1 OPEN TO NATIONALS OF NATO MEMBER STATES ONLY STAFF VACANCY DIVISION: TITLE: International Military Staff Logistics and Resources Division Infrastructure & Finance Branch Staff Officer (Finance Budget) GRADE: A-2 Please note that the competition for this post will take place in Brussels and is provisionally scheduled for the end of May/beginning of June Post Context. A post in the Infrastructure and Finance Branch (IFB) in the Logistics and Resources (L&R) Division of the International Military Staff (IMS) which is responsible for the development of Military Committee (MC) agreed advice/input to resource policy, resource management and resource planning issues. The Staff Officer (Finance Budget) is responsible to the Section Head Finance (SHF) and supports all staff action for activities related to the Military Budget (BC) and for the activities related to finance and for coordinating the production and submission of the NATO Military Authority (NMA) input to the Medium Term Resource Plan (MTRP). 2. Principal Duties. Assisting in the development of Military Policy and Procedures on NATO commonly funded Operations and Maintenance requirements for the approval of the MC; Coordinating and maintaining close liaison on MB matters and the implications of proposed funding levels with the MB holders and other IMS divisions, the International Staff/NATO Office of Resources (IS-NOR), Resource Policy and Planning Board (RPPB) and national representatives; Monitoring NATO policy documentation and associated changes to ensure military planning compliance with higher policy; Preparing background papers and briefs on resource and finance matters on behalf of the SHF and attending preparatory sessions as required; Preparing timely, well-researched and fully coordinated papers, briefing notes and supporting documentation on medium and long-term resource planning and management matters for divisional leadership, MC and MC Working Groups (Resources) (MCWG(RES)) meeting;

2 Supporting the MB assessment for the NMA input to the Military Resource Annual Report to the Council; Supporting the organisation of Military Resource drafting workshop in order to provide military advice to the Council on military priorities, potential impacts and risk assessments of the projected funding levels for the MTRP and for the military advice for the Contribution Ceilings; Developing and maintaining working files, spreadsheets and financial models to support analysis and assessment of the budgetary impact of common-funded activities and to support analysis and assessment of the impact of the medium and long term common funded resource requirements; Contributing to the preparation of military inputs for continuous improvement of the alliance resource planning and coordinate as necessary with the IS and Branch Heads to ensure that IMS L&R remains fully engaged and a proactive proponent of resource reform; Liaising with Military Resource planners of the other NATO Bodies; Attending NATO budget, resource planning and management meetings as an alternate to the SHF. 3. Special Requirements and Additional Duties. Performing additional related duties, albeit in a different organisational element to which the individual normally works; Traveling both within and outside of NATO boundaries; 4. Essential Qualifications. Professional/Experience. At least five years experience related to the management of resources and programme management at a relevant level; Experience in the coordination and development of a wide range of dissimilar but interconnected functional areas; Good understanding of modern working methods and in-depth concepts of finance and resource management; Knowledge of NATO structure and its operations. Education/Training. University Degree (at least to ISCED level 6, categories 64 and 65, subcategories 5/6) in economics, accounting, business administration, public administration, finance or related discipline and 5 years post-related experience, preferably gained in more than one organisation or company in order to provide a broad knowledge and experience. Languages. Candidates must have a very good command of spoken and written English. The working language in the IMS is English and therefore candidates will be required to pass a one-hour multiple choice computer-based test in English at the required level as well as to demonstrate their abilities in the written test and interview. ADP Knowledge. Use of MS-Office applications in crucial to the effective and successful execution of daily duties. In-depth knowledge and advanced working user experience with Word, Excel and Outlook, and basic working knowledge of PowerPoint.

3 5. Desirable Qualifications. Professional/Experience. Proven experience in performing similar duties in an international organisation, comprising both military and civilian personnel (preferably NATO); Knowledge of NATO Resource Planning and management and budget policies and procedures; Maturity and tact, high energy, sound judgement, flexibility, and the ability to express oneself clearly and persuasively both orally and in writing; Education/Training. Post-graduate/Master s Degree/Post-Master s (to ISCED level 7, categories 74/75/76, subcategories 6/7/8) in public or business administration, economics or related discipline and/or professional accreditation in accounting; Attendance to the NATO Resource Management Education Programme at NATO School. Languages. A good command of spoken and written French. 6. Personal Attributes. Have awareness and good judgement of political and social sensitivities of the different NATO bodies, entities and Nations and be able to discern how their interests and responsibilities interact; Be able to interpret various regulations from different sources, provide advice and suggest possible courses of action, having taken due regard of political as well as operational views/effects; Possess a high degree of self-reliance, tact, sound judgement and flexibility; Have a sense of diplomacy, propriety and team culture in order to work harmoniously and effectively with colleagues and other staff at all levels, both military and civilian of various nationalities and cultural backgrounds; Be able to develop and provide guidance and courses of action to MC to ensure MB resource management is consistent with current direction; Be prepared to work long hours, often under pressure. Managerial Responsibilities In charge of one s own daily work priorities, mostly based on the finance domain battle rhythm and work schedule. This may influence the overall work priorities of other organisations and organisational elements. The work is conducted in close coordination with the other members of the Section and the Branch and, given the role of corporate knowledge, might be called in the direction, planning,

4 coordination and review of the team which will have to be adjusted and conducted in coordination with the other actors in the resources and financial domain. 8. Professional Contacts. Under the supervision of the SHF, provide financial and resource planning advice to DGIMS, Directors and staff and make recommendations for budget and resource management policy and process in accordance with the delegated authority. Routinely interface with individuals and organisations including the following; o Staff involved in resource activities throughout NATO at all levels, to provide advice; o Staff and Divisions within IMS, from staff officer level to Divisional Heads, to participate in meetings at flag level; o National representatives in the MCWG(RES), to provide Military advice and brief at the appropriate level; o May also have to provide Military views and proposals for change in working methods in BC, RPPB and with NOR. 10. Contribution to the Objectives. Provide consistent support and contribute to the IMS mission, ensuring: 11. Remarks. o IMS L&R engages proficiently in MCWG(RES), BC and RPPB discussions and can provide compelling arguments which results in military entities ability to compete for resources effectively; o The advice on the development of resource policy in NATO; o The IMS L&R representative is fully prepared and represented in the RPPB and BC; o The integration and coordination of a variety of data in order to ensure that military makes the best use of limited common-funded resources placed at its disposal. 12. The successful applicants will be offered a two-year definite duration contract which may be renewed. If successful candidates are seconded from a national administration, public institution or the armed forces of a NATO member state, they will be offered a two-year definite duration contract which may be renewed for a further period of up to two years.

5 Serving NATO international civilian personnel will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Appointment will be subject to the deliverance of a NATO SECRET security clearance by the national authorities of the selected candidates and approval of the candidates medical file by the NATO Medical Adviser. A written test will be held as part of the selection procedure.
