2 INTRODUCTION Foreword from the Chief Executive As we celebrate our second successful year of operation it is important to reflect on the successes of the year in terms of organisational performance and product development. This document highlights just some of the key achievements accomplished by the Skills Academy during this period. One of our main priorities for this year has been the development of the Nuclear Skills Passport which is on target for roll out early Our Jean Llewellyn vision and the underlying purpose behind the skills passport is to develop and sustain a qualified, mobile workforce with transferable skills that enable career progression in a world-class nuclear industry. Many countries have looked at developing and implementing a similar concept to the Nuclear Skills Passport, but all have realised the huge challenge of developing and agreeing such a complex national system and have not progressed it further. By taking this innovative and forward step the UK is positioning itself as a world leader in this aspect of the Nuclear Industry- a truly world class approach! The Nuclear Skills Passport is one example that proves that by putting employers at the forefront of skills development for their sector, and working with them on their specific needs just how much can be achieved in so little time has been another challenging and exciting year, which has seen growth in all areas of the Skills Academy, our dedicated team, the Employer Member network and the High Quality Provider network are all going from strength to strength. We are very fortunate to have forged such excellent supportive relationships with Cogent SSC, Trades Unions, Government departments, NDA, HSE and other stakeholders. Our excellent relationship with the nuclear community is what really drives the Skills Academy and without the time, expertise and commitment of our Member organisations we would not be where we are today. Steady growth in 2009 takes the provider network to a total of 30 covering the whole of the UK. 6% 9% Employer Contributions Provider Contributions Community Apprenticeships The Community Apprenticeship scheme The Community Apprenticeship scheme, funded by the NDA is an essential programme for affecting an increment of Apprentices in the Nuclear Supply Chain, by providing a wage subsidy to enable smaller companies to take on this much needed additional resource. During 2009, the scheme celebrated 38 new Community Apprentices to the Nuclear Supply chain. This brings the total number of Community Apprentices operating in the Nuclear Supply Chain to 75, marking an achievement of the NDA objectives for the funding supplied. Alan Scott, Nuvia s Department Manager, Decommissioning Projects explains: The Scheme is working well so far and the fact that it s nationally recognised and managed by the National Skills Academy for Nuclear gives us confidence that the route we re taking will work. 4 EXPENDITURE 2008 TOTAL EXPENDITURE 2,507K 39% 39% 19% 19% 9% 6% 3% 3% 24% Staff Costs Marketing Nuclear Skills Passport Community Apprenticeships Energy Foresight Other Costs Electrical Energy Production and Distribution: are the subject of this innovative CD-ROM offered via the National Skills Academy for Nuclear as part of its portfolio of products aimed at supporting the uptake of science and technology skills. The interactive resource is aimed at Key Stage 4 students studying the QCA National Curriculum for Science. The programme includes full training for teachers using the resource. In 2009 the project has achieved its target of providing training to over 660 teachers.

5 Award for Nuclear Industry Awareness Rolled out in 2009, the Award for Nuclear Industry Awareness has been designed with industry involvement to provide people who are embarking on a career in the nuclear sector with a foundation level of understanding of the industry and its specific requirements. The course includes History, Site Licence, Security, Behavioural Expectations and Stakeholders of the Nuclear Industry Fundamentals of Nuclear Physics, Radiation Hazards, Detection, Safety Culture, Emergency Procedures, Control of Contamination in the Nuclear Industry Electricity Generation, Defence, Fuel Cycle, Waste Management, Environment, Decommissioning, Emergency Procedures for the Nuclear Industry The Award marks a first for the Skills Academy, as it is the first e-learning package to be developed. This has also led to the creation of the Skills Academy e-learning Portal, which will host additional courses as the e-learning offerings develop further. The Award is also available via the Skills Academy Quality Provider Network, allowing learners to choose the training style which meets their needs. Passport The Nuclear Skills Passport has been developed and is ready for roll out early Developed in close collaboration with Nuclear employers the Nuclear Skills Passport will be stated as Highly Desirable in Members Supply Chain tenders. It will become a key differentiator in contractor selection. The system comprises of 5 key elements; The development of nationally recognised skills, competences and training standards for the Nuclear Industry A learner database that provides a registry of training records for individual passport holders. The facility is also available to generate a skills passport card. Datasets that describe job roles, industry training standards and the Skills Academy High Quality Provider network. Benchmarking and signposting tools to support upskilling skills gap analysis against Job Context role profiles, with signposting to training provision to meet the gaps identified. A reporting suite that generates statistics at industry, regional and corporate levels. The Nuclear Skills Passport is the key tool for supporting excellence across the sector and will be the main vehicle for implementing an agreed bar level of entry for new workers. The bar level will ensure that sector workers and the Supply Chain have a basic awareness and understanding of working in a nuclear environment and the massive safety implications and considerations that affect every worker. This level consists of; Basic Common Induction Basic Nuclear Industry Context Basic Nuclear Behaviours

6 LEVERAGED FUNDING TO DATE Engineering Skills Centre The NDA has contributed 2m to aid with the development of a 7.2m Engineering Skills Centre to further enhance North Highlands College, this will be the Northern Scotland s flagship of the Skills Academy. During the development and design phases, the Skills Academy worked closely with the College and employers to ensure that this new facility will meet their needs. This has resulted in a design which will enable students to be taught in a work like environment and ensure that there is a step change in the delivery of training programmes. The project is on schedule for the completion of construction by the end of 2010, with the first intake of students scheduled for August m ENERGUS - Cumbria Energy Centre - Somerset Engineering Skills Centre - North Scotland Springfields Training Centre - Preston Bursaries Community Apprenticeship Scheme Government Employer Funding For Training 7.7m 0.2m 0.105m 2.037m 0.234m ENERGY CENTRE 2.25m LSC funding has been accessed by the Skills Academy for a 7.7m Energy Centre in Somerset. The Energy Centre will be the Southwest flagship delivery centre for the Skills Academy. The development will provide high quality specialist training facilities in science, engineering and specialist construction to meet industry standards for a skilled, competent and safe nuclear workforce. The facility will be managed and operated by the Southwest Hub- Bridgwater College. 20m The Building is expected to be completed in 2010.

7 ENERGUS ENERGUS is the Northwest Regional flagship delivery centre for the Skills Academy. Reflecting the ethos of the Skills Academy, ENERGUS will be a world class centre for the provision of vocational skills excellence, spanning both further and higher education for the nuclear industry. ENERGUS, in Workington, Cumbria was officially opened by Ed Miliband MP, Secretary of State for Energy and Climate Change on the 19th June The centre is the first capital build project invested in by the Skills Academy, and is expected to provide Skills Academy Quality Assured training to up to 250 apprentices and a range of industry programmes featured on the Nuclear Skills Passport. BURSARY AWARDS Using funding from the NDA and Serco, the Skills Academy has been able to grant a total 78 student bursaries over three rounds. The scheme is aimed at attracting a broader mix of new entrants into the Nuclear Industry and into the wider Science and Technology agenda; Paul Hughes - Bursary awarded in support of MSc in Systems Practice with the Open University The bursary provided by the National Skills Academy Nuclear has enabled me to embark upon a course of study which would not be possible otherwise. Postgraduate study fees can be very costly and my course is no exception. The financial burden of further study was not very appealing when other demands on my wage were counted - cars, insurance, mortgage etc. The first-class support provided by the Skills Academy has allowed me to draw up a manageable budget and having this backed by such a well recognised organisation gives me a greater confidence in my ambitions. Historically, the nuclear industry has had a mixed publicity, however with support schemes such this being available across the entire sector, it's easy to find the opportunities available.

8 Joanna Woolf Chief Executive of Cogent Sector Skills Council: The Skills Academy is playing a pivotal role and has made tremendous progress over the last two years of operation. Its network of high quality providers continues to provide a much needed, strong training delivery mechanism that operates right across the industry. The development of its industry-backed Skills Passport brings a ground-breaking approach to skills development; ensuring that sector employers continue to have a highly qualified, mobile workforce with much needed transferable skills. The Skills Passport is underpinned by Cogent s sectorwide Nuclear Industry Training Framework which includes all the Nuclear Job Roles and the qualifications and industry standards relevant to the industry. All of this work has been shaped by industry for industry. We look forward to developing this continued synergy with the Skills Academy in support of a workforce and an industry confident of its place in both the UK s energy supply and in the wider global economy.
