1 Page 1 of 6 Request for Qualifications for Historic Resources Services On-Call Roster for Historic Resources Services Submittal Deadline: December 22, 2017 at 3:00 p.m. The University of Washington is soliciting Statements of Qualifications (SOQ) from interested firms to provide on-call professional services for historic asset and resource review, analysis and evaluation for various projects at the University of Washington. Master Agreements: The University intends to select one or more firms under an on-call Master Agreement that will have no specific scope of work or contract amount. As individual needs for historic asset and resource review, analysis and evaluation arise, the parties will negotiate the scope of work and fee and formalize it in a project authorization. Project authorizations under the Master Agreement must be executed prior to the expiration of the Master Agreement. The initial term of the Master Agreement will be two years with an option for the University, with the firm s concurrence, to extend the Agreement by amendment for up to two additional years (for a maximum of four years). Hourly rates established for the Master Agreement will remain in effect for the initial twoyear term of the Master Agreement. Upon request of the firm, the hourly rates will be subject to renegotiation for the optional two-year extension of the Master Agreement, and new rates, if approved, shall be authorized by an amendment to the Master Agreement. Scope of Services: The services under the Master Agreement may include, but are not limited to: Historical Resources Addendum (HRA) preparation, Seattle Landmarks process and procedures (i.e. nominations, presentations, etc.), Tacoma regulatory requirements understanding, asset analysis and evaluation, and other historic resource review and evaluation.

2 Page 2 of 6 The selected firm will work under the direction of Capital Planning & Development and will work closely with appropriate University stakeholders. Submittal Requirements and Evaluation Criteria: A. The SOQ must include and will be evaluated based on the following criteria. The SOQ must include a Table of Contents (TOC) and be organized by discrete sections corresponding to the criteria and in the same order as listed below. The SOQ shall not exceed twenty (20) page sides, except that the TOC, cover letter, any section tabs/dividers, resumes, and the response to Paragraph B of this section regarding acceptance of the University s standard agreements, are not included in this page limit. The font used for the SOQ and resumes must be no smaller than 10 pt for text and 8 pt for captions. 1) Cover Letter: A cover letter explaining your firm s interest in this work and including, at a minimum, the following: name and contact information of the individual in your firm that the University should contact regarding questions about your SOQ and scheduling a potential interview. The contact information should include the following: name of individual, title (Mr., Ms., etc.), firm name, address (city, state, zip code), telephone number, and address. 2) General Qualifications and Other Information (40 points): Provide the following information: a) A summary of your firm s qualifications. (5 points) b) An outline of the size of your firm and discussion of your firm s capability to manage one or more projects on an on-call basis. (5 points) c) Discussion of your firm s historical workload. (5 points) d) Discussion of your firm s ability to manage and meet schedule and budget. (5 points)

3 Page 3 of 6 e) Discussion of your proposed team members and your strategy for staffing the various assignments over a two to three-year period. (20 points) f) Identification of the office that will perform the work (if there is more than one office). 3) Relevant Experience of the Firm (60 points): a) Provide case examples indicating the firm s experience in each of the following areas: i) Preparing historic reports/surveys of structures and landscapes. ii) Preparing historic property inventory forms. iii) Preparing Landmarks nominations. iv) Presenting nominations to review boards. v) Applying the National Register of Historic Places criteria for evaluation. vi) Serving as a consulting architect or historian for constructability and historic issues, providing guidance, recommendations and/or alternatives. vii) Supporting SEPA-related historic resources analysis. viii) Federal Section 106 compliance. b) Staff experience: Include a copy of the resume for each staff member showing specific experience relevant to this type of on-call work and a paragraph explaining why the individual was selected for this project. 4) References: Provide the names and telephone numbers for at least three (3) references familiar with your firm s work. B. Acceptance of University s Standard Agreements: The University intends to utilize its standard Master Agreement for Professional Services. This Agreement is available for review on the Capital Planning & Development website at: Select the Master Agreement for

Each firm must affirm in this section of the SOQ that the terms and conditions of this agreement is acceptable, or if the firm takes exception to any of the proposed language in the agreement, the firm must specifically describe the reasons for the exceptions. Firms responses to this section will facilitate negotiations with the most highly qualified firm(s) and will not be considered in the evaluation process. The University makes no commitment that it will modify any of the terms of these standard agreements based on the firm s exceptions. Firms should not comment on the terms of Attachment A to the Agreements that include compensation provisions. Weighting of Evaluation Criteria: The SOQ will be evaluated based on the following points for each evaluation criterion: SOQ Evaluation Criteria Weighting (Maximum Points) 1 Cover Letter No points 2 General Qualifications and Other Information 40 3 Relevant Experience of the Firm 60 4 References No points Total Points: 100 Submittal Deadline: One (1) unbound hard copy original and one (1) electronic version on a flash drive of the SOQ containing the above-listed information must be received at the University Facilities Building no later than the submittal deadline stated on the first page of this RFQ, or as modified by any subsequent addenda. Submittals sent by mail or courier shall be sent to the address below (use box number for U.S. Postal Service (USPS) delivery only). Faxed or ed submittals will not be accepted. Firms are responsible for ensuring receipt of the SOQ at the University Facilities Building by the deadline stated above, and should take into account internal UW delivery times once USPS delivers a submittal to the box number indicated, and other delays that may occur

If you are unable to download the addenda, you may contact the individual noted at the end of this RFQ. Business Equity: The University of Washington is committed to providing the maximum practicable opportunity for participation in contracting by sbe, dbe, MBE, WBE, and MWBE through direct contracts with the University, and sub-consulting or supplier participation. The University has determined that 10% combined sbe/dbe/mbe/wbe/mwbe participation is practicable and attainable for this project; however no minimum level of sbe/dbe/mbe/wbe/mwbe participation shall be required as a condition for receiving an award. Prior to the execution of the standard agreement(s) for this project, the University and the selected firm shall agree on an aspirational goal of combined sbe/dbe/mbe/wbe/mwbe participation. The definitions which follow apply throughout this selection process. 1. Small business entity or sbe means an in-state business, including a sole proprietorship, corporation or other legal entity, that:

6 Page 6 of 6 a. certifies, under penalty of perjury that it is owned and operated independently from all other businesses and has either: i. Fifty or fewer employees; or ii. A gross revenue of less than seven million dollars annually as reported on its state and federal tax returns over the previous three consecutive years; or b. is certified with the Office of Minority and Women s Business Enterprises (OMWBE). 2. Disadvantaged business enterprise or dbe means any business entity certified with the OMWBE. 3. Minority business enterprise or MBE means any state-certified or non-certified business entity that is more than 50% owned and controlled by at least one minority person. 4. Women s business enterprise or WBE means any state-certified or non-certified business entity that is more than 50% owned and controlled by at least one non-minority woman. 5. Minority women s business enterprise or MWBE means any state-certified or noncertified business entity that is more than 50% owned and controlled by at least minority woman The term minority includes a persons of Asian, Black, Hispanic and Native American racial or ethnic heritage.
