2 Position Objectives Bethany South West Services provides a range of community based services to families and individuals in Warrnambool and across the South Western area of Victoria. These services include Family and Housing Services, Emergency Relief, Financial Counselling, Gamblers Help, Disability Services and Tenancy Assistance and Advocacy. The position requires a skilled leader with significant experience in the delivery of child & family services, program monitoring, staff supervision and partnership /stakeholder engagement. This Team Leader position is responsible for managing the delivery and development of nominated programs to ensure alignment with client needs, Bethany s Strategic and Annual Operational plans and funding requirements. In line with current sector reform activity, Bethany is looking to further develop its programs within the South West and is seeking an innovative and experienced leader with the capacity to work as part of a leadership team to identify new and emerging opportunities and support the development of local initiatives and service expansion. Manages programs and projects ensuring timelines and budgets are met, and key goals are achieved. Develops and maintains relationships and partnerships with all stakeholders to maximise organisational and/or client outcomes. Key Responsibilities Provide effective management and leadership of programs ensuring quality service delivery. Foster and lead a staff culture consistent with the agency values and codes of conduct. Provide high quality staff supervision including day to day consultation and support, fortnightly scheduled supervision and annual performance reviews. Monitor the programs projected annual budget on a monthly basis, maintain statistical records in compliance with funding and service agreements and agency reporting requirements. Implement and monitor agency policies and procedures and program service standards Lead, develop, and implement strategies that provide innovative solutions to increase and improve service intervention for vulnerable children, youth, and families. Contribute to sector reforms for the Family Services, Early Years, and Family Violence sectors to ensure that program areas and team members are well positioned to move through program change, growth, and transformation. Develop and maintain positive and effective relationships with key stakeholders and community networks within the South West including the social housing and homelessness sectors, Child and Family Services Alliance activities, and other relevant sectors as required. Actively lead the development and maintenance of a cohesive team, which promotes and facilitates strong connections across Bethany and within the South West Sector. Lead and support individual staff development to assist staff to achieve their potential while maximising their contribution to the organisations direction. Coordinate staff recruitment, induction and professional development Contribute to organisational program planning and develop an annual team plan in partnership with the Team and Manager. Actively participate in regular formal supervision with line manager. Undertake community education Support and participate in the Agency s continuous quality improvement process. 4 Key Selection Criteria Essential 1. A tertiary qualification in social work, psychology and/or related human services or behavioural sciences degree. 2. Eligible for membership with relevant professional industry. Desirable 3. Demonstrated experience in successfully leading and managing staff in a dynamic and challenging program environment that supports vulnerable children, families and individuals. 4. Demonstrated experience in positive leadership with a sound theoretical base of leadership styles and frameworks. 5. Demonstrated knowledge and understanding of relevant legislation including Children, Youth and Families Act 2005, social housing tenancies including tenancy legislation and relevant DHS Housing and Family Services 6. A sound knowledge of child and adolescent development, including the implications of attachment and trauma, family violence and the impact of cumulative harm on children. 7. Highly developed interpersonal skills and the ability to build relationships and partnerships to further agency objectives and improve client outcomes. 8. Experience in the development and implementation of operational work plans with a focus on achieving program objectives, long term goals and ensuring sustainability of service activity. 9. Demonstrated capacity for innovation and flexibility, with the ability to assess and implement successful program solutions. 10. Promotes the development of a positive culture that reflects the mission, values and ethics of the agency. 11. Ability to manage a range of complex projects and competing priorities by utilising analytical and conceptual skills to reason through problems. 12. Proficient in the use of MS Office, databases and knowledge of a range of IT programs. Mandatory 13. Current full Victorian Driver s Licence 14. 5 Conditions and Remuneration Salary Ordinary Hours Status This position is classified as an award payment on the Social Community HomeCare and Disability Services Award 2010, Social and Community Services Employee, Level 7, Pay Point 1-3. Salary range is $79,688 to $82,602 (pro-rata) per annum. In addition, the package also includes salary sacrifice as per government legislation. Hours of work will be Monday to Friday, to be worked between agency hours of 8am to 7pm. Full time (38 hours per week) or 0.8EFT (30.4 hours per week) Conditions Other conditions of employment as per the Bethany Enterprise Agreement. Qualifying Period This position is subject to a minimum employment period (6 Travel Physical Requirements Mandatory Requirements Right to work in Australia months qualifying) during which time the employee's suitability for ongoing employment will be assessed. Travel will be required to other Bethany offices and across the Barwon South West region and other locations.
