent pool management mapped out. Effective P&C Information System: Centralized information system accessible to remote field offices. P&C database established. Development of Capacity of P&C Team: Individual learning plans are established. Established clear performance indicators. Regular P&C individual performance feedback. 80% positive feedback from clients (staff). Meet at least 80% of P&C department work goals. Integration of P&C to other department or functions within WV Lanka, Regional and Global Center and external clients: Good working relationships with senior managers and National Director (ND), P&C regional office, WVI P&C. Established relationship with key P&C vendors outside WV Lanka. P&C audits/culture climate survey conducted.

5 Professional & Personal Development: Demonstrating an understanding of and commitment to World Visions Core Values in the approach to work and relationships. Collaboration with different key working relationships. Work and Life balance. Personal and professional development goals consistent with World Visions strategic goal. Know and understand appropriate new paradigms in P&C & CB. KNOWLEDGE, SKILLS AND ABILITIES: Graduate degree qualification and/or professional qualification in Organizational Development, Psychology, Development Studies, Leadership or HRD. At least 8 10 years experience in Organizational Development and HR development or related fields, in a complex, international organization preferably in NGO context. Significant senior level leadership experience in an international environment, preferably in Sri Lanka/South Asia. Developed people in a cross-cultural setting and initiated and implemented organizational change at leadership level. Proven leadership ability. Proven experience as a team player.
