3 The Objectives related to Multi-Sectoral Decentralized Response to HIV/AIDS ( Based on NSP-II) TA and capacity development for local development & HIV/AIDS planning and implementation Support effective provincial coordination mechanisms (PAC, PAS, (PA Network, etc.) for HIV/AIDS programmes Mainstream HIV/AIDS into strategic development plan of provincial, district and commune and CBO-led activities. Scale up community conversation programme. 3

6 The main achievements from May-July 2006 National Level: The result of Operational Research on Multi-Sectoral Decentralised response to HIV/AIDS disseminated through workshop and the Khmer version will be distributed. Firstly negotiated with DoLA on HIV/AIDS mainstreaming into Commune Planning Process Official letter sent from NAA to DoLA (but DoLA needs NAA to attach its project document) 6

7 The main achievements from May-July 2006 Provincial Level- 3 Provinces: Firstly advocated and oriented on Multi-Sectoral Decentralized response to HIV/AIDS with provincial stakeholders (1 governor, 2 deputy governors and representatives from line departments and NOGs/IOs). Engaged in initial assessment in the 3 provinces and the report of the assessment is being prepared. Identified topic area in each Province Formed topic-specific TWG in respective provinces with ToR by Deika Khet. Appointed Focal persons (Co-Chairs) in respective provinces. 7

8 Next Core Activities National Level: Develop ToR for curriculum designer on integration of HIV/AIDS (OVC & Mobility & Law) for training in DoLA/MoI.. Draft monitoring and evaluation framework for decentralization initiative focusing on OVC and Mobility. Develop questionnaires related to OVC effected by HIV/AIDS and Mobility to integrate into village data collection book (negotiate with UNICEF and MoP). Review and finalize criteria for project proposals of TWG. Prepare and sign a contract agreement. Develop a contract formats (between NAA and Governor/Deputy Governor and between Governor and implementing agencies) Engage in policy framework development on OVC & Mobility 8

9 Next Core Activities Provincial Level: Provide orientation on OVC & Mobility framework to TWG and relevant NGOs/Ios Conduct formal situation assessment based on assessment to date; determine target interventions, locations, populations Provide capacity building on development of annual planning and budgeting to TWG and relevant NGOs/IOs. Review the proposals with TWG and provide orientation on contracting, contract format and agreement arrangement. Provide guideline on monitoring and reporting system to TWG and relevant NGOs/IOs Coordinate, follow up and monitor the implementation of TWG 9

10 The Challenges at the National Level Challenges NAA is not a member of D&D inter-ministries committee so it seems to be a bit difficult when NAA intends to mainstream its work into the government D&D structure or mobilize resource within this structure for the future. Multi-sectoral HIV/AIDS response through D&D structure is a new work for NAA staff. Suggested Solutions NAA negotiate with D&D committee through MoI or MoP NAA should be informed to attend all processes of policy formulation/dialogue and/or relevant event regarding D&D reform. Capacity building needs to be provided and information on updated progress of D&D needs to be shared among management and staff. 10

11 The Challenges at the National Level (Continued) Challenges Limited capacity, staff and facilities to work with a new multi-sectoral decentralization system. Legal framework, sound policy and guideline to support decentralized work are not sufficient. Suggested Solutions Qualified staff and sufficient facilities should be equipped. Review all the existing frameworks, policies and guidelines, if they are not fit to the current situation the modification or amendment should be made. Promote a new policy framework or guideline through partnership dialogue with all relevant stakeholders. 11

12 The Challenges at the National Level (Continued) Challenges Limited information sharing and teamwork among units of NAA. Suggested Solutions Team building should be regularly conducted. Main events (WS,Ttraining..) prepared by each unit should be combined as event calendar and shared through monthly meeting or posting on a board. Keep partners informed and engaged at National level Review on agreed roles, responsibilities and outputs in reflection to the NSP-II with all relevant partners. 12

The collaboration/coordination and partnership among development agencies (government and NGOs/IOs) is not yet harmonized. 14

15 Commune Level: The Challenges (continued) Deal with multi-issues with no sufficient capacity to absorb multi-skills leading to workload and less quality of work. Decentralization is new for CCs with multi-legal documents Prioritize and invest more fund to infrastructure but less to services Not clear to be CCs for the next term of CC election in 2007 leading to be less motivation. 15
