1 Empanelment of State Level Resource Persons The Government of India has launched Aajeevika-National Rural Livelihoods Mission (NRLM) in June 2011 under the Ministry of Rural Development (MoRD). The mission aims at creating efficient and effective institutional platforms of the rural poor enabling them to increase household incomes through sustainable livelihoods and improved access to financial and public services. The NRLM functions in a mission mode for target based time bound delivery of outcomes following a demand driven approach which would allow the states to formulate their own poverty alleviation plans on the basis of available allocation, resources and skills. The Mission is designed to facilitate shift of the states from the allocation based strategy to a demand driven strategy, enabling the states in the process to formulate their own poverty reduction plans. The Government of Uttar Pradesh has constituted the Uttar Pradesh State Rural Livelihood Mission a Professionally managed autonomous society. The mandate of UPSRLM is to promote financially sustainable institutions of poor in the form of SHGs and their federations, and continuously nurture and support them till they improve their quality of life and come out of abject poverty. A stat e Mission Management Unit has been set up as a dedicated support structure to implement the mission activities in the State. UPSRLM want to increase its pool of resource persons with relevant experience and expertise in poverty reduction and livelihoods for organising various state, regional and district level training program for Mission staff, resource persons, line department and community level cadres. Also services of resource persons will be taken in for specific ToR based work on diifferent components of mission. Resource Persons should be committed to participatory processes should have good facilitation skills and hands on extensive experience of working in rural development projects. Areas of expertise include Livelihood, Micro finance & Financial Inclusions, Institution building & capacity building, livelihoods, Social development/social Inclusion, Monitoring and Evaluation, Knowledge management, animation and mobile and web application development, digital and social media marketing etc. The following are the one or more of the expected role(s) that the selected individual will have to play: Main Task: Conduct Training of Trainers (ToT) on above theme. Plan and deliver training for the staff, stakeholder and community (institutions, leaders, cadres, resource persons) in NRLM processes. To deliver ToR based assignment as per the activities mentioned in ToR / Task/Assignment Facilitate and handhold generic staff induction at various levels (State, District, Block and Community) Module and content development of various training program. Other task (as per requirement on time to time) Handhold the SMMU/DMMU/BMMUs in imbibing the right values, principles, knowledge, skills and attitude of a community driven development project and translate this into their actions. Conduct training needs assessment (TNA); develop training curriculum and modules and prepare behaviour change communication materials and training materials. Facilitate the block and community level project teams in effective implementation by engaging with them organically in team discussions and other strategic deliberations.

2 Facilitate ongoing technical assistance in multiple thematic areas like institution building, capacity building and livelihoods promotion Towards this, UPSRLM is looking for individual resource persons who are willing to impart training program and other activities as a resource person in their respective theme at district, regional and state level on time to time as per requirement of UPSRLM. Thematic area: Sl Thematic area Description 1 Livelihoods (on farm, off farm & nonfarm, value chain, rural marketing, Handloom and Handicraft) Experience of working with community in different development field and able to deliver message through training and capacity building for the required thematic area. 2 Micro finance & Financial Inclusions 3 Institutions building and Capacity Building 4 Social Inclusions & Social Development 5 Food, Nutrition, Health & WASH (FNHW) 6 Monitoring and Evaluation Understanding of development sector with experience of data analysis, well versed with usage of statistical tools, conduct thematic studies, pilot studies, preparation of quarterly report, annual report, analysis of progress on given parameters in accordance with the approved targets 7 Knowledge Management and Communication (KMC) 8 Animation development/ App /web developer/ digital marketing / social media Understanding of development sector with experience of developing short documentaries, case lets in written and video format. Technical person with extensive experience of Graphic Designer/app developer/web developer, digital marketing expert, animation developer for production of animation-based clips, mobile based application development, web development, digital and social media marketing on-call basis, to help the office meet its growing need for quality design, app and web development, animation film development related services Theme: Livelihoods: 1. UPSRLM has been strengthening livelihoods interventions in both Farm and Non Farm sector. In farm sector we would like to engage resource persons in agro-ecological practices, Value chain and commodity marketing, NTFP and livestock based livelihoods opportunities especially Poultry, Goat and Cattle rearing. In Non Farm Sector, we would to engage resource persons with experience in enterpreneurship, setting up small busineses, Business planning, Handloom and Handicrafts products production including product desiging, branding and marketing. This is an opportunity to increase the income of the small and marginal women through these interventions. The SRP pool will help in supporting UPSRLMs in the following activities: 1. Support SRLMs in planning and roll out of farm and non farm interventions

3 2. Support in identifying, Planning, training and rolling out the desired livelihood opportunity with SHG/VO/CLF/PG/PCs 3. Support the SRLMs in development of value addition and market linkage strategies for farm and Non farm product 4. Development of training modules for various interventions 5. Providing training to District /Block/Community Resource Persons and other associated members for the said activity 6. Supporting in development of protocols, package of practices, concept notes and Proposal 7. Identification and documentation of best practices Candidate should be a Post-Graduate in Environmental science/agriculture /Agri Engineering/ business management and Marketing / social sciences/entrepreneurship/fashion Designing/Fashion Technology and similar degrees from a reputed university/institute 10+ years in a large size livelihood development project or in reputed industry at middle management level, responsible for promotion of farm based e.g.sustainable Agriculture/ organic agriculture practices and allied activities based livelihoods or managing commodity business in scale, certification, sourcing, value addition, marketing etc and in non farm on entrepreneurship, Business planning, handloom and handicraft production, product development, Branding and marketing Theme: Micro finance & Financial Inclusions: 2. UPSSRLM facilitates access of various financial services to rural poor at affordable cost and in effective way. These include financial literacy, SHG Bank linkages, savings, credit, insurance, remittance s, pension and counselling on financial services/matters. The core of the UPRLM financial inclusion and investment strategy is making rural poor the preferred clients of the banking system and mobilizing/making bank credit available. NRLM works towards increasing the portfolio of savings, credit, insurance (life, health and assets), pension and remittances through the institutions of rural poor directly or in partnership with mainstream financial institutions using various institutional mechanisms and technologies. In the above mentioned context, it is intend to empanel National Resource Persons (SRPs) under various specialization/category to provide need based services. The SRPs are expected to provide technical & handholding support to SRLMs/DMMU to facilitate bank linkages, Financial Literacy, Insurance & Social Security, Digital Finance and Financial Management of SHG-Federations and other related activities of Financial Inclusion. Master s Degree or equivalent in any discipline preferably in Social Science/Management/Commerce/Engineering/Science/Economics/Agriculture from recognized Institute or University. Minimum 10 years work experience with Public/Private/Co-operative sector Banks/RSETIs/RBI/BABARD/SIDBI/large scale SHG based poverty alleviation programs/rural Development programs at State/national level. Willing to travel extensively across states/districts. Should be computer literate able to use MS office applications and internet.

4 Theme: Institutions building and Capacity Building: 3. Institution building begins with organizing all poor households (women) into Self-Help Groups, Village Organizations and aggregate institutions of the poor that provide the m with voice, space and resources. These platforms of the poor and for the poor would partner with local self-governments, public service providers, banks, private sector and other mainstream institutions to facilitate delivery of social and economic services to the poor. Universal Social Mobilisation, Building Institutions of the Poor and Building Capacities UPRLM ensures the poor are provided with the requisite skills for managing their institutions, linking up with markets, managing their existing livelihoods, enhancing their credit absorption capacity and credit worthiness. A multi-pronged approach is adopted for providing continuous capacity building of the targeted families, SHGs, their federations, government functionaries, bankers, NGOs and other key stakeholders. SRPs empanelled for Institution Building and Capacity building expected to support DMMU in developing appropriate strategies and capacity building of District Mission staff, SHGs and their federation leaders, CBO staff and community cadres. They are also expected to develop few SHG federations as resource federations to scale up the interventions. Master s degree in any discipline or equivalent degree/diploma or 4-year Bachelor s degree in Management, Engineering, Agriculture Science, Veterinary, Forestry, Horticulture etc, Minimum 10 years of intensive experience and expertise with large scale poverty alleviation programs in the following areas: Promotion and Strengthening of SHG federations Governance and administration Financial management Accounting and Auditing Registration and legal aspects Designing training programmes and development of modules, manuals and kit etc. Excellent participatory training and facilitation skills Coordination and Liasioning skills Mentoring, handholding and counselling skills Excellent reading, writing, documentation, articulation & communication skills in Hindi, English and regional language Having a comprehensive understanding on UPSRLM processes and activities Willing to travel extensively in remote areas across the state Theme: Social Inclusions & Social Development: 4. Government of India and UP Governments are implementing a wide range of programmes to address different dimensions of poverty and deprivation. Since UPSRLM has brought huge number of rural poor households into SHG fold and federated them into their own institutions as a strategy for

5 addressing poverty, it is important to ensure the access to various rights, entitlements and services to poor households. There are number of programmes and schemes proposing to give such rights, entitlements and services such as MGNREGS, SBM, NSAP, PMAY, ICDS, PMKVY, DDU-GKY, PMJJY, PMJSY, etc. Effectiveness of these programmes can be vastly enhanced with linkages between the institutions of the poor, PRIs and the respective line departments. For making this linkage effective, NRLM seek experienced people who has experience in different social development and convergence programmes and schemes as National Resource Persons. The resource persons who will be empanelled are expected to support SRLMs in establishing convergence and partnerships with PRIs, line departments and other stakeholders. These partnerships would enable for developing different models for service delivery. NRLM/SRLMs would be working on developing these partnerships with Non- Government Organizations (NGOs) and other Civil Society Organizations(CSOs), Academic, Training and Research Institutions, Public-Public, Public-Private, Public- Private-Community Partnerships build synergies; it would also build a variety of partnerships for poor to increase the access to their rights and entitlements, public services, expertise and other services. NRLM has a special focus on priority and early inclusion of the poorest of the poor and other vulnerable sections of community viz., Households automatically included by the SECC, Schedule Caste (SC), Schedule Tribe (ST), Particularly Vulnerable Tribal Groups (PVTGS), women headed families, elderly persons, People living with different abilities (PwDs), minority groups and people living in extremist affected areas, hill terrains (hard to reach areas), trafficked women, people engaged in unhygienic occupations (ex-manual scavengers), transgender, HIV/AIDS+ persons and their families, families with one or more persons suffering from chronic illness etc. Master s Degree or equivalent in any relevant subjects Minimum 10 years of relevant work experience of conceptualizing, planning, implementing in large scale social development/community development/poverty alleviation /Rural development/local governance programs in various states Relevant work experience of conceptualizing, planning and implementing the inclusion of PWDs, Elderly, PVTGs and other vulnerable communities within large scale social development/ community development/ poverty alleviation / Rural development/ Local governance programs in various states Good participatory training and facilitation skills with proven ability and experience in delivering trainings in Hindi/English, development of modules, manuals and kit etc., Able to Line up and partner with appropriate and competent Technical Support/Resource Agencies Proven skills on going and mentoring trainers as well as field staff Excellent reading, writing and communication skills Having experience of designing participatory trainings and capacity building modules and materials in the areas notified Having a comprehensive understanding on NRLM processes and activities Willing to travel extensively across the states or the country even sometimes in short notice Theme: Food, Nutrition, Health & WASH (FNHW): 5. Resource Persons empanelled under FNHW need to work on capacity building of State Rural Livelihood Mission Staff, develop State and Block Level Trainers specifically in the areas of maternal, child and

6 adolescent health and nutrition and WASH, Engage with relevant State Government Departments and advocate convergence, and Contribute to policy level and programmatic level research. They shall also need to travel to remote areas to support the capacity building of community cadres by the State and Block Level Trainers. Master s degree in Medicine / Paediatrics/ Community Medicine/Nutrition/Public Health/Social work Relevant Graduate / Postgraduate degree in Water and Sanitation Engineering Minimum 10 years of relevant work experience, especially with rural communities. Preference will be given to the candidates who have experience of working with State Rural Livelihood Missions Good participatory training and facilitation skills Proven ability and experience in delivering trainings in Hindi/English/regional language Experience in development of modules, manuals and kits etc. Proven skills in mentoring, handholding and counselling Theme: Monitoring and Evaluation (M&E) -6 Resource Persons empanelled under M & E and will engaged in data analysis f data analysis, well versed with usage of statistical tools, conduct thematic studies, pilot studies, preparation of quarterly report, annual report, analysis of progress on given parameters in accordance with the approved targets Master s degree in Social Work, Rural development, Statistics etc Minimum 10 years of relevant work experience, especially with rural communities. Preference will be given to the candidates who have experience in conducting thematic studies, data analysis, pilot studies and preparation of quarterly and annual report. Having good documentation skill Proven ability and experience in delivering trainings in Hindi/English/regional language Theme: Knowledge Management and Communication (KMC): 7 DAY-NRLM is in its 6 year of implementation have successfully implemented core activities in the States using a core strategy community-to-community learning process. These processes and success stories need to be captured and documented. UPSRLM has initiated collection and documentation of best practices and success stories in the form of write up and films. Good quality documentation of the best practices, success stories and relevant videos and films are required in large numbers. The empanelled pool of State Resource Person is expected to develop success stories from the ground. These National Resource Persons should be documentation experts, journalists, news editors, content managers and film makers etc. Who can work closely with the State Missions and document

7 various success stories within the NRLM framework bringing in individual and group bases success stories. Master degree in Mass communication, Media Management, Social Sciences with diploma or certificate in videographer would be preferred Minimum of 10 years working experience in the field of mass communication Knowledge management skills Strong documentation skills with special focus on case study and video documentation Excellent reading, writing, articulation and communication skills in Hindi and English Having comprehensive understanding on NRLM processes and activities Willing to travel extensively to remote areas Ability to build partnerships with agencies having innovations in KMC domain e.g. folk media, new media, community radio etc. Candidates should have proven videographer/photography/technology skills Theme: Animation Development /web / app developer/ digital and social media marketing 8. To pursue this intention, the UPSRLM publishes a wide range of audio visual based learning materials and development of mobile and web-based application development. UPSRLM is planning to contract a Graphic Designer/app developer/web developer, digital marketing expert, animation developer for production of animation-based clips, mobile based application development, web development on an on-call basis, to help the office meet its growing need for quality design, app and web development, animation film development related services. The successful entity will provide technical support to the Mission Communication and Knowledge Management section in designing of various product such as web /app development, animation film, digital marketing campaign etc as per the need of UPSRLM on time to time. Degree / diploma in relevant field such as digital and social media marketing, animation development, web development, mobile based application development etc. Minimum 5 year experience in relevant filed as mentioned above. Having experience and able to handle the assignment related to animation development/app development / web development, social /digital marketing media campaign independently. Equipped with tool, technologies, software, laptop, Camera etc Able to customized his/her previous experience in assignment/task/activities related to emerging need of the mission. Implement the graphic guidelines in all UPSRLM communication products; Deliver creative and innovative ideas for print, electronic, web-based and animated presentations. Design and lay-out of reports and other products: Design of reports and other communication materials for printing and electronic distribution; Improve and edit art-work, photos, charts and other graphic elements; Layout and design information and communication materials (banners, posters, booklets, leaflets, books, calendars, bulletins, flyers, cards)

8 Create animations for illustrative purposes such as animations, presentations and more advanced solutions (design of CD/DVD packaging, graphic digitalization); Custom photo editing (restoration, noise reduction, tonal adjustment) Deliver creative graphic and technical solutions for use of new media (virtual 3D, words/boxes, postcards) General Competencies: Extensive experience of working with rural community especially women on various development issues Having a comprehensive understanding of UPSRLM/ NRLM processes and activities. Displays cultural, gender, religion, race, nationality and age sensitivity and adoptability. Ability to deal with team and have conflict resolution skills. Able to deliver ToR /Task based assignment independently. As trainer has organize and implement various training program on relevant issues Excellent reading, writing and communication skill. Working knowledge of MS Office. Responds positively to critical feedback and differing points of view. Also solicits feedback from staff about the impact of his/her own behaviour. Note: Relaxation in academic qualification will be given to experienced candidate (retired Govt officials / renowned professionals) in above mentioned domains. The engagement of Resource Person with UPSRLM will be purely on need basis. Resource person will be paid honorarium (per day basis), travel, lodging and boarding facility will be as per the approved norms of UPSRLM based on services provided by them. Preference will be given to candidates having experience of working in Uttar Pradesh, engaged as part time / freelance professionals, empanelled with other organisations, agencies and have exposure of NRLM/UPSRLM / SHG movement.
