1 Funding Advisor - Role Description Role Title Group Business Unit Reports to Funding Advisor (0.8 FTE) Community Networks Community Services Team Leader Funding and Relationships Welcome to Wellington City Council We serve the residents and businesses of the city of Wellington. To ensure we meet their needs we consult and engage with them on a regular basis and develop our vision and long term plans to meet those needs. 2 With the challenges in mind, we have identified the following priority investment areas: Resilience and environment investing in core infrastructure, looking after the environment and making our city more resilient against future shocks Housing investing in quality and affordable housing to accommodate our growing population Transport investing in transport options to maintain easy access in and out and around our city, promoting alternatives to private car usage, and reducing congestion Sustainable growth investing in economic projects that stimulate growth and diversification, and planning for population growth in ways that recognise the city s special character Arts and culture investing in arts and culture to maintain our position internationally as a vibrant, edgy capital Community Services Key Result Area The role of Community Services is to: Build community and neighbourhood resilience, supporting people and the development of connected, vibrant and participatory communities Ensure that Wellington is a safe, tolerant and healthy city with a strong social infrastructure supporting people Ensure there is an effective city wide welfare and social recovery response for people and animals in an emergency Our approach is customer centric and supports the principles of a community participatory approach to the way we work and to service development and implementation. We take a(n) agile approach to the way we work, use a strengths based approach and use storytelling and case studies as a way to inform all stakeholders place based approach to community development integrating a co-design participatory approach to local planning and service development reflecting local needs participatory approach to suburban planning to ensure local services and programmes meet local needs; this supports a community co-design approach allowing residents and communities to have more input into designing council services to meet their future needs a hyperlocal approach to local community safety plans - developed with the community Detailed description of Funding Advisor Reporting to the Team Leader; Funding and Relationships the purpose of the role is to: Provide advice on funding and the grants processes used by Council for the community, community groups and organisations and other external stakeholders Support Council funding processes, data capture, budgeting, reconciliation and reporting, providing data analysis as required to assist in the grants cycle- informing promotion, assessments and decision making. Contribute to the delivery of robust and transparent funding processes and sharing of information Provide assessments and advice on funding applications across a range of funding pools Proactively contribute to the Community Services team and other Council activity, contributing to key projects, funds and initiatives, building partnerships with relevant stakeholders Assist in the development and delivery of a locally coordinated emergency welfare response for people and animals in Wellington Key Relationships: Internal All business units within Council including City Arts and Events, Parks, Sport and Recreation, City Planning- Heritage, Transport and Democratic Services Mayor and Councillors External Community; residents, community groups and organisations Funders- organisations including Trusts, Foundations, local and central government 11/12/2018 Funding Advisor 2

3 Key Responsibilities To achieve this you will need to: As a result we will see: Provide funding advice and support to community groups and organisations applying for grants and funding Contribute to the delivery of robust and transparent funding processes and sharing information Contribute to key projects, funds and initiatives, build partnerships with relevant stakeholders Provide assessments and advice on funding applications across a range of funding pools Assist in coordination of the planning for a city wide welfare response and social recovery in a civil emergency Provide community groups and organisations with advice and support Provide advice and assistance that is customer centric Develop and support systems and processes that reflect customers needs and are inclusive and accessible Ensure application data is captured and reported via Council s online funding portal Assist in effective management of data and information, including financial. Support robust practices and systems tracking and storing all applications grant and one that allows easy access to all stage of the process Manage potential risks through clear financial tracking of grant payments, prior funding and accountabilities. Be an active and collaborative member of project teams working on new initiatives Develop and maintain strong cross council relationships Provide Council Officers with advice and support ensuring efficient on line assessment process Support a process that ensures assessments reflect criteria, Council outcomes and priorities and based on available information Assist in planning to ensure Council is well placed to deliver a Welfare response in a civil emergency and thereafter the recovery phase Health and safety Take responsibility for your work environment, identify hazards and risks and ensure they are addressed JOB REQUIREMENTS Funding Advisor Customers are satisfied with the grants process Services that are community and customer centric, inclusive, responsive to local needs Council funding applied to projects and programmes which deliver on Council outcomes Internal and external customers who are satisfied with grants process. Spend against agreed budgets and allocations reconciled There is an efficient effective grants process that manages risk Projects and organisations are supported and Council shares information and stories about the impact of Council funding in a timely manner Positive and productive relationships/partnerships with key stakeholders Objective information provided to decision making on the allocation of Council funding Processes that support effective evidence based assessments and recommendations An emergency welfare plan is implemented Regular reviews with your manager to identify any health and safety risks, hazards, accidents and incidents Qualifications: Minimum 2-3 years experience in a relevant field that reflects the principles of community grants and funding Understanding of and/or experience in the principles of community development Preferably experience in/and or knowledge of the funding and philanthropic sectors Note - Due to the nature of the role some work will be required outside of normal office hours so flexibility in working hours is essential. 11/12/2018 Funding Advisor 3

4 Experience Team membership in an effective and efficient team where quality is monitored Experience in the not for profit and/or philanthropic sector Experience with effective administration procedures Experience in the Wellington area Minimum of 2-3 years grant making experience, providing advice on funding applications Technical Skills and Knowledge Knowledge of community and funding sectors Strong data and information analysis skills Understanding of cloud and customer database platforms Proven ability in database and reporting skills Understanding of effective team processes and procedures IT and office skills including Word, Outlook, Excel with a particular emphasis on data capture and delivering reports.
