General Summary of Function/Purpose of Position This position is responsible for assuring the safe and sanitary living and working conditions prescribed by department policy and public health codes for correctional facilities. This position serves as the Central Field Administration s (CFA) orthern Region staff specialist in environmental health and sanitation and provides expert advice on public health matters.

2 15. Please describe the assigned duties, percent of time spent performing each duty, and what is done to complete each duty. List the duties from most important to least important. The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 45 Environmental Inspections and consultative services. Perform food service sanitation inspections at all prison and prison camp food service facilities within the northern region of CFA to determine compliance with the U. S. Food and Drug Administration s Food Code and Michigan Law. At least one inspection at each facility is unannounced and serves as the facilities official external annual inspection as required by departmental policies. Provides written reports to the Department of Corrections Deputy Director and Food Service Administrator as well as the Assistant Deputy Director and facility wardens. Perform comprehensive environmental sanitation inspections of all areas at all prisons within the northern region at least one of which serves as the facility s official external annual inspection as required by departmental policy. Inspections determine compliance with all applicable environmental codes, regulations, policies and standards. Provides written reports to the CFA Deputy Director, Assistant Deputy Director and facility wardens. The above mentioned inspections include the use of various inspectional tools. Considerable knowledge required for the use of these tools (i.e. light meter, sound meter, thermometers, velometers, etc.). Make calculations and interpret data to determine compliance with various environmental-related codes and laws as well as DOC policies. Consult with staff on a continuing basis in regard to the inspection processes. This includes telephone calls, s, written correspondence and onsite consultations. Duty 2 General Summary: Percentage: 10 Training Environmental Health Programs Food service safety and sanitation training for food service employees. Two day certification training for all new food service employees (certification required from the Educational Foundation of the ational Restaurant Association for the ServSafe certification program). Re-certification training for all food service employees on a five-year cycle. Sanitation Inspector training for all DOC employees involved in performing monthly sanitation inspections at facilities. This training is required by departmental policies and needs to periodically repeat every three years for existing inspectors as well as new inspectors. Hazardous Materials and Hazard Communication training for all DOC employees to ensure compliance with Chapters 12 and 13 of the DOC s Environmental and Waste Management Program. Prepare and update the above training programs (updated information, handouts, Power Point presentations, etc.) Duty 3 General Summary: Percentage: 10 Performance Audits at orthern Region CFA facilities.

3 As part of the Regional Team, participate in second year Performance Audits at northern region facilities (three-year cycle). The audit process includes inspection for compliance with core standards. Prepare reports germane to the audit process for submittal to the Southern Region Administrative Assistant. Prepare facilities for Performance Audits and participate in these audits (three-year cycle). Consult with staff on a continuing basis concerning the Performance Audit process. This includes telephone call, e- mails, written correspondence and on-site consultations. Duty 4 General Summary: Percentage: 15 Oversee the implementation of all Environment & Waste Management Policies at all orthern Region CFA facilities. Serves as Hazardous Materials and Hazard Communication coordinator for the orthern Region, CFA. Consult with staff on a continuing basis regarding hazardous materials storage, use and control and hazard communication to ensure compliance with Chapters 12 and 13 of the DOC s Environmental and Waste Management Program. This includes telephone calls, s, written correspondence and on-site consultations. Perform hazardous materials (Chapter 12) audits at orthern Region facilities upon request. Provide written audit reports. Duty 5 General Summary: Percentage: 15 Oversee the implementation of all Occupational Safety s Health Programs at all orthern Region CFA facilities. Interpret MIOSHA safety standards and determine compliance with the DOC s Occupational Health and Safety program at orthern Region CFA facilities. Consult with staff on a continuing basis regarding the DOC s Occupational Health and Safety program. This includes telephone calls, s, written correspondence and on-site consultations. Duty 6 General Summary: Percentage: 5 Other duties as assigned. 16. Describe the types of decisions made independently in this position and tell who or what is affected by those decisions. A considerable amount of independent decision making (as related to environmental programs) is required since this position is recognized as the resource specialist for the northern region, CFA. Decisions are based on experience with environmental laws, codes, policies and standards and may impact the entire region financially, operationally, and procedurally. 17. Policy/procedural statements which may impact the entire region and/or department. 18. What kind of physical effort is used to perform this job? Periodic amounts of sitting. - Considerable exposure to and interaction with convicted felons, often times maximum security prisoners. - Considerable amount of time driving a vehicle to visit northern region CFA facilities. - Considerable amount of time working with a computer. - Periodic exposure to inclement weather conditions, hazardous chemicals/waste, sewage and bio-hazardous materials. 19. The work area has primary responsibility for ensuring safe and sanitary living conditions within correctional facilities within the northern region CFA. Additionally, the work area assures compliance with court mandates, Performance Audits and existing state and national environmental health codes. The Regional Sanitarian s position has total responsibility for administering and monitoring the region s operation within the above state authorities. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATIO:

5 Possession of a bachelor's degree in the physical or biological sciences, sanitary science, or environmental health. EXPERIECE: Environmental Sanitarian Specialist 13 Four years of professional experience equivalent to an Environmental Sanitarian, including two years equivalent to an Environmental Sanitarian P11 or one year equivalent to an Environmental Sanitarian 12. KOWLEDGE, SKILLS, AD ABILITIES: Must possess a working knowledge of the department s security concerns and the ability to meld those concerns with a viable environmental health program.
