2 The City of Greensboro is seeking an adaptive leader with excellent strategic thinking and community engagement background to be their next Assistant City Manager. With the ability to lead competent staff and work effectively within the Council-Manager form of government, the successful Assistant City Manager has a track record of executive level skills partnering and collaborating with staff, community, regional partners and Council to carry out the strategic priorities of the community. The successful Assistant City Manager will work with a City Manager who served as an Assistant City Manager for five years prior to being promoted in The Community: Greensboro is the third largest city in North Carolina and is the county seat of Guilford County. With a diverse population of nearly 280,000 and where over 100 languages are spoken, Greensboro is the largest city in the Piedmont Triad region, followed by Winston-Salem and High Point. With its temperate climate and close proximity to both the mountains and the coast, Greensboro offers the best of both worlds. Once known as the Gate City for the large numbers of trains that passed through downtown, the city maintains its history as a transportation hub with its easy access to major interstates and highways. Twelve colleges and universities in the Piedmont Triad provide Greensboro businesses well-trained and highly-educated people each year, adding to the city s existing workforce. The textile industry helped build Greensboro, but the local landscape has transitioned to technology, healthcare, and service industries with five of the top 60 Fortune 500 companies having a presence in Greensboro resulting in a vibrant economy. 3 Organization Overview: Greensboro is governed by a City Council utilizing a council/manager form of government consisting of a Mayor and eight Council members. The City Council sets the policy and direction; the City Manager oversees the day-to-day operations of the organization. The City, believing in active Community input and engagement has more than 20 Council Committees, Commissions, or Boards. Due to a solid employment base in and around Greensboro and careful management of resources, the City of Greensboro has bond ratings of AAA and consistently wins awards for its annual budget and financial report. The adopted budget is $543.5 M with a $291.8 M General Fund. The Debt Service Fund is $29.4 M. The new Assistant City Manager will support the City Manager in leading 23 departments employing approximately 3200 FTE employees. Assistant City Manager Position Overview: Reporting to the City Manager, the Assistant City Manager is one of three ACM positions and serves as a key member of the City Manager s executive team. ACMs participate in orchestrating strategic City priorities by engaging with a wide variety of staff, elected officials, citizens, citizen groups, and the business community. A successful ACM candidate must have past experience that illustrates a track record of innovation with a high level of understanding and performance in areas that include human resources, municipal operations, creative leadership, and the ability to establish and maintain effective working relationships with internal and external clients. Along with the other Assistant City Managers, the successful candidate will oversee a wide range of activities, multiple departments, divisions and special projects and have a proven track record of innovative success managing complex projects in one or more large governmental agencies including resolving sensitive, significant and controversial issues. Top priorities are managing development projects, especially infrastructure, transportation and housing initiatives, facilitation and completion of strategic planning programs, working with the newly appointed City Manager to establish priorities and expectations with Council and staff; and offering consistent staff leadership that balances advocacy and accountability.

4 Qualifications: The successful ACM candidate will have a minimum of a bachelor s degree with 7-9 years of increasingly responsible professional experience in municipal government management, including at least 3 years of supervisory experience at the senior or executive level. An MPA is strongly preferred. The Successful Candidate is: is knowledgeable of principles and practices of public administration to include planning; administration and supervision; and preparing and implementing proposals which affect the operations of City government; effectively cultivates an outstanding workforce through development and management of staff talent including experience in career development and succession planning; has an excellent track record in establishing and maintaining working relationships with diverse internal and external stakeholders such as City staff, City Council Members and other public officials, business and community leaders, and the general public through demonstrated personal community engagement; is skilled in leading cross-functional teams using a collaborative, team-based style to resolve complex problems and capitalize on opportunities with creative solutions; commits to the highest level of customer service and community collaboration by routinely seeking stakeholder input to effectively achieve City goals; thinks strategically and is experienced in articulating visions, cultivating buy-in, and implementing a Board s strategic priorities; possesses executive level skills in interpersonal and written communications, strategic planning, finance and budget development, execution of business plans, and intergovernmental relations; values accountability through varied means including metrics and performance measures while holding high expectations of self and others and being a highly effective leader; and, proactively monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures.

5 Salary and Benefits: There is a residency requirement to live within the city limits of Greensboro or move within these boundaries within 12 months of appointment to the position.
