4 Policy Resilience a definition Ability to cope with, adapt to and develop from the demands, challenges and changes encountered during and after disaster Whose agenda is it? What does it mean for policy? What is the role of central government?

5 Key challenges Substantial shift in how local communities and government need to work together is required The challenge is in both supporting local leadership and developing adequate collaborative policies that ensure effective implementation The core proposition here is that resilience depends on the collective action and strength of institutions that make a local community successful in normal times

6 The strategic focus on decentralisation and empowerment of local communities presents a number of challenges for governments It involves much more than a new round of social programmes or even more aggressive outreach to allow national governments to intervene and influence local activities The strategic shift realigns relations between the state and civil society
