2 The following modules will be withdrawn on 4 June 2011 * Module OTP On-track plant. * Module T4 Possession of a siding for engineering work. * Module T9 Loading and unloading rail vehicles during engineering work. * Module T11 Movement of engineering trains and on-track plant during T3 arrangements. These modules have been subject to a full review under the New Approach. The review has concentrated on the fitness for purpose of the requirements of each rule. This New Approach to rules is attempting to reduce the number of rules a person needs to know, yet making sure the person has sufficient knowledge to remain safe while carrying out those tasks the person is competent in. * Module GSM-R Global System for Mobile Communications - Railways (GSM-R) This module is withdrawn and the remaining text has been incorporated into Modules M1, TW1 and TW5 and published in AM issue 12. The following modules will be reissued and will come into force on 4 June 2011 * Module OTM Working of on-track machines. * Module T3 Possession of a running line for engineering work. The following documents are new and will come into force on 4 June 2011 * Module PoSA Proceed-on-sight authority (PoSA) * Handbook 11 Duties of the person in charge of the possession (PICOP) * Handbook 12 Duties of the engineering supervisor (ES) * Handbook 13 Duties of the person in charge of the siding possession (PICOS) * Handbook 14 Duties of the person in charge of loading and unloading rail vehicles during engineering work * Handbook 15 Duties of the machine controller (MC) and on-track plant operator For details please read this briefing document

3 Module OTM Working of on-track machines PRINCIPLE CHANGE Module OTM is reissued. It is now permitted that when an OTM is carrying out work not within a possession, an adjacent line can be fouled by that work as long as the adjacent line has first been blocked. DETAIL OF CHANGES Section headings in bold relate to issue 3 of module OTM 1 Types of machine and definitions 1.1 When these instructions apply This is shown in section 1 of module OTM. However, reference to RMMMs and RRVs being shown in module OTP is no longer shown, this is considered to be part of training. 1.2 Definitions These definitions are no longer shown, they are considered to be part of training. 2 When the OTM is to enter service 2.1 Before entering service As these general instructions are also shown in the TW series of modules they are no longer repeated in this module. Items specific to the OTM will be shown in the company instructions for the OTM concerned. Reference to carrying sufficient scotches if there is no outside parking brake, is no longer shown. If this is necessary, it should be shown in the instructions for the OTM concerned. This makes this rule consistent with other forms of motive power. 2.2 Before starting a journey This is now shown in section 2.1 of module OTM. Instructions for using special reporting numbers for OTM that cannot be relied upon to operate track circuits is shown in section 3.1. The instruction for the signaller to carry out GSR 12 has been deleted as it is considered an unnecessary statement. 2.3 Entering service with a defective track circuit actuator (TCA) This is now shown in section 2.2 of module OTM. The instructions to carry out section 5.3 has been deleted as these are considered as unnecessary statements. 3 Working outside a possession Section 3 has been completely rewritten with the details now being shown in section 4.1 to section 4.3 of module OTM. 03/11 Briefing Leaflet Page 1

4 3.1 Normal arrangements This is shown in section 4.1 of module OTM. 3.2 Conditions for working outside a possession This is split up and is shown in section 4.1 and 4.3 of module OTM. Any type of rail grinder may now work outside a possession as long as this is approved. 3.3 Types of work that must not be carried out outside a possession This is now shown in section 4.1 and 4.3 of module OTM. However, the restriction on any work that will foul an adjacent line has been removed, as it is legitimate to carry out this type of work as long as the adjacent line affected has first been blocked. 4 Working within a possession 4.1 When these instructions apply This is no longer stated in the new module OTM as it contains information only. 4.2 Movement-limiting devices This instruction is no longer stated as it is part of company instructions relating to the actual equipment. 4.3 Clearance from other lines when working The instructions in this section are not the responsibility of the driver or operator but are for others. It is sufficient that the driver or operator will understand the requirements shown in the new section 5.1 of module OTM and from their training. 4.4 Protection of other lines This is shown in section 5.1 of module OTM. a) Affected line is within a T3 possession This is shown in section 5.1 of module OTM. b) Affected line is a siding This is shown in section 5.1 of module OTM. c) Affected line is a running line not under possession This is shown in section 5.1 of module OTM. 4.5 OTM with jibs, booms, conveyer belts or other extendible equipment which are loading or unloading rail vehicles These instructions are no longer stated as they form part of company instructions relating to the actual equipment. 5 4.6 Controlling OTM crane operations These instructions are no longer stated as they form part of company instructions relating to the actual equipment. Lifting operations are dealt with under other regulations. Therefore, they are not considered as part of the Rule Book under the New Approach. Diagram OTM.1 Crane controller hand signals These diagrams are no longer shown in the Rule Book as they are covered within the Approved Code of Practice and Guidance to the LOLER regulations When the OTM is in service 5.1 Driving position This has been simplified and is now shown in section 5.2 of module OTM. Instructions regarding defective driving controls are no longer shown as they are no different to instructions for other traction units and are shown in other modules. 5.2 Number of people allowed in the cab This instruction is no longer shown as it should be dealt with by company instructions. 5.3 OTM which cannot be relied upon to operate track circuits when outside a possession This section has been completely rewritten and simplified and is now shown in section 3.3 of module OTM. Signaller s instructions for level crossings are shown in module TS9 and do not need to be repeated here. 5.4 OTM which cannot be replied upon to operate track circuits when inside a possession This instruction is no longer shown in this module as it is already dealt with in other modules that apply to level crossings within possessions. 5.5 OTM with a defective or inoperative track circuit actuator (TCA) This instruction is no longer shown in this module as it already dealt with in instructions for defective TCA equipment shown in module TW Carrying out a running brake test This is shown in section 2.3 of module OTM. 03/11 Briefing Leaflet Page 3

All instructions that remain following the review have been re-written and are shown in handbook 15 Duties of the machine controller (MC) and on-track plant operator. 13 Module T3 Possession of the line for engineering work PRINCIPLE CHANGE Module T3 has been subject to a full review and is reissued, it now contains instructions that are applicable to the signaller and train driver and also includes the instructions previously shown in module T11 for the signaller and train driver. Instructions previously shown in module T3 for the person in charge of the possession (PICOP) have been re-written and are shown in handbook 11 Duties of the person in charge of the possession (PICOP). Instructions previously shown in module T3 for the engineering supervisor (ES) have been re-written and are shown in handbook 12 Duties of the engineering supervisor (ES). Setting up work sites and laying protection is allowed to start before the possession is granted as shown in HB11 section 4.3. Setting up work sites and duties relating to isolations are allowed to start before the possession is granted as shown in HB12 section 3.3. When taking possession round a train, the condition restricting this arrangement to track circuit block lines only, has been removed. The condition restricting this arrangement to track circuit block lines has been removed. 18 9 Granting possession 9.1 When the signaller can grant possession This is no longer carried forward as a single rule. Placing and keeping signals and points in the correct position and Train Register entries are part of the process shown in module T3 section 2. Level crossing arrangements can be carried out after the possession is granted as long as it is before any work affecting that crossing starts or train movements affecting it are made. This is shown in module T3 section Entering details in the Train Register That an entry is required is shown in module T3 section 2. What to do If the detonators are within the clearing point is covered within the train signalling regulations so does not need to be repeated in these rules. 9.3 PICOP confirming the Train Register entry It is no longer considered necessary to countersign the Train Register. Confirming and understanding messages and what is required is dealt with in module G1 and handbook Signaller granting the possession This is shown in module T3 sections 2.6 and Starting the work 10.1 Using work-site marker boards This is shown in handbook 12 section 3.4. Work-site marker boards must always be provided unless there will be no train movements within the possession. All signallers instructions that remain following the review have been re-written and are shown in module TS1, general signalling regulation Instructions remaining for the person in charge (T4) have also been re-written and are shown in handbook 13 Duties of the person in charge of the siding possession (PICOS). The title given to the person previously referred to as the person in charge (T4) has been changed to read person in charge of the siding possession (PICOS). The competence requirements remains the same. There will no longer be a restriction on the movement of engineering trains within a possession of a siding. It will no longer be necessary to secure points by clip if those points are controlled by the signaller.
