1 Job Description Job Title: Service: Base: Reports to: Quality, Governance, Audit and Performance Lead Manchester To be agreed with successful applicant Services Manager Purpose of role: The post holder will be integral to ensuring high quality and consistent frontline service delivery that meets agreed key performance indicators and service user needs. They will be responsible for contributing to the overall performance of the service to ensure that contractual output targets are achieved. The post holder will be required to undertake a quality improvement and development role, which will include creating and undertaking regular and cyclical audits of all aspects of service delivery, collating areas of best practice, implementing quality improvement plans and evaluating impact. As part of this process they will assist in observed practice, staff coaching, and designing and delivering training and workshop sessions. The post will work closely with the Services Manager and Head of Operations, and the National Quality, Risk, Safety and Development Departments to ensure the service meets all stakeholders needs and expectations including legal compliance with regulatory bodies, such as the CQC. In fulfilling these aims the post holder will keep up to date with quality improvement progress across the sector, emerging evidence based practice and new legislation, including regulation. In coordination with the services manager, the role will lead on the coordination of the DATIX incident reporting system, and will be instrumental in embedding the CGL learning culture within the service by sharing learning from incidents and deaths, and, inclusively with the staff team, implementing actions to reduce likelihood of reoccurrence. The post holder will be required to work across a number of operational sites across the area as required and will work flexibly within an agreed number of hours to maintain the most appropriate level of service provision. This will include evening and weekend working. They will be expected to take responsibility for personal development, identifying personal training needs and will participate in regular supervision and appraisal December

2 Key Activities: Work closely with the Manchester Service Manager, providing governance, leadership and direction across the service Act in a deputy services manager capacity e.g. managing and coordinating the activities of the service, including management of the staff team, sessional workers and volunteers in the absence of the service manager, so that the service runs efficiently and effectively, making the best possible use of financial and human resources Identify individual and group learning and development needs with regards to service delivery Design and deliver staff workshops and training sessions specific to these areas of identified need and ongoing service delivery development Work with the wider management team to ensure effective observed practice and coaching To produce service specific audit and review tools, and to conduct wide-ranging audits of all areas of service delivery, inclusive of: Clinical practice Referrals Assertive linkage to mutual aid Recovery Plan quality Engagement rates Planned discharge rates Lead on the development and presentation of service performance data and information Evaluate and improve organisational performance Provide line management, supervision and leadership, where appropriate Support the Designated Safeguarding Leads to ensure the effective identification, assessment and management of risk, and compliance with relevant legislation and policy and procedures are upheld across the service Lead on the coordination of the CGL DATIX reporting system and increase the quality of incident reporting Lead on the CGL death in service review process Analyse the data received through incident reporting, including trends and patterns. Evaluate the impact of actions that have been implemented with the intention of reducing harm and premature death. Oversee and monitor the service risk register, in conjunction with the service manager. Work closely with the management team to align the Quality Management System, Incident Reporting Tool, Risk Register and the Audit Tool within the same database. Maintain and develop key working relationships with external partners involved in the substance misuse agenda. December

3 Ensure compliance within the staff group of external national good practice guidelines, e.g. CQC, Public Health England, NICE, BACP and internal organisational policies and procedures Develop the service response to both planned and unannounced CQC, Ofsted, PHE, Home Office and other external audits, working closely with the Team Leaders to ensure an effective, timely and high quality response to all requests Support the service manager in ensuring compliance with external regulatory bodies Ensure the effective use of resources across the service Keep up to date with recognised best practice guidelines, legislation, policies and procedures Provide a degree of flexibility and contribute to the wider strategic aims and on-going development of CGL services General terms of reference: In carrying out the above duties the post holder will: Participate in appraisal, supervision and learning & development processes. Person Specification Education Knowledge and Experience: Experience of delivery systems management in health and social care Experience of working with drug and alcohol issues and a clear understanding of the need for and ability to deliver quality services December
