1 ACTIONAID CAMBODIA (AAC) Job Description and Person Specification Job Title: Senior Capacity Building Officer (DRR / CC) Department Programme Unit DRR-Climate Change Grade: E Contract Type FDC (Jan to Jul 2019) Location: Phnom Penh (With extensive travel to the field) Reports to: Team Leader DRR and Climate Change Direct Reports: N/A Job Role Role Overview: In close cooperation and coordination with the ActionAid Cambodia (AAC) team, and with support from the Team Leader of Disaster Risk Reduction (DRR) and Climate Change (CC) and the DRR project team, the Senior Capacity Building Officer (SCBO) shall ensure that activities under his/her responsibility in the related projects are implemented according to the approved project proposals and in accordance with rules and regulations of the donors and ActionAid Cambodia. The SCBO will be responsible for the overall management of DRR/CC related capacity building for partners, the project team and relevant stakeholders including PCDM, DCDM s, CCDM s, VDMG s, women groups or other DRR stakeholders in the project areas, or others as per project requirements and directed by the Team Leader. Key involvement will be in the following projects: 1) Swiss Agency for Development and Cooperation - Disaster Resilience and Water Management (SDC - DRAW) Involvement ~50% 2) Department of Foreign Affairs and Trade Gender Responsive Alternatives for Climate Change (DFAT - GRACC). Involvement ~50% Areas of Responsibilities Key Activities Project Implementation Provide training and coaching of local implementing partners in budget planning, budget control and other reporting requirements; Training and coaching of local disaster management committees at sub-national levels, including VDMG, CCDM, DCDM and PCDM; Work closely with gender/women DRR champions and coach them to further develop and implement the charter of demands and their individual gender and CC advocacy action plans, in collaboration with partner NGO; In collaboration with Women s Rights team develop content and support training and research activities, workshops, conferences, and other project activities under the GRACC project; Liaise with disaster management committees at sub-national level to

2 conduct HVCA s and develop rural and urban DRR plans and Emergency Preparedness and Response Plans; In collaboration with the DRAW Senior Project Officer, support the development of relevant training material provide basic and advanced trainings for grassroots level women; Collaborate with consortium partners PIN, DCA and other stakeholders such as SNV, WWF, JAG and HRF to coordinate DRR / CC activities; Identify possible gaps in DRR / CC related project implementation and in close cooperation with the AAC DRR / CCA team help developing improvements; Revise existing and develop new training materials for the projects, particularly on urban DRR/CC and gender/women DRR contexts in collaboration with relevant partners Provide training and coaching of local implementing partners in all technical DRR/CC methodologies; Ensure the obtained knowledge and skills of team, partners and stakeholders are effectively applied and knowledge effectively disseminated/transferred to the target groups in the project areas; Ensure that English / Khmer translations of training material and other documents reflect the correct content, in particular DRR/DM/CC terminology; Regularly share and provide updates on DRR/CC capacity of partners and local DM authorities with the DRR/CC Team Leader and ActionAid (AA) program teams; Participate in Consortium Implementation Team (CIT) meetings and update consortium members, partners and stakeholders on AA s activities, challenges and proposed solutions; Attend activities of related project partners such as SNV and WWF and others and represent the AAC DRR/CC program if requested; Participate in consortium member s workshops, conferences or meetings, and provide qualified input in particular on urban DRR and inclusion of gender/women in Disaster Management; Support the DRR/CC team leader in other project matters if requested. Monitoring Regularly conduct coaching to project field teams, partners and DRR sub-national bodies; Prepare coaching reports and make them available for all AA programme staff; Support the AAC Programme Quality team in project monitoring and evaluation; Assist in facilitating institutional and high value donor monitoring visits to the project areas; With the Programme Quality team, support local implementing partners and field officers in their reporting;

3 Budget and Finance Flag possible constraints to project implementation and propose solutions; Assist the DRR/CC Team Leader in collaboration with Senior Project Officer to monitor the project expenditure and provide detailed information on expenditure variances; Develop budgets for training activities and conferences; In cooperation with the Finance Team, support local implementing partners and field officers in budget planning and ActionAid fund request procedures; Reporting Assist the DRR/CC Team Leader in collaboration with Senior Project Officer to produce good quality narrative reports in accordance with the project proposal and log frame; Support local partners and field staff to produce good quality narrative reports; In cooperation with the consortium finance manager and field officers, support local implementing partners in financial reporting; Document Learning and Capacity Building Communication, Coordination & Networking Other Document DRR/DM best practices and CBDRR models in the project area; Facilitate opportunities for shared learning within relevant stakeholders including NCDM, PCDM, DCDM, CCDM, VDMG, consortium members, MRD, PDRD, as well as AA program staff and relevant CSOs both at the national and provincial level; Coach and support the project field staff and partners in executing their tasks; Support Climate Change Adaptation (CCA) and DRR capacity building training to grassroots women in DRAW and GRACC provinces. Other provinces may be added as per identified needs and project requirements; Maintain close communication with NCDM, PCDM, DCDM, CCDM and VDMG, consortium members, relevant partners and CSOs at all level; Support the Communication Team in the development of effective IEC material; In case additional funding becomes available, support the development of relevant DRR/CC radio and TV PSA s or radio call in shows; Ensure appropriate AAC and donor visibility in the field as per donors visibility and communication guidelines; Ensure active networking with other relevant DRR actors at the national and provincial level; Other related tasks as required by the Team Leader DRR/CC, the
