1 Final ARO TŪRANGA Position Description A Wānanga provided in section 162(4)(b)(iv) of the Education Act 1989, is characterised by "teaching and research that maintains, advances and disseminates knowledge and develops intellectual independence, and assists the application of knowledge regarding āhuatanga Māori (Māori tradition) according to tikanga Māori (Māori custom)". To act as a key champion of educational excellence committed to ensuring that TWoA provides high quality education to all its tauira based on the principles of tikanga Māori, the practices of āhuatanga Māori and TWoA s kaupapa. To lead the development of commercial learning opportunities that enhance both revenue growth and the reputation of Te Wānanga o Aotearoa as a leading provider of indigenous education to iwi, hapu, business and community organisations.

2 Key Responsibilities Key Objectives Leadership The Tumukauneke will lead the Tokokauneke uepū to achieve the 2027 strategic objectives as articulated within Te Pae Tawhiti (ie Long Term Plan). Key Measures Demonstrate personal commitment to Te Pae Tata and Te Pae Tawhiti and the kaupapa of TWoA. Support and promote the strategic vision with Tokokauneke to ensure that kaimahi know how they contribute and add value. Create and contribute to a work environment within Tokokauneke that champions excellence in education, innovation, and best practice. Promote and nurture collaboration, open communication and professionalism in all management practices. Build relationships both internally and externally that enhance development and facilitate the continuous quality improvement and achievement of Māori educational aspirations and outcomes. Strategic Planning, Development and Implementation The Tumukauneke will lead the development of strategic and business plans for the Tokokauneke uepū Lead the development of Tokokauneke strategic plans and initiatives in consultation with Te Taiurungi and Ngā Tumu. Keep abreast of the future strategic direction of the tertiary education sector in order to understand the impact on TWoA s own strategic framework, and reflect this in ongoing strategic planning activities and documents. Work effectively and collaboratively with Te Taiurungi to build and maintain mutual trust and confidence. Work collaboratively with Ngā Tumu to formulate and foster effective business strategies, plans and policies that ensure the strategic vision of TWoA is executed efficiently. Lead and drive implementation of Tokokauneke s annual business plan while ensuring accountability, and that outcomes are achieved in line with budget and allocated timeframes. Direct and encourage sustainable change management strategies that improve both organisational efficiency and effectiveness in the Tokokauneke uepū.

3 Educational Excellence The Tumukauneke will be a key champion of educational excellence and will support reputation of TWoA as a leading provider of high quality tertiary education throughout Aotearoa. Tokokauneke designs and develops educational programmes that meet community needs/requirements, legislative requirements, Government s education and employment priorities, and are financially sustainable for the organisation. Ensure that educational excellence is a cornerstone of TWoA and that academic credibility is maintained. Lead and oversee quality oversight of curriculum, assessment and resource development for multiple delivery contexts, and in accordance with TWoA and NZQA approvals and accreditation criteria. Lead and oversee the development of design standards and ensure learning design and development practices are purposeful, relevant and robust. Ensure currency of curriculum theory and pedagogical knowledge that drive innovation, and development that can be applied to multiple learning contexts (e.g. blended learning environments, e-learning pedagogies, etc). Oversee effective project management of multiple development and re-development initiatives that are contextually relevant and support the strategic goals of TWoA. Development of new educational programmes support pathways from foundation to further education that enhance tauira retention and progression. Participate and support the Academic Board and ensure that there are adequate resources and processes in place to enable the Academic Board to function appropriately and have strong levels of confidence in the development of new/refreshed learning and educational programmes. Stakeholder Relationship Management & Collaboration The Tumukauneke will proactively and consistently communicate and collaborate with all stakeholders to create credible and trusted relationships. To build and maintain networks and relationships with internal and external bodies in order to ensure that Tokokauneke and the wider TWoA is kept abreast of the latest learning development methodologies, technology and educational trends. To work collaboratively with the Tumuakoranga (Executive Director Academic Management, Delivery and Research) in relation to the development of TWoA s academic programmes. To lead and oversee collaborative development forums that include, but not limited to, subject matter experts, programme managers, programme developers; that ensure contextual relevance. To maintain the highest standard of both personal and organisational integrity in order that TWoA s reputation is

4 enhanced. To enable, encourage and support input from appropriate stakeholders (iwi, community bodies, tauira, etc) into the development of future focused programmes and commercial learning opportunities. Routinely seek and assess stakeholder feedback in relation to how they view Tokokauneke s performance. People Leadership and Management Tokokauneke uepū The Tumukauneke will ensure Tokokauneke attracts, motivates and develops quality kaimahi in line with good employer principles; and reflects the spirit and intent of equal employment opportunities. Regularly monitor and provide feedback on the performance of all Tokokauneke direct reports and their portfolio areas. Develop ongoing professional development plans for all direct reports. Lead and oversee a high-performing team ensuring effective facilitation and training of new curriculum. Provide constructive leadership counsel, advice/feedback and support to all reporting staff. Ensure that all human resource processes and procedures meet statutory and legal requirements and enable TWoA to become an employer of choice. Ensure that all kaimahi are held accountable and responsible for their performance and development, and that appropriate procedures are set in place to identify and address non-performance. Organisational Performance & Culture Development The Tumukauneke will lead and champion higher levels of performance and culture within the Tokokauneke uepū. To foster an organisational culture that supports and encourages professionalism, accountability, high performance, innovation and cultural awareness evidenced through highly engaged kaimahi. Create a professional high performance service culture that aligns strongly with TWoA s values and supports the delivery Tokokauneke s strategic imperatives. Ensure organisational effectiveness can be achieved through having the right skills and capabilities to drive performance. Reporting and Communication The Tumukauneke will communicate and report effectively to stakeholders. Communicate with all stakeholders on a regular basis using a variety of communication tools appropriate to the event/occasion. To provide written reports to Te Taiurungi, Ngā Tumu and any other stakeholders in a timely and appropriate form, as required.

5 Delegated Authorities The Tumukauneke will be accountable for Tokokauneke s financial performance, undertaking reporting in a prudent and transparent manner. To ensure that the Tokokauneke uepū adheres to the delegated authorities policy approved by Te Mana Whakahaere, and reporting procedures are appropriate, accurate and meet legislative requirements. To ensure that Tokokauneke s Quality, Audit and Risk matters are supported by appropriate procedures to monitor and identify non-compliance with organisational performance criteria. To ensure that Tokokauneke continually operates within the approved budget. To ensure that resources and capabilities allow Tokokauneke to function effectively and remain sustainable. Environmental, Safety and Wellness Management The Tumukauneke will ensure the wellbeing, health and safety of kaimahi Ensure actions and decisions are consistent with Environmental, Safety and Wellness policies and procedures. Comply with Health and Safety statutory requirements as outlined under the Health and Safety at Work Act 2015 (HSWA). Actively promote health and safety as a critical focus area for all persons frequenting our workplace. The Tumukauneke shall be required to exercise all their skills and knowledge in the achievement of the position objectives and to follow any current or future procedures and policies related to achieving the objectives. The responsibilities and expectations outlined in this position description may alter as business needs change. In addition, specific objectives and outcomes will be agreed with the Te Taiurungi on an annual basis. (Essential) A recognized expert in the design and development of educational programmes. Evidence of academic credibility. (Essential) Āhuatanga Māori (Essential) Demonstrable commitment to participating fully in cultural activities (e.g. pōwhiri / karakia /Te Whāriki) and motivated to further develop understanding of Māori values. Ability to greet and acknowledge people in Te Reo Māori and pronounce Māori words correctly. Commitment to further developing personal competence in Te Reo Māori, if required. Key Competencies & Attributes Kaupapa Māori Knowledge, passion and appreciation for Mātauranga Māori and the kaupapa of Te Wānanga o Aotearoa to continue to build on the organisational culture. Competence in Te Reo is preferred. Understanding and comfort in tikanga Māori environment. Knowledge of Education Sector / Development Capability Preferably within the Tertiary Education sector. A strong understanding of the sector and a sound understanding of educational development processes and quality requirements that underpin our core business. In particular, the ability to build and maintain a constructive working relationship with the Te Taiurungi that is mutually respectful, accountable and solutionsfocused.
