3 THE POSITION Douglas Shire Council is seeking a Coordinator Civil Operations. The main requirement of this role is to provide support to the Manager Infrastructure in overseeing, developing and providing capital and maintenance services to the Shire s customers. Key Duties and responsibilities will include; Supervise the establishment, maintenance, development and coordination of operational maintenance programs for civil infrastructure, fleet and stores. Supervise, lead, motivate and manage staff. Assist in the preparation of Civil Operational Maintenance budgets. Essential Skills include; Bachelor of Engineering (Civil) Experience in the delivery of quality and timely road and drainage maintenance and construction services in a Local Government environment. Experience in financial control including the ability to prepare estimates and budgets. Commitment to Workplace Health and Safety. Team fit will be critical to success in this role. 4 ABOUT THE ORGANISATION The Douglas Shire Council is represented by the Mayor and four Councillors and managed by the Chief Executive Officer in accordance with the Local Government Act and various other Acts and Regulations. The staff complement is approximately 160 with an annual operational budget of $44M. 5 DOUGLAS REGION INFORMATION Background The Douglas Shire covers an area of 2,445km from north of Ellis Beach in the south to the Bloomfield River in the north. The economy of the shire depends mainly on tourism, with 1.2 million visitors annually exploring our many natural wonders, and agriculture of sugar cane farming and processing. Douglas is home to around 11,000 residents. Around 70% of Douglas residents live in the two main population centres of Port Douglas, the main tourist focus, and Mossman, the administrative, service, agricultural and industrial hub of the region. Shire Map Other principal urban centres include the beachside communities of Wonga, Newell and Cooya. The remaining residents live in small, decentralised communities scattered along the 100km stretch of coast road; tucked into the rainforest or in small rural townships in the valleys of the Shire s hinterland. Aboriginal and Torres Strait Islander people represent the largest minority cultural group in Douglas with 8.4% of the population compared to 3.6% of the overall population of Queensland. 5

6 Today, 29.4% of the population of Douglas was born overseas with 9% from north-west Europe, 4.4% from Oceania and between 1 1.5% from each of southern and eastern Europe, south-east Asia and the Americas. The Douglas Shire has a slightly younger population than that of the State in general and a higher proportion of families with young children. As a result of its substantial rural and decentralised communities, the Douglas Shire has a comparatively large number of schools with small student populations. According to the most recent census figures, the region s employment participation and number of adults with post-school qualifications is higher than the percentage for Queensland but the number of youths engaged in work or study is less than the State average. Around 35% of the Shire s employees work in the retail, accommodation and service provision industries compared to 18% across Queensland illustrating the depth of the Shire s dependence on tourists. Assessing Applications Initial interviews Leading Roles will review all applications received and identify suitable candidates to conduct initial interviews with. These interviews will be conducted by Leading Roles via an online web conference or by telephone. We will assess your application against Council s Selection Criteria as detailed in the Position Description in these initial interviews. Shortlisting and Council Interviews Council will determine a shortlist of suitable candidates, and will arrange interviews with Council s interview panel, depending on candidate and council staff availability. The interview panel will consist of 2-3 members of council staff. Council may elect to include a nonvoting panel member for assessment of technical competency. Council may require their preferred candidates to undergo psychometric assessment to assist in understanding the candidate s fit for the role and organisation, working preferences and attributes. Following selection of a preferred candidate Council may require a number of further checks including reference checks, criminal history checks and medical assessments. 7

10 ATTACHMENT 1 GENERAL CONDITIONS OF EMPLOYMENT POSITION: 340 Coordinator Civil Operations LOCATION: Mossman Works Depot, Mossman AWARD CLASSIFICATION: Queensland Local Government Industry (Stream A) Award State 2017 SALARY: $$119, $127, per annum. Level on appointment will be dependent on qualifications and experience. LEAVE: Five (5) weeks annual leave and fifteen (15) days sick leave per annum. Annual Leave Loading applies. A nineteen (19) day month as per agreement SUPERANNUATION: Contributions to Superannuation, membership of the Local Government Industry Award (LGIA) is available on appointment at the appointee s election, or compulsory on completion of twelve (12) months service. Contributions - employee 6% of salary, employer 12% of employee s salary. Employer contributions 9.50% of employee's salary if you choose not to contribute within the first twelve (12) months of employment. A medical examination may be required. 10

11 ATTACHMENT 2 POSITION DESCRIPTION Position No: 340 Last Updated: January 2019 POSITION: Coordinator Civil Operations DEPARTMENT: Infrastructure UNIT: Civil Operations ORGANISATIONAL RELATIONSHIP: Reports to Executive Manager Infrastructure Coordinator Civil Operations leads the team in conjunction with other coordinators within the Infrastructure, officers from other sections within Council, external contractors, external agencies and the public in general. Supervise all officers employed within the Civil Works Unit, Fleet Services and Stores; including other temporary and permanent positions and contractors (internal and external) and other temporary positions appointed from time to time. AWARD CLASSIFICATION: Level 9 CONDITIONS OF EMPLOYMENT: Queensland Local Government Industry (Stream A) Award State 2017 Commitment to Council s policies, procedures, Enterprise Bargaining Agreement and other legislative requirements in relation to Best Practice, Equal Employment Opportunities (EEO), Anti-Discrimination and Council s Code of Conduct. HOURS OF DUTY: Nominal hours per week, 19-day month as per agreement. DELEGATIONS: Delegations as per the Delegations Register. PRIMARY OBJECTIVES OF THE POSITION: To lead Council s Civil Operations Unit; This senior position within the Infrastructure Department i s responsible for supporting the Executive Manager Infrastructure in overseeing, developing and providing a comprehensive professional and responsive capital and maintenance services to the Branch and the Shire s customers in line with the strategic objectives; particularly in relation to asset maintenance and management; To supervise the establishment, maintenance, development and coordination of operational maintenance programs for civil infrastructure, fleet and stores. KEY DUTIES AND RESPONSIBILITIES: Duties and responsibilities include but are not limited to: Manage civil infrastructure and fleet in accordance with agreed asset management standards; Provide input into asset management planning as it relates to civil infrastructure and fleet services; Oversee and assist with the preparation and compilation of the Civil Operations annual Operational Maintenance Budget; Represent Civil Operations at public meetings and on Council Committees; Lead the Civil Operations Unit during disaster management actions; Supervise, lead, resource, motivate and performance manage staff within the unit; Plan and organise the efficient, effective and timely delivery of maintenance and construction services; Develop sound professional responsive customer focussed working relationships with both internal and external customers to achieve a positive outcome for the Council; Exercise effective financial control of maintenance services and capital projects to ensure that services are delivered in accordance with budgetary constraints; Prepare estimates to undertake maintenance and construction projects; Program and allocate resources to ensure the efficient delivery of maintenance services; Undertake Road Maintenance tasks on the Department of Main Roads assets, in consultation with the Road Maintenance Performance Contract Supervisor and in accordance with requirements of the Contract; 12

13 Develop renewal programs for fleet services, including whole of life asset assessments, maintenance management and disposal procedures; Provide on the job technical assistance and training to Supervisors and Gangers; Liaise with other Council sections and external agencies on matters related to maintenance activities; Ensure all works are carried out in an environmentally sensitive manner in accordance with Statutory and Council requirements; Ensure all works are carried out in a safe manner in accordance with Statutory and Council requirements; Ensure all corporate information is captured within Council's business systems adhering to Recordkeeping policies and procedures. SELECTION CRITERIA: Essential: Qualifications Bachelor of Engineering (Civil). Current motor vehicle (Class C ) Driver s licence. Knowledge, Skills & Experience Demonstrated skills and proven success in the delivery of quality and timely road and drainage Maintenance and Construction Services in a Local Government Environment; Highly developed organisational skills including a demonstrated ability to effectively plan, program, organise and schedule a multitude of diverse and complex tasks and projects; Demonstrated skills in financial control including ability to prepare estimates and budgets, determine unit rates, monitor job and budget expenditure and prepare budget reports; Advanced skills in using Council s computer network to achieve required outcomes. In particular Microsoft Word, Excel, Outlook, Project and electronic data management systems; An understanding of and commitment to Workplace Health and Safety, environmental responsibility, Native Title Legislation, quality assurance, equal employment opportunities and open communications. People Oriented Skills & Attributes Demonstrated effective people management skills specifically in the areas of staff supervision, leadership, 13

14 recruitment, training, motivation, team building and performance management; Demonstrated ability to develop sound, professional and responsive working relationships with a range of customers and Council Officers with an emphasis on communication, negotiation and on providing quality customer service. Desirable: Knowledge, Skills & Expertise Previous experience in Local Government; Ability to work independently and with minimum support; An understanding of relevant legislation pertaining to infrastructure management; Knowledge of key Workplace, Health and Safety management practices as they relate to local government s delivery of c i v i l a s s e t s. PERFORMANCE INDICATORS: It is expected the incumbent will: Develop and maintain a high level of satisfaction and quality of service within the community in relation to Civil Infrastructure services delivery; Provide quality expert advice to Council and the community in relation to Civil Infrastructure services; Successfully coordinate Council s Civil Infrastructure Team to achieve the performance indicators set down by the Corporate Plan, Operational Plan and the individual annual review plan; Successfully achieve the key duties and objectives of the Coordinator Civil Operations. Annual Performance Appraisals of all staff reporting directly to this position and the subsequent monitoring and review of the outcome of these appraisals. 14
