1 Salary Band 4 Professional 4T Reports to: Governance Technical Advisor - Municipal Financial Management Team Leader (Output Area A/B) Start Date 15 February September CONTEXT OF ASSIGNMENT The Governance Support Programme (GSP II) is a partnership programme agreed to between the Governments of South Africa and Germany. It is a technical cooperation programme co-steered at national level in a partnership between the Department of Cooperative Governance, the Department of Public Service and Administration, the National Treasury, the Department of Planning, Monitoring and Evaluation and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), the latter responsible for the implementation of the development contributions on behalf of the German Federal Ministry for Economic Cooperation and Development, the United States Agency for International Development and in delegated cooperation with the Government of the United Kingdom of Great Britain and Northern Ireland acting through the Department for International Development. The programme provides technical, policy and process advice to support the South African government in remedying systemic shortcomings. The GSP II has the objective that public institutions and selected municipalities implement the Back2Basics principles for more transparent, accountable, effective and efficient delivery of public services on local level, mainly in the Eastern Cape and Mpumalanga. The Back2Basics is a national programme implemented by the South African Government to improve service delivery to the citizens. The programme s areas of support (outputs) are the following: (1) Strengthening capacities for planning, implementing and monitoring public service delivery at local level (2) Strengthening of fiscal and financial management (including procurement) for service delivery at local level (3) Strengthening of oversight and accountability processes and bodies for service delivery at local level. Against this background, the programme offers the position of a Governance Technical Advisor: Municipal Financial Management which will be based in Pretoria. The roles and responsibilities are as follows:

RESPONSIBILITIES AND TASKS The Governance Technical Advisor: Municipal Financial Management is expected to provide advisory services to the Programme and partner organisations on municipal financial management for improved service delivery at local level to achieve the relevant Output and indicators of the Programme related to municipal financing. Thereby the Governance Technical Advisor: Municipal Financial Management is specifically expected to provide support to Output B of the Programme. Capacity development measures developed and implemented by the Governance Technical Advisor: Municipal Financial Management will accordingly be focused around the thematic areas of financing of service delivery at the local level. The Governance Technical Advisor: Municipal Financial Management is expected to carry out the following tasks and services: Provide technical expertise and process advice to partner organisations and the Programme on capacity development measures in the thematic area of financing of service delivery. Provide advice and technical cooperation support in the design, facilitation and implementation of targeted, tailor-made capacity development measures to improve the capacity of partner institutions and stakeholders to exercise sound financing of service delivery at local level. Design, facilitate and implement programme support initiatives together with the stakeholders of output area B and take care of interlinkages and interdependencies with the other output areas. Facilitate change and capacity development processes in partner organisations. Facilitate knowledge sharing within and between the relevant stakeholders and networks. Support maintenance of the Programme s steering arrangements, i.e. quarterly steering committee meetings, review and planning meetings with partner organisations. Support the organization of Programme events and promotional activities. Document, prepare publishable products and disseminate information on outputs and impact of the Programme s work.

3 Contribute to the Programme s plans of operation and results-based monitoring as well as knowledge management. Liaise with other stakeholders of the German Development Cooperation and other GIZ projects and programmes (e.g. VCP, MHIVP, SAGEN etc.) in the context of support initiatives and mainstreaming of gender and HIV/AIDS etc. Apply Capacity WORKS in the context of the GSP II programme implementation. Prepare the contracting of service providers for studies and service provision, accompany the implementation of the service providers assignments and assure monitoring and quality of products of the assignments according to contract. Contribute to the overall GIZ performance in South Africa and beyond. Other tasks and duties maybe included during the assignment. In the fulfilment of all tasks and duties, the rules and standards of development cooperation of GIZ must be upheld. The Governance Technical Advisor: Municipal Financial Management will report directly to the Team Leader (Output Area A/B). His/her location of duty is Pretoria. Frequent travels within South Africa and to the Provinces of Eastern Cape and Mpumalanga are required and the incumbent must be able to undertake such travels by car and plane. B. REQUIRED QUALIFICATIONS, COMPETENCIES AND EXPERIENCE Qualifications: Post-graduate education in a relevant field of study such as Economics, Business Economics, Social or Political Sciences, Public Administration, Public Policy, Development Studies, Law, Planning or similar. Professional Experience Proven work experience (more than 7 years) in the field of development financing in a Government context at national, provincial and local level, ideally in the field of municipal financial management.

4 A minimum of 5 years work experience as a governance advisor in capacity development to public organisations and civil society organisations. Extensive experience in project management including design, implementation and monitoring. Other Knowledge, Additional Competences Proven knowledge of the South African (local) governance political and administrative system. Knowledge of the Constitution, its relevant legislative components and its interpretation. Very good writing skills. Ability to work independently, flexibility to work on a diverse range of projects with proven results and to undertake occasional long-distance travel by road and by air. A valid code 08 (B) drivers licence. Proven intercultural communication competency, proactive, team player; professional and cooperative working style; excellent analytical skills; good writing and presentation skills; experience in change management processes would be of additional benefit; very good command of MS Office. Proven experience in the contracting of international consulting companies for outsourced parts of the Programme, accompanying the implementation and assuring monitoring and quality of products of the outsourcing according to contract. The Governance Technical Advisor: Municipal Financial Management must be able to work independently, show initiative and communicate effectively.
