1 Government of Jharkhand Rural Development Department (Jharkhand State Livelihood Promotion Society) Walk In Selection For Full - Time Short Term Consultants To Support Various Domains Under JOHAR Project Jharkhand State Livelihood Promotion Society (JSLPS), is an agency created by Rural Development Department, GoJ for livelihoods enhancement of rural poor in the state. The society is implementing Jharkhand Opportunities for Harnessing Rural Growth (JOHAR) with financial assistance from the World Bank. This project is being implemented in 68 blocks spread over in 17 districts of Jharkhand. For more details please visit At present, JSLPS requires full time short term consultancy services to support various domains under JOHAR project. For this purpose, Walk-in-Selection process is herewith announced with following details. No application shall be accepted after registration time. Venue: Saptrishi Seva Bhawan, Near Satranji Bridge, Tupudana, Ranchi Jharkhand, India Selection Process will start from AM onwards. This may extend to next or other day depending upon number of candidates appearing for the selection process. All interested candidates appearing in selection process must be ready for this. Important Instructions: 1. All above Consultant position is purely on contractual basis for 6 months as per the Consultant Policy. Numbers of position may increase or decrease based on requirement of the project. 2. Further details regarding eligibility criteria (Education as well as Experience), selection process & reservation cut off for each level of selection is also uploaded on Candidates appearing for the above position/s must read it carefully. Only bona fide candidates meeting the eligibility criteria may appear for Walk-In selection process. The candidates who do not possess relevant educational qualification and experience may not apply for any of the above positions. 3. The selection process will include Written Test, Presentation/GD and Personal Interview. 4. Written test for all advertised positions will be the base for shortlisting for next stages of recruitment. 5. The reservation benefits will only be available to the residents of Jharkhand. For the purpose, valid domicile and caste certificates must be produced at the time of selection. 6. The services of District Consultants may include certain tasks and responsibilities at State Level as well. 7. The Candidate has to carry following documents (original as well as self-attested photocopy) at the time of Walk- In Selection Process: a. Filled CVs in prescribed format, available on JSLPS website, address as mentioned above. b. All Educational / Academic Certificates. c. All Experience Certificates (Relieving and Experience Letter from all previous employers. Appointment letter of current employer). d. Valid domicile and caste certificates for availing reservation benefits. e. Aadhar card/driving Licence/Voter ID or other relevant photo Identity Proof. f. 2 passport size recent coloured photograph of self. 8. No TA/DA will be given to candidates for attending the Walk-In selection process. 9. JSLPS reserves all right to cancel the selection of advertised consultant positions at any point of time.

Experience should include being engaged in programme implementation role. Experience of working with poor s institutions and government systems would be given preference. Skills Required Computer Skills Excellent working knowledge in MS Office environment. Language Skills Very Good writing and oral skills in both English and Hindi. Other Skills and Knowledge Knowing Government system & its functioning, development policies and good understanding of Jharkhand s development priorities would strengthen the candidature. Ready to be located anywhere in the state as per programme requirement and decision of the JSLPS management. Consultancy Fee: Starting from Rs. 25,000 and may go up to Rs. 35,000 per month purely based on qualification and experience. No Other benefits will be extended.

3 Roles and Responsibilities: Specific Duties and Responsibilities include, but shall not be limited to the following: Work under the guidance of State Project Coordinator to ensure implementation of all components under Agri Finance domain related to credit. Develop credit plan around crop planning and working capital of producer collective Assessing the overall demand of credit for meeting the production related credit requirements of individual producers and producer collectives in agricultural and allied sectors Developing detailed annual and seasonal credit demand fulfilment plans for meeting the formal credit needs of individual producers and their enterprises under the three pathways identified for channelizing credit from FFIs. Presenting the annual and seasonal credit demand fulfilment plans to a cross-cutting group of JOHAR led by the Project Director and finalizing these plans based on inputs from the group Escalating gaps and constraints in meeting production related credit requirements of individual producers and their enterprises (under the annual credit fulfilment plans) Undertaking operational measures in collaboration with Regional Project Officers to ensure supply of production related credit to individual producers and their enterprises as finalized under the annual and seasonal credit demand fulfilment plans ganizing the creation, updation and maintenance of a database of all the individual producers and producer institutions availing credit from FFIs under the three pathways identified for channelizing credit from FFIs. Monitor outputs with regards to provision of formal credit for meeting the production related credit requirements of individual producers and their enterprises Sharing feedback and technical inputs (to State Coordinator Financial Services to Agriculture & Allied Sectors) on the delivery of formal credit products / services by FFIs To support the district and block teams in opening of the accounts of PGs and PCs being formed in the project and support them in accessing required payments and collection services from financial institutions. To support the district and block teams to releasing support grants to producer companies formed under JOHAR.

5 Roles and Responsibilities: Work in close coordination with the Project Manager Fisheries and Manage the following fishery sub-component activities at district Level: o Manage project budgeting planning at district levels o Prepare district input for project six monthly reporting o Manage district project monitoring and aggregation of necessary data form Thematic Block Coordinators and AMM for reporting o Provide supervisory advice on the fishery activities to JOHAR thematic Block Coordinators o Provide advice and approve the funding plan for block PGs o Coordinate the development of the detailed district fishery sub-component annual work plan in close collaboration with JOHAR thematic Block coordinators Coordinate District need for convergence with DOF programmes o Supervise the activity of the Aqua-support Centre o Coordinate on the District/PG spawn and seed requirements from DOF o Coordinate on the District/PG training requirements from DOF o Arrangements and supply of DOF supply of spawn, seed, nursing feeds o Coordinate arrangements for Pilot demonstration projects Provide District level supervision on: o The targeting and identification of project target groups o The District level implementation of the JOHAR fisheries programme o Contracts and activities of NGO/TSA at district level o Monitor technical quality of District project training (under DOF or contracts to NGO/Service Provider) Plan and manage the identification of SHGs for organization into JOHAR fishery PG. o Identify of SHGs with access to suitable water bodies and interest to take up fish culture o ganization of the identification and orientation of Matsya Mitras o Mapping of other relevant programmes where water bodies and groups can be supported for fish stocking /culture Supervise the identification and mobilization of Ajeevika Matsya Mitras o Identify of new Matsya Mitras o Manage monthly meetings with AMMs o Arrange training and strengthening of Matsya Mitras in target blocks for fisheries activities Any other duties assigned by the project authorities

7 Roles and Responsibilities: Specific Duties and Responsibilities include, but shall not be limited to the following: Work under the guidance of Project Coordinator to ensure implementation of all components under Skills domain. Implementation of the Skills & Jobs component of JOHAR project in the designated region, districts/blocks of Jharkhand with time bound and clear efficiencies. Develop strategies, policies, systems, protocols, practices as required for skilling in JOHAR including selection and skill training of Agriculture & allied service providers and micro enterprise service providers. Develop and finalize Agriculture cadres and micro enterprise development skilling plans (strategic and implementation) and manage project budgeting planning at district levels Monitor and ensure timely, within budget and quality of skilling for carders training and entrepreneurship development and enterprise development Assist in the preparation of the six-monthly project report Coordinating with TSAs related to Skills domain Ensuring assessment and certification to all service providers with help of TSAs and managing their data base Develop a project monitoring system capable of collecting necessary data for the JOHAR M&E program Provide technical supervision and ensure technical quality of training of cadres Motivate and build micro enterprise development skill team and promote innovation Conducting state level monitoring and periodic review of the entire implementation plan. Identify issues, seek support or facilitate innovative solutions. Any other duties assigned by the project authorities
