1 OVERVIEW Japan Junior Professional Officer (JPO) Programme - Round 2019/2020 The OECD s mission Better Policies for Better Lives promotes policies that will improve the economic and social well-being of people around the world. It provides a unique forum in which governments work together to share experiences on what drives economic, social and environmental change, seeking solutions to common problems. The OECD works with governments to understand what drives economic, social and environmental change. The OECD activities cover a wide range of public policy topics that governments operate in we measure productivity and global flows of trade and investment. We analyse and compare data to predict future trends. We set international standards in an array of fields, from education to environment, from tax to transportation. We also look at issues that directly affect everyone s daily life. We compare how different countries school systems are readying their young people for modern life, and how different countries pension systems will look after their citizens in old age. The OECD uses its wealth of information on a broad range of topics to help governments foster prosperity and fight poverty through economic growth and financial stability. We help ensure the environmental implications of economic and social development are taken into account. The OECD's work is based on continued monitoring of events in member countries as well as outside the OECD area, and includes regular projections of short and medium-term economic developments. The OECD Secretariat collects and analyses data, after which committees discuss policy regarding this information. The Council makes decisions, based on the findings in the committees, and then governments implement recommendations. JPO PROGRAMME The OECD is recruiting Junior Professional Officers (JPOs) sponsored by the Japanese government. This will be an ideal entry level recruitment programme for Japanese nationals interested in pursuing a career at the OECD or other international organisations, by leveraging their expertise in drafting, analytical and presentation skills. Candidates must have strong academic records and solid professional experience of at least two years relevant to the area of assignment. JPOs will be recruited as Junior Economist or Junior Policy Analyst, support the team in undertaking the Programme of Work and contribute to the achievement of the Organisation s core mission.

IDEAL CANDIDATE PROFILE Academic Background An advanced university degree in a subject of relevance to the areas of work at the OECD, including economics, social affairs, trade, agriculture, development, education, employment, environment, finance, law, fiscal affairs, statistics and public policy. Strong quantitative and analytical skills demonstrated by academic achievement. In certain assignments, a PhD would be an advantage.

3 Professional Background Minimum of two years of experience related to the field of work at the OECD. Experience in working for an international or national administration, a private company or a research institute would be an advantage. Experience with project organisation in research and/or policy contexts would be an advantage. Experience with the organisation of meetings, workshops and conferences is desirable. Expertise in policy analysis and data collection would be an advantage, as would be the experience of formulating and implementing policies in an OECD country. Experience in drafting policy papers or reports, and an ability to translate technical information into clear, concise, and policy relevant messages. Tools Proficiency in the use of standard (Microsoft Office) software applications. Familiarity with statistical programs such as SAS, SPSS, Spark, Python, Matlab and R would be an advantage. Languages Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level. Knowledge of other languages would be an asset. All JPOs are expected to demonstrate the level 3 indicators of OECD Core Competencies. The following competencies would be particularly important for the JPO assignments: Achievement focus, Analytical thinking, Drafting skills, Flexible thinking, Teamwork and Team leadership, and Diplomatic sensitivity. You will find our Competency Framework here. The assigned Grade and Step of the JPOs will be determined according to the OECD Staff Regulations, Rules and Instructions. JPOs will be entitled to all other benefits as officials of the Organisation, including the Diplomatic Immunities and Privileges. The initial duration of appointment as JPO is for 13 months, followed by an extension of 11 months and another possible extension of 12 months under certain conditions. 6 Junior Professional Officer - Office of the Secretary-General The Office of the Secretary-General (OSG) supports the Secretary-General in implementing his strategic vision for the Organisation. Led by the Special Counsellor to the OECD Secretary-General, Chief of Staff and Sherpa, and the Deputy Chief of Staff, the OSG works to add relevance and impact to the core products of the Organisation. These are to ensure that it remains on the cutting edge of policy analysis; to foster horizontality among the different parts of the Organisation and ensure coherence and whole-of-government perspectives; deliver timely and targeted policy advice to members and stakeholders; and supervise, in coordination with the Deputy Secretaries General, the work of the Organisation. In order to be at the forefront of policy developments and to support reform processes in member and partner countries, OSG oversees the New Approaches to Economic Challenges (NAEC), the Strategic Foresight and Inclusive Growth initiatives and also houses the Sherpa Unit. OSG is also at the forefront of the Organisation's outreach strategy, leading and monitoring accession processes as well as co-operation with Key Partners and non-member countries. OSG is looking for a Junior Professional Officer to assist in delivering the work programme and also work related to the overall OECD strategic agenda. (S)he will report directly to the Chief of Staff and Sherpa and the Deputy Chief of Staff. The successful candidate will support the team in delivering the Secretary-General's strategic objectives and his 21x21 agenda, and will assist in the preparation of the official functions of the Secretary-General with key stakeholders both in Paris and on official visits. Main Responsibilities Analysis and Drafting Assist in preparing briefings, talking points and speeches for the Secretary-General, ensuring that key strategic issues are covered and messages are transmitted Make a first quality assessment of related inputs from directorates and revise the substance, length and syntax as necessary Provide inputs to strategic and analytical papers and articles and support with the substantive contributions of the Organisation Revise the substance and consolidate input received from directorates, prepare speeches, remarks and statements Keep abreast of developments within OECD and the global political and economic agenda. Liaison with Directorates and Delegations Engage with a talented, highly committed team of professional staff, in a vibrant, fastpaced environment Assist in advancing the work of the Office of the Secretary General, helping to manage some of its activities in coordination with relevant directorates Liaise with staff in directorates to assist them in preparing for events as needed Liaise with delegations and embassies to coordinate specific elements of the agenda of the SG s missions and to ensure optimal preparation and content of the programme for official visits.

7 Junior Policy Analyst - Southeast Asia Division - Global Relations Secretariat The Global Relations Secretariat (GRS) supports the implementation of the Secretary General s strategic orientations by co-ordinating the Organisation s relations with partner countries and with other international organisations. It advises the Office of the Secretary-General and other OECD Directorates on how to strengthen co-operation with key partner countries, regions and organisations. GRS also serves the OECD External Relations Committee (ERC), working with members to help them reach consensus on global relations priorities and ensuring that relevant partners are effectively engaged in the Organisation s work. The Southeast Asia Division of GRS (GRS/SEA) is looking for a Junior Policy Analyst with knowledge and experience in Southeast Asia. The selected candidate will be expected to work on the Southeast Asia region with a focus on implementing the OECD Southeast Asia Regional Programme and delivering the necessary outputs. The selected person will help advance OECD s support for policy reforms in SEA; promote SEA countries active participation in OECD bodies and activities; and advance their participation in policy dialogue processes. They will be required to travel to the SEA region to raise the visibility and understanding of the OECD. The selected person/s will work under the supervision of the Head of the Southeast Asia Division in GRS. Main Responsibilities Organisation and planning Support the implementation of the OECD Southeast Asia Regional Programme. This involves: Monitor and report on political and economic developments and reforms in the SEA region in a timely fashion. Support projects with the team in collaboration with ASEAN, including on SME policies, productivity enhancing policies, infrastructure investment, and gender policies. Support the project development efforts of the team. Support the organization of SEARP meetings in Paris and in the region.

8 Junior Policy Analyst India Unit, South and Southeast Asia Division - Global Relations Secretariat The Global Relations Secretariat (GRS) supports the implementation of the Secretary General s strategic orientations by co-ordinating the Organisation s relations with partner countries and with other international organisations. It advises the SG and other OECD Directorates on how to strengthen co-operation with key partner countries, regions and organisations. GRS also serves the OECD External Relations Committee, working with members to help them reach consensus on global relations priorities and ensuring that relevant partners are effectively engaged in the Organisation s work. Within the OECD and GRS, the South and Southeast Asia Division would like to welcome a Junior Policy Analyst on Temporary Assignment to work on India and South Asia. Main Responsibilities Support and develop partnerships with OECD Members, Key Partner countries and Southeast Asia to undertake policy work on India in priority areas (e.g. infrastructure development, investment, trade, skills and education, responsible business conduct); Assist in the development and implementation of project plans to support regional and economic development in India in coordination with relevant OECD directorates; Manage the publication of the Active with India brochure; Provide critical analyses of reports on India and South Asia; Update OECD databases for India and South Asia and, as part of the team, update OECD India web content; Assist in project fund raising activities, where required; Assist in the organisation of events and preparation of staff missions to India; Contribute to the other work of the unit and division including drafting briefings, talking points, and presentations. Ideal Candidate Profile Academic Background An advanced university degree in economics, law or equivalent. The OECD Latin America and the Caribbean Regional Programme aims at supporting the region advance its reform agenda in three pillars: increasing productivity, enhancing social inclusion and strengthening institutions and governance. Key outputs of the programme include High Level Meetings, datasets, regional policy networks, regional publications and country reviews. The Latin America and the Caribbean Division of GRS (GRS/LAC) is looking for a Junior Policy Analyst with knowledge and experience in Latin America and the Caribbean. The selected candidate will work on the implementation of the OECD LAC Regional Programme and delivering the necessary outputs. During 2020 a special focus will be given to issues of connectivity, including through a High Level Meeting in the region. Informality and anticorruption are other priority topics of the Programme during the triennium The selected person will help advance OECD s support for policy reforms in LAC; promote LAC countries active participation in OECD bodies and activities; and advance their participation in policy dialogue processes. They might be required to travel to the LAC region to raise the visibility and understanding of the OECD. The selected person/s will work under the supervision of the Head of the Latin America and the Caribbean Division in GRS. 12 Junior Policy Analyst China Unit - Global Relations Secretariat The Global Relations Secretariat (GRS) supports the implementation of the Secretary General s strategic orientations by co-ordinating the Organisation s relations with partner countries and with other international organisations. It advises the SG and other OECD Directorates on how to strengthen co-operation with key partner countries, regions and organisations. GRS also serves the OECD External Relations Committee, working with members to help them reach consensus on global relations priorities and ensuring that relevant partners are effectively engaged in the Organisation s work. The Global Relations Secretariat would like to welcome a Junior Policy Analyst to form part of the China team, based at the OECD headquarters in Paris and working in collaboration with the OECD s office in Beijing. S/he will contribute to developing relations and enhancing co-operation with China, an active Key Partner of the OECD. The selected person will help advance OECD s support for reform policies in China, bringing this major global player ever closer to standards and best practices successfully established by the Organisation. S/he will support the team in undertaking an encompassing and challenging Programme of Work between the OECD and China, spanning across multiple policy areas. The selected person will work under the supervision of the GRS Advisors for China and co-operate horizontally with various OECD Directorates, as well as with the Chinese Embassy in Paris and representatives of the OECD s 36 member countries. Main Responsibilities Information management Update regularly various types of briefing and reporting notes on China to brief the OECD External Relations Committee. Update presentation files on the OECD-China cooperation when needed. Assist in preparing notes on the latest developments in China, in specific policy fields Keep databases organised and updated. Manage and update the OECD mission Calendar and Calendar of events in China. Manage the annual update of the OECD s Active with China brochure. Take stock of the events related to ongoing and planned cooperation projects between the OECD and China. Update regularly the table of engagement of China in OECD Bodies and instruments. Policy analysis Follow the major developments of economic and political cooperation between OECD member states and China. Prepare and contribute to briefings, analytical notes, project proposals to promote measures that can enhance ongoing OECD-China co-operation or seize new co-operation opportunities. Prepare thematic notes on China on topics agreed with the Advisors for China.

13 Co-operation implementation, coordination and monitoring Under the guidance of the GRS Advisors for China and in close coordination with OECD Directorates contribute to the preparation and the implementation of the OECD-China Programme of Work for and the monitoring of its progress. Keep track of the work related to the Temporary Assignments for Chinese Officials on Mission to the OECD ( secondment ). Visit and meeting organisation Help organise high-level visits of OECD officials in Beijing and visits of Chinese officials and experts to the OECD in Paris. Assist in coordinating the Informal Reflection Group on China. This includes liaising with the country delegation chairing the Group, drafting agendas, preparing summary records and interventions, etc. Communication, liaison Provide support to colleagues communication with relevant counterparts in China. In close consultation with the Advisors for China, liaise with the Chinese Embassy in Paris. Ideal Candidate Profile Academic Background An advanced university degree in economics, law or equivalent. Professional Background At least three to five years of work experience, preferably including two years of experience working with or in a Government institution. 14 Evaluator - The In-depth Evaluation unit (IDE) - Council and Executive Committee Secretariat The In-depth Evaluation unit (IDE) is part of the the Council and Executive Committee Secretariat which supports the Secretary-General in maintaining strong relations with Member countries and their delegations in Council, ensuring the implementation of mandates related to the Organisation s work and advancing its strategic objectives. In-depth Evaluation, as an integral part of the OECD s Integrated Management Cycle, provides evaluation of OECD Committees under the responsibility of the Evaluation Committee (an advisory body of the Council). In-depth Evaluations are designed to support Council in its oversight of Committees so as to better hold them accountable for their performance. In this context, Committees are assessed with respect to the relevance of their policy direction, their effectiveness in terms of policy impact and how efficiently they function. IDE is looking for a JPO with an interest or experience in policy and programme evaluation to work in the IDE team supporting the conducting of the Organisation s programme of committee and programme evaluations. (S)he will work under the direct supervision of a senior evaluator and under the management responsibility of the Head of IDE. Main Responsibilities Support to the preparation, implementation and reporting of evaluations, notably: Preparing terms of reference. Conducting data collection and analysis. Drafting or contributing to the drafting of sections of evaluation reports, including proposals for assessments and recommendations. Providing support for the logistical aspects of meeting organisation and evaluation activities more generally. Ideal Candidate Profile Academic Background: An advanced university degree in economics, sociology, political science or related subjects, or the equivalent experience in public administration. University studies providing a good understanding of statistical concepts and analysis. Professional Background: Tools: Involvement in or exposure to policy and programme evaluation, monitoring or results-based management systems, impact assessment, etc.; A minimum of three years experience in or working for a public administration. An excellent command of standard software applications, including Excel Knowledge of statistical software would be an asset

15 Junior Policy Analyst - The Council and Executive Committee Secretariat The Council and Executive Committee Secretariat (SGE/CES), in co-ordination with the Office of the Secretary-General, supports the Secretary-General in maintaining strong relations with Member countries and their delegations in the Council, ensuring the implementation of mandates related to the Organisation s work and advancing its strategic objectives. It contributes to effective governance by providing key operational support to the Council and its Executive Committee and related meetings, including the annual Ministerial Council Meeting (MCM) and the Global Strategy Group (GSG), and advice and assistance on institutional and procedural issues to Delegations and the Secretariat. SGE/CES is looking for a JPO to provide assistance for the substantive and operational aspects of the Council, Executive Committee and related meetings. S/he will help the Director of the Council and Executive Committee Secretariat ensure the consistent implementation and follow-up of institutional procedures, rules and regulations on governance and maintain and update various inventories through an information co-ordination function. Main Responsibilities Support to the preparation, coordination and follow-up of sessions of the Council, Executive Committee and related meetings, notably Co-ordinate inputs from the Secretariat and Member countries Delegations; Conduct analysis, review/synthesis of documents Contribute to the preparation/drafting of briefs for the Chair in advance of meetings Contribute to the drafting of Summary Records of and follow-up to meetings. Contribute to the drafting of analytical reports on issues of interest to the Council and Executive Committee and to special projects, as well as ad-hoc notes and speaking points for the Director. Keep abreast of key international policy issues of relevance to OECD mandates, in particular with respect to identified OECD priorities. Ideal Candidate profile Academic Background An advanced university degree in international relations, political science, international law or public policy/administration, or the equivalent experience in public administration.

16 Good general knowledge of economic and social issues, their policy implications and their international dimension. Professional Background Involvement in or exposure to governing body processes A minimum of three years experience in or working for a public administration. Languages An excellent written and oral command of one of the two official languages of the OECD (English and French) and working knowledge of, or willingness to learn, the other. 17 Junior Economist Productivity Workstream Economics Department The OECD Economics Department (ECO) aims at enhancing economic performance in Member and non-member countries through sound and innovative policy advice with a view to seeking an inclusive and durable increase in living standards. It deals with a wide array of policy areas combining macroeconomic management, with a strong emphasis on structural policy issues to address policy objectives covering material well-being, social concerns and green aspirations. Its policy advice is derived from a variety of sources such as country surveillance, cross-country benchmarking and evidence derived from empirical research. Much of the Department s policy analysis and advice is provided as input to committee-based peer review and multilateral surveillance processes and contributes to the overall OECD mission. The Economics Department interacts with several other OECD directorates working in specific policy fields. The Economics Department is looking for a Junior Economist to work on the Productivity Workstream in the Policy Studies Branch of the Department. The Productivity Workstream is mainly focusing on understanding the slowdown in global productivity over the past decades and identifying policy recommendations to revive productivity growth in OECD countries. Recent, ongoing and planned research projects by the Workstream include analyses on the divergence of productivity performance across firms, the productivity gains from the adoption of digital technologies and the development of digital platforms, the effect of skill shortages on productivity, productivity in services sectors, the links between competition, innovation and productivity and the effect of trade and participation in global value chain on productivity. Research work by the Workstream is generally of empirical nature, relying on industry-level data or firm-level data, and typically involves cross-country panel regressions to identify best policy practices. The Junior Economist would contribute to one or several research projects within the Productivity Workstream. He/she would carry out research and statistical work, including advanced applied econometric analysis on industry and firm-level data. He/she would participate in elaborating empirical strategies, implement econometric and statistical analysis (typically using econometric software such as Stata or R) and contribute to presenting results in working papers and workshops. Ideal candidate profile: A Master's degree in economics. A PhD would be a definite advantage. At least one to two years of experience with economic statistics and modern econometric techniques (e.g. panel data techniques). Experience in using sectoral and/or firm-level data would be an advantage. Knowledge of widely-used software and econometric packages (e.g. Stata or R). Excellent written and oral command of one of the two official languages of the OECD (English and French).

18 Junior Economist Japan desk Economics Department The OECD Economics Department (ECO) aims at enhancing economic performance in member and non-member countries through sound and innovative policy advice with a view to seeking an inclusive and sustainable increase in living standards. In the country studies branch of the Department, the team working on Japan is looking for a Junior Economist to work on the desk for at least 13 months. The main immediate task will be to contribute to the 2021 Economic Survey of Japan, which is set to be discussed by the Economic and Development Review Committee (EDRC) around March 2021, preceded by a fact-finding mission around mid-2020 and a policy mission in early Other tasks will include to contribute to forecasting the Japanese economy in the context of the OECD Economic Outlook rounds, to provide inputs into the structural surveillance process and for any other outputs on Japan the desk is responsible for, ranging from briefings for top OECD officials to ad hoc publications. The Junior Economist may also be asked to take part in the work on the desk s other country. The position thus offers an excellent opportunity to be exposed to all facets of country desk work, which involve interactions with many other OECD directorates and external stakeholders. 19 Junior Economist The Structural Policy Analysis Division Economics Department The Economics Department (ECO) aims at enhancing economic performance in Member and non- Member countries through sound and innovative policy advice with a view to seeking an inclusive and durable increase in living standards. It deals with a wide array of policy areas combining macroeconomic management, with a strong emphasis on structural policy issues to address policy objectives covering material well-being, social concerns and green aspirations. Its policy advice is derived from a variety of sources such as country surveillance, cross-country benchmarking and evidence derived from empirical research. Much of the Department s policy analysis and advice is provided as input to committee-based peer review and multilateral surveillance processes and contributes to the overall OECD mission. The Economics Department interacts with several other OECD directorates working in specific policy fields. The Structural Policy Analysis Division provides evidence-based advice to policy makers on how to support productivity growth and ensure that productivity gains are broadly shared. Over recent years, several OECD countries have been grappling not only with slow productivity growth but have also experienced a slowdown in real wage growth relative to productivity growth. The research and policy advice of the Labour Market Workstream focuses on the link between firm performance and worker outcomes, with a particular emphasis on the link between productivity and wages. The prospective candidate would join the Economics Department s Labour Market Workstream and work in direct collaboration with the Employment Directorate and the Science, Technology and Innovation Directorate. The Structural Surveillance Division (SDD) of the Economics Department is responsible for the flagship Going for Growth publication. Every two years, Going for Growth provides policy makers with concrete reform recommendations in areas which are identified as the top country-specific priorities in order to achieve sustained and balanced growth. The SSD division is also actively tracking reforms undertaken in countries and surveying and deepening the empirical evidence on the drivers and effects of structural reforms. Finally, SSD also supports structural reform related OECD involvements in international fora, such as the G20 and APEC. We are looking for a Junior Economist with sound experience with data analysis and econometric methods to support the work of the Going for Growth workstream. 22 Junior Economist/ Analyst - The Structural Policy Division - Science, Technology and Innovation Directorate The OECD Directorate for Science Technology and Innovation (STI) in line with the strategic objectives of the Secretary-General, provides evidence-based policy advice on the contribution of science, technology, industry and innovation to economic growth and well-being. The Structural Policy Division (SPD) of STI is looking for an Economist/Analyst who will contribute both measurement and analytical work related to Global Value Chains (GVCs). Well-designed indicators of Trade in Value Added (TiVA) can provide valuable insights into the integration of countries and industries in global or regional value chains, describing where value added is created along production chains and where the goods and services that are produced are ultimately consumed. TiVA thereby provides policy-relevant insights into, for example, the importance of imports for export success and the upstream role of services in global value chains. At the OECD, the production of TiVA and related indicators is underpinned by an Inter-Country Input-Output (ICIO) database that provides annual estimates of inter-country, inter-industry flows of intermediate and final goods and services, within and across economies. The work on TiVA indicators, and other metrics related to Global Value Chains (GVCs), has contributed to important new insights into the economic, environmental and social impacts of global production activities. The pervasiveness of the digital transformation and of AI in particular has the power to radically affect labour demand and supply, and to shape the skills that workers need to be endowed with. Ensuring that individuals have the right skills to participate and thrive in the labour market is essential to promote inclusive labour markets and to spur innovation, productivity, growth and well-being.
