Ngati Hine Health Trust Mission Statement The Ngati Hine Health Trust is a leader in the provision of innovative services which contribute to the holistic well-being of all people. We provide quality services that are whanau focused and that promote the social and economic advancement of whanau, hapu and iwi. Background: The Ngati Hine Health Trust is a Charitable Trust and has offices in Kawakawa and Whangarei. The Trust has served the Northland community for many years and is a major Northland employer delivering high quality health and disability, social, educational, youth and broadcasting services from Whangarei and throughout Northland. Whanau Whanui is one of four service clusters of the Ngati Hine Health Trust responsible for Family Start Family Restoration (Restorative Justice, Sages, Kia Tupu Ake Ai, Whanau Family Centred Direct Services, Incredible Years, Children s Team Lead Professionals) As a contracted Provider of Children Services (includes services for Vulnerable Adults), we have a legal requirement to have in place Child Protection Policies that support better identification of child abuse and neglect as per the Vulnerable Children s Act Te Tiriti o Waitangi: The Ngati Hine Health Trust requires all of its personnel to have knowledge of, and the implications of honouring, Te Tiriti o Waitangi. The Trust believe that the key to honouring Te Tiriti o Waitangi (the Treaty of Waitangi) lies in recognising the rights of Maori as the indigenous people of Aotearoa New Zealand. Those rights are confirmed by the Treaty. The values, beliefs and traditions of Maori as Whanau, Hapu and Iwi are fundamental to Maori identity and as such, should be respected and promoted without expectation of adaptation and/or assimilation into the dominant culture. Maori Tikanga is unique and a taonga to which, all present and future Maori are entitled. Maori health status and the ability of Maori to both contribute to and derive benefit from New Zealand society, is dependent upon healthy Maori personal and cultural identity. A satisfactory Police check is a requirement for appointment to this role. SECTION B: Primary Purpose of the Role / Te Kaupapa O Te Mahi 1. This position is responsible for the coordination, leadership and integrated operations of the Whanau Whanui team. 2. In keeping with the kaupapa of the organisation towards Maori, social, educational and health gain. 3. Staffing and Performance Management. 4. Professional Development of staff. 5. Weekly supervision with staff members. Functional Relationships / Whakawhanaungatanga Internally: The General Manager Whanau Whanui Kaiarahi, Whanau Whanui All General Managers of the Ngati Hine Health Trust Services The Chief Executive Officer The Board Chairperson and Members (as required) The Kaumatua and Kuia Advisory Group All staff of the Ngati Hine Health Trust Externally: Local whanau, hapu, iwi and marae Community Representatives Stakeholders Ministry of Social Development staff Local providers of social and community services / Government Organizations. SECTION C: Key Accountabilities of the Role and the Results Expected / Nga Ahua Nui O Te Mahi Me Nga Mea Ka Puta 1: Principle Duties & Responsibilities (these are all subject to personal appraisal KRA s to be agreed) In relation to Whanau Whanui Services, contribute to the development of annual operational business plans and processes that: Identify resource requirements. Define specific measurable indicators and identify the mechanisms that will be used to monitor progress. Establish processes to assess and meet requirements of the Whanau Whanui team, taking into account individual, team and service objectives. Ensure that planning, delivery and evaluation of the programmes delivered takes into account client/whanau/community expectations. Provide professional leadership for the Whanau Whanui team. Facilitate the development of a vision for Whanau Whanui that is aligned with the service and organisation vision, and that encourages a sense of shared commitment, cohesion and purpose within the Whanau Whanui team. Act as a professional role model, mentor and support for all members of the Whanau Whanui team. Manage the workflow and caseload of staff and allocate caseloads accordingly. Develop and maintain best practice and professional development frameworks that support the professional practice of team members Participate in planned continuing professional development and maintenance of professional skills where appropriate. Provide professional support, supervision and oversight for staff. Foster co-operative and harmonious interpersonal relationships within the Whanau Whanui team, facilitating a team approach to achieving objectives by ensuring effective communication between individuals, the service teams and General Manager. Ensure that all staff of Whanau Whanui have access to, and are aware of the Ngati Hine Health Trust policies and procedures, including operational Health and Safety, Quality and Risk Management. Actively lead and facilitate a culture of continuous Quality Improvement in the Whanau Whanui service, engaging all staff in Quality Planning, implementation and evaluation. Ensure quality client care and optimal standards of user satisfaction, through the establishment of standards and appropriate documentation that reflect compliance with the Health and Disability Commissioner s Code of Rights, and the Privacy Act and other such legislation relevant to the service, and that systems are in place for timely and effective management of critical incidents and customers complaints. Other duties 1. Ensure that the workplace is a safe environment through training, planning and ACC management. 2. Undertake, from time to time, other duties as directed by the General Manager. 3. Ensure that all duties are carried out in a timely, accurate manner and in accordance with Organisational policies and procedures. page 3

4 SECTION D: Knowledge And Experience Required / Te Matauranga Mo Te Turanga 1. Preferred Qualifications a. An appropriate tertiary qualification b. A Comparable professional qualification. c. Supervision qualification. 2. Experience & Knowledge evidence required a. Previous experience in a senior project planning/management role. b. Familiarity with the educational/health and social sector. c. Experienced in reporting to Boards and or senior management. d. Excellent written and oral communication skills. e. Experience in facilitating meetings with people and providing leadership through example, competency and effective role modeling. f. A good record in managing financial, human and technological resources. g. A strong capability for developing funding plans and or business cases. h. A working knowledge of research and evaluation principles and practices. i. A well developed risk management capability. j. An ability to work without close supervision. k. A working knowledge of social marketing, communication principles and practices. l. Demonstrate understanding, dedication and commitment of and to the kaupapa of the Ngati Hine Health Trust and to the kaupapa Maori based service delivery. 3. Technical Skills a. Fluency in all standard Microsoft Office and project management software b. Competent in sending and receiving and attachments c. General administrative and planning skills d. Strong capability in utilising database systems e. Hold a current and unblemished driver s license. f. Familiarity with internet social marketing sites and cultures. page 4
