2 Advert At Taff Housing Association, we provide person centred, psychologically informed support to clients with a range of housing support needs. We have a fantastic opportunity for a Team Manager to join our Cardiff and Bridgend support teams. Key responsibilities of this role are leading, developing and innovating a range of services including offenders projects, refugee schemes and young people services across the two Councils. 3 Job Description Post: Responsible to: Responsible for: Purpose of the post: Team Manager Cardiff & Bridgend Regional Support Manager A team of Tenant Support Officers and Workers To be responsible for the overall running of a range of floating support and BME projects across Cardiff and Bridgend: Cardiff forensic team Syrian Refugee Resettlement Project Ty Golau and Ty Caredig (refugee supported accommodation) Cardiff foyer project Red Sea House Bridgend START (offenders project) Main Functions To oversee the support provided within the floating support and BME schemes To assist the Regional Support Manager by contributing to the strategic and operational planning process. To co-ordinate Health and Safety at the static projects. To ensure the smooth and efficient running of schemes in line with contractual obligations and funding requirements Line management responsibility of Tenant support Officers Key Duties Management Function To be familiar with the Association s policy and practice, and to ensure its implementation throughout the Cardiff and Bridgend floating support and BME schemes To keep the Regional Support Manager regularly informed about issues of concern. To contribute to meetings and discussions around management, policy and practice, and to produce clear and concise reports to inform decision-making. To manage the schemes staff, according to correct personnel policy and procedure To oversee staff inductions and training To manage staff cover, annual, sickness etc in line with policy and procedure. To oversee referrals, assessments, risk assessments and allocations of cases Overall Service Delivery To ensure all areas of service delivery are monitored To ensure good practice is adhered to To ensure that services are in line with and compliment key local and national policy To deliver services that are psychologically informed To ensure services are evaluated according to policy To ensure that service users are consulted with regarding service delivery and development, including recruitment, changes in paperwork etc. Service to Tenants To oversee the Support Planning Process To ensure service users receive advice on Housing Benefit and other welfare benefits to support tenants in maximising their income. To ensure tenants have access to advice on money management and debt counselling to those in debt.

4 To organise or provide emergency cover during staff absences To ensure public protection and POVA issues are identified and appropriate action taken Liaise with other internal departments to ensure repairs, rent arrears etc are dealt with in a collaborative, timely manner Networking To develop links and good working relationships with outside statutory and voluntary agencies. To keep abreast of good practise in the provision of supported housing. To develop and sustain good working relationships with colleagues within the scheme and with colleagues in the rest of the organisation. Finance and Administration To collate statistical information as required To undertake any necessary administrative duties. To contribute to the development of policy and procedure To set and manage annual project budgets To ensure correct implementation of the Association s finance procedures and Schedule of Delegated Authorities. General To ensure the project information retrieval systems are accurate and up to date. To undertake any other duties as may be required. 5 Person Specification, Team Manager Cardiff & Bridgend Essential Desirable Education A relevant qualification e.g.: counselling, social work, BTEC/HNC Health and Social Care (or similar) Management Diploma, Housing Diploma Educated to degree level or equivalent Experience/Knowledge Experience of support work Experience of managing or supervising staff Experience of work in a housing association, local authority housing department or a social services department Experience of managing high risk across services Experience of working with vulnerable people with complex needs Experience of implementing policy and procedure Good knowledge of psychologically informed approaches to support delivery Knowledge of Adverse Childhood Experiences Knowledge of Health & Safety Good working knowledge of Housing Benefit and other welfare benefits Good working knowledge of managing tenants rent accounts, and the role of Housing Benefit for supported housing landlords An awareness of landlord and tenant law and management issues Skills and Aptitude Ability to act as a positive role model imparting relevant knowledge and information, using mentoring and coaching where appropriate Ability to work under pressure and maintain a calm presence Excellent administration skills Excellent written and verbal communication skills Excellent negotiation skills Ability to research, prepare and present clear, concise reports Ability to communicate with the public and tenants confidently and empathically Ability to sustain a professional relationship with tenants A practical approach to the provision of support Ability to undertake assessments of need, risk assessments and develop support plans with service users A collaborative, co-productive approach to service delivery The ability to network with other agencies and to build relationships with agencies in a professional manner Computer literate and confident user of Microsoft Word, Excel and Outlook. 7 Conditions of Service Salary: Contract Type & Length: Working Week: Location: References: Criminal Record: Probationary Period: 28,448-30,208 per annum (pay award pending) This post is being offered on a permanent basis following the successful completion of 6 month probation. You will be required to work 35 hours per week, Monday to Friday. You will be based at our Head Office in Canton, Cardiff Appointments are subject to receipt of a minimum of two satisfactory references. These should be from your current and previous employers. Family members cannot be used as referees. An enhanced Disclosure and Barring Service (DBS) Check will be necessary for the successful applicant, and appointment will not be confirmed before a satisfactory disclosure is received.
