1 JOB DESCRIPTION & PERSON SPECIFICATION JOB INFORMATION Post Title: Innovation Campus Manager Salary Range: Civil Service Grade 6 ( 54,310-65,080) Mode: Full Time Directorate: Defra Commercial Location: York Region JOB DESCRIPTION 1. Purpose To have overall responsibility for the operation and commercial development of the National Agri-Food Innovation Campus, York; a Defra owned science laboratory site housing the Food and Environment Research Agency and other public and private sector tenants. The post holder will be the dedicated, on-site, senior management resource to oversee the operation and development of the Innovation Campus. The successful candidate will have a proven track record of leading similar projects, probably in a Science Park or similar, at a senior level. They will have had experience in co-ordinating, promoting and marketing such facilities, as well as involvement in innovation, possibly at the interface of academic and SMEs in areas relevant to the Food and Environment Research Agency. Financial acumen will be essential as will the ability to work with local development partners such as the Local Enterprise Partnership and local councils. 2. Main Duties and Responsibilities To devise and implement business development strategies that focus on: Growth of the occupancy through promoting current occupier growth and attracting new business. Development, marketing and delivery of profitable services and facilities for occupiers and other customers. Development of the use of the on-site conference centre Development of the site s property asset base, including the use of innovative funding and development vehicles.

2 Maintain and enhance the Defra s and the site s profile in the local, regional and national economic development community. Enhancement of Defra asset values through recognition and development of the market rental premium for the site. Supervise the site on a day-to-day basis in conjunction with the Defra Estates team and FM provider, and ensure all statutory responsibilities of the required of the site are managed. Take leadership of the plans for expansion/development of the site and manage the successful implementation of major development projects on the site. Prepare regular management reports and presentations as required for the Commercial Department of Defra. Ensure that all necessary financial and administrative management information is maintained to keep effective control of activity and to monitor performance. Build internal and external networks for the benefit of the business objectives and expansion of both the site and the occupiers related activity, including the LEP and the University of York. Develop appropriate community links both personally and for the site in accordance with the Defra s policy and aims. Engage with appropriate local, regional, national and international bodies, representing the interests of Defra and the site with the highest professional standards at meetings, seminars and other events. Publically promote, internally and externally, the achievements and positive performance of the site so as to enhance its reputation and image. Management of tenancy matters including tenant selection to agreed criteria, negotiation of leases within a framework, dealing with tenants problems and queries, ensuring the payment of rents on time and facilitating the general ambience of goodwill around the site. AND such other duties as are within the scope of the spirit of the job purpose, the title of the post and the responsibilities of a Campus Manager.

3 3. Reporting The role will report to the Defra Deputy Commercial Director 4. Line Management Responsibility 3 on-site staff direct reports. 3 Defra Estates staff indirect supervision also on-site. 5. PERSON SPECIFICATION ATTRIBUTES ESSENTIAL ADVANTAGEOUS Education/Qualifications Educated to degree level standard or equivalent Built Environment professional qualification e.g. RICS or Business/Accountancy qualification e.g. MBA, CDipAF or Marketing qualification or Project management Experience (Paid and Unpaid) Job-related skills/aptitudes Interpersonal skills Experience managing large government/ commercial operations or similar. Experience of working in a science based/hightech. environment. Good working knowledge of financial management techniques, procurement and financial procedures. Familiarity with laboratory requirements Negotiating skills Ability to work on own initiative whilst contributing as a member of a team Strong communication and influencing skills (orally and written) Good interpersonal and networking skills Ability to work under pressure To be personally well organised and able to prioritise workload To be flexible in approach to working hours qualification Commercial business experience. Experience of partnership working within public sector organisations. Business incubation Marketing knowledge Science or Innovation park development and related management skills Familiarity with UK property law Member of external trade/interest organisations. Delivering presentations. Leadership training/qualification

6 Other Requirements Full, clean driving licence and/or access to private transport due to travel involved. The role may require the post-holder to spend one day a week in Central London. Living within reasonable commuting distance of Sand Hutton location.
