1 TERMS OF REFERENCE JUNIOR PROFESSIONAL OFFICER 5-1 I. ORGANIZATIONAL CONTEXT AND SCOPE The IOM Regional Office for the Middle East and North Africa, is one of nine IOM regional offices worldwide, covers Algeria, Bahrain, Egypt, Iraq, Jordan, Kuwait, Lebanon, Libya, Morocco, Oman, Qatar, Saudi Arabia, Sudan, Syrian Arab Republic, Tunisia, UAE, and Yemen. Across the region, IOM covers the full breadth of its programmatic areas, including movement, emergency and post-crisis migration management; migration health; labour migration and migration and development; countertrafficking and migrant assistance, including return and reintegration assistance for stranded migrants; immigration and border management; and migration policy and research. The Regional Office, specifically, possesses dedicated expertise in the areas of immigration and border management, counter-trafficking and migrant assistance, labour migration and migration and development, emergency and post-crisis migration management, and migration policy and research. IOM s objectives for the MENA region are to: Contribute to enhanced capacity, knowledge and dialogue on migration, migration management, and migration policymaking among States, civil society and other stakeholders in the region; Contribute to safer, protected, and regular migration, in full respect of the human rights of all migrants, and with a view to improving development outcomes of migration for migrants and societies in countries of origin and countries of destination; Contribute to improved preparedness for and responses to the migration dimensions of humanitarian crises, with a focus both on vulnerable mobile populations and affected communities. IOM works towards these objectives through its operations, direct assistance to migrants, support and technical assistance to governments, and research and advocacy.

2 High-quality, robust project development and project management procedures are essential for IOM s work and IOM s regional offices, as resources and support hubs,are at the forefront of assisting project development in country offices. Strong project development, monitoring and evaluation capacities are critical to enhance the impact of IOM s projects in the region, guarantee accountability to beneficiaries, governments and donors, and help IOM learn from past activities for the design and development of new projects and effectively manage the knowledge gained from its activities. A focus on results-based management and enhanced knowledge management are therefore IOM institutional priorities. III. COACHING AND LEARNING ELEMENTS As an integral part of the IOM assignment the Junior Professional Officer will: Gain experience in an international organization, in particular gaining understanding of migration governance in a multilateral context; Gain experience in working with governmental, non-governmental and United Nations institutions in the Middle East and North Africa; Participate in the development of programmes, projects, trainings and workshops related to different aspects of migration; Be exposed to the full range of migration issues and IOM activities in the region through the development, monitoring and evaluation of projects; Contribute to strengthening a result-based approach to all IOM activities; The Junior Professional Officer will be provided with regular feedback on his/her performance and progress, with special attention granted to goal setting and overcoming challenges. III. RESPONSIBILITIES AND ACCOUNTABILITIES The Junior Professional Officer will work under the direct guidance and supervision of the Regional Director for the Middle East and North Africa and in close coordination with Regional Thematic Specialists and Regional Liaison & Policy Officer in IOM s Regional Office for the Middle East and North Africa. Under the guidance and supervision of Regional Director for the Middle East and North Africa, the Junior Professional Officer s duties and responsibilities will include: 1. Act as a resource person on project development within the region, keep abreast on the development of new IOM projects, and funding opportunities; 2. Develop, and maintain contacts and networks with all IOM Country Offices in the region, and where relevant national Project Developers, to identify capacities and gaps on project development, monitoring and evaluation; 3. Support Regional Thematic Specialists in providing general guidance and support to Country Offices on project development, in line with the IOM Constitution, IOM Strategy and the Organization s policies, thematic guidelines and the IOM Project Handbook and any national and/or regional strategies and priorities; 4. Support Regional Thematic Specialists in the development of thematic regional and multithematic proposals; 5. Support the Regional Director, the Regional Liaison & Policy Officer and Regional Thematic Specialists in identifying IOM-relevant project opportunities based on national and regional needs and donor priorities; 6. Develop projects in countries where IOM does not have a Country Office, with support from the Regional Liaison & Policy Officer, Regional Thematic Specialists, and relevant departments and divisions in IOM headquarters; 7. Enhance effective IOM knowledge management at the regional level, including project tracking, data capture and analysis, and information sharing; 8. Enhance IOM results-based management at the regional level, including at the stage of project development, through monitoring and evaluation, and by supporting the Regional

3 Liaison & Policy Officer and Regional Thematic Specialists in ensuring results-based donor reporting; 9. Identify training needs and support training efforts on the IOM Project Handbook for IOM staff and key partners within the region; 10. Contribute to national and regional strategy development in close collaboration with the Regional Liaison & Policy Officer and Regional Thematic Specialists; 11. Any other duties that may be assigned by the Regional Director. IV. V. EDUCATION AND EXPERIENCE Completed university degree from an accredited academic institution in Political or Social Sciences, International Relations or Law. A minimum of two years of work experience in project development, project management, project monitoring and evaluation, and/or knowledge management. Advanced English writing, communication and negotiation skills. Computer/software literate, preferably knowledgeable in Microsoft Office, Adobe Acrobat and Photoshop with experience of maintaining a website. Experience of working in a multi-cultural setting VI. POSITION INFORMATION Position Title Position Grade Duty Station Reporting directly to Duration Junior Professional Officer Media and Communications Officer P2 Beirut, Lebanon Chief of Mission One year (1) with possibility of extension II. ORGANIZATIONAL CONTEXT AND SCOPE In preparation for deployment into the IOM field structure the Junior Professional Officer will initially work in Beirut for one year and conducting several site visits to IOM field offices in Lebanon. In line with the expansion of IOM Beirut activities under Syria Crises Response, and within it efforts to promote IOM in country with further visibility, the mission needs a specialist on Media and Communications who can cover our operations and activities with high level of visibility among our donors, UN, GoL and Partners. III. COACHING AND LEARNING ELEMENTS As an integral part of the IOM assignment the Junior Professional Officer will: Gain experience in an international organization, including management and international cooperation activities, as well as understanding the dynamics of international working groups; Be able to draft press releases, media reports and visibility materials; Participate in IOM relevant activities and liaise with programme managers to cover their activities; Gain experience in working with governmental, non-governmental and United Nations institutions in the region. 5 V. RESPONSIBILITIES AND ACCOUNTABILITIES The Junior Professional Officer will work under the direct guidance and supervision of Head of IOM Office (HoO) in Lebanon and in close collaboration with Media & Communications Department (MCD) colleagues in Cairo, Geneva, Manila, Washington, Bangkok and in the field, the successful candidate will contribute to the formulation and implementation of creative communication strategies to promote IOM and raise awareness of migration in the media and among the general public. The Junior Professional Officer s duties and responsibilities will include: 1. Gather, prepare and disseminate public information on IOM's Lebanon activities worldwide in written reports in English and French; 2. Write, edit and produce communication materials in English for IOM press briefing notes, press releases, the website and social media; 3. Provide editorial and technical assistance to other departments in all aspects of media and communications, including the development of promotional materials; 4. Serve as a spokesperson for the mission media briefings in Beirut and, if necessary during emergencies, in the field; 5. Strengthen links with national and international media to promote the work of IOM by providing high quality, professional responses to media enquiries related to IOM programmes and policies and, more broadly, on migration; 6. Liaise with relevant IOM missions and with the media relations and communication departments of partner organisations, primarily the UN, to promote IOM visibility; 7. Undertake duty travel as required to cover the field activities; 8. Perform such other duties as may be assigned. IV. EDUCATION Advanced university degree in Journalism, Mass Media Communications or Public Information or a related field from an accredited academic institution Two years of relevant professional experience;

6 Experience in international journalism, including coverage of international organizations; Excellent skills in drafting, editing and graphic design; Online communication and social media skills; High level of professionalism and ability to work under pressure and adhere to strict deadlines in a complex and fast changing environment; Knowledge of international agencies like UN an advantage. POSITION INFORMATION Position Title Position Grade Duty Station Reporting directly to Duration Junior Professional Officer Project Development and Reporting Officer P2 Tunis, Tunisia Chief of Mission One year (1) with possibility of extension II. ORGANIZATIONAL CONTEXT AND SCOPE In preparation for deployment into the IOM field structure the Junior Professional Officer will initially work in Headquarters (Geneva) for two months within the Project Development and Reporting Unit. Tunisia is a country of strong outward-migration pressure. The migration trends in the Maghreb region witnessed through the last decades a steady increase of labour migration driven essentially by push and pull economic factors. Labour migration in the country is often considered a livelihood strategy for migrant candidates seeking better solutions abroad, given the limited opportunities and constraints faced at home. As a result, Tunisia has an important migrant community, the major concentrations being in Europe. Tunisia has few good experiences with the management of labour migration of its nationals. There is definitely an evident need for developing adequate and organized schemes allowing for the improvement of youth migration, which is also part of the Tunisian Government youth employment strategy. Tunisian migrant community counts an increasing number of migrants both with professional background and highly skilled (such as engineers), and with a great variety of economic activities (such as businessmen), working in various fields and gaining more and more recognition in both their host countries and at the international level.

COACHING AND LEARNING ELEMENTS Upon completion of the one-year assignment, the candidate will: Acquire extensive theoretical and practical knowledge and expertise in a complex migration environment; Acquire knowledge about and contribute to current technical cooperation projects and in the field of developing projects; Acquire knowledge and experience concerning the links between migration and social and economic factors; Be able to prepare documents using the IOM logical and legal framework. Acquire knowledge concerning the functioning and programmes of international organisations; gain experience in inter-governmental co-operation; Develop a world-wide network of professional contacts, including national associations, international organisations, governments and researchers; Gain experience in working with governmental, non-governmental and United Nations institutions in the Middle East and North Africa; Have participated in and/or organized international meetings, seminars and conferences. III. RESPONSIBILITIES AND ACCOUNTABILITIES The Junior Professional Officer will work under the direct guidance and supervision of the Chief of Mission in Tunis, and under the thematic oversight of the Project Development and Reporting Division at IOM Headquarters (HQ). The Junior Professional Officer will be provided with regular feedback on his/her performance and progress, with special attention granted to goal setting and overcoming challenges. Based in Tunis, and under the direct supervision of the Chief of Mission and in coordination with the Head of Program Unit, the PD & Reporting Officer will be accountable and responsible for providing provide technical expertise to government counterparts and develop and implement IOM activities in the country. An important aspect will also be the support in formulating and developing project proposals on migration issues, focusing in particular on labor migration and Diasporas & development technical programmatic support to the reporting requirements, and facilitating the development and design of new projects/programs. He/she will conduct monitoring and reporting on projects and programs to be implemented in Tunisia and support the functions of the Emergency Preparedness and Response program through donor liaison, public information, resource mobilization and coordination with field staff. Program Development: 1. Identify, assist and monitor new project/programme ideas through consultation with the Government, other donors, UN agencies, international organizations and NGO s, and initiating development of new programmes in close cooperation with the relevant centralized / decentralized authorities and public/private entities; 2. Monitor projects under his/her responsibility and ensure that they are progressing according to plan; assist in project-related administration/financial management; draft memoranda, reports and other project related activities; 3. Assist in liaising with relevant government ministries and other migration

9 interlocutors; ensure cross-ministerial coordination on IOM project activities and proposals; 4. Assist the Chief of Mission in conducting meetings with representatives of potential donors for fund raising activities; 5. Collaborate and liaise with other IOM missions in the region relating to regional migration programmes, especially to develop synergies between IOM and other agencies initiatives in migration; 6. Prepare regular and special reports covering IOM's activities; prepare briefings and background information requested by the Government, donor(s), and other entities; 7. Participate in relevant inter-agency working groups and joint coordination mechanisms set up in partnership with UN system and the Tunisian government, more specifically: The United Nations Country Team (UNCT), The Common Country Assessment Working Group (CCA), the United Nations Development Assistance Frame (UNDAF) Working Group, The UN-AIDS Thematic Group, The Millennium Development Goals Thematic Group on Statistics, the Tunisian UN Joint Steering Committee. Reporting: 8. Manage IOM Tunisia s reporting requirements as advised by the Head of Program Unit, and Chef of Mission 9. Draft internal and external information materials (situation reports, presentations, press notes, newsletters, info/fact sheets, photobooks) based on active dialogue with various units, Program Managers, Heads of Sub-Office and relevant Divisions in Headquarters. 10. Keep track of the deadlines, follow up within the Program Managers, Regional Office (RO) and Regional Accounting Support (RAS) for the timely preparation, review and submission of interim and/ or final narrative reports to donors. Ensure these are in line with specific donor requirements, that they clearly discuss results achieved and that submitted copies are shared with relevant units (e.g. Public Information Unit). 11. Liaise with the Donor Relations Division (DRD) at Headquarters (HQs) and other stakeholders on external information sharing, reporting, liaison and outreach, and other donor-related matters. 12. Disseminate relevant information material in a timely and quality manner; leverage use of available IOM social media in coordination with relevant units in Tunisia, and Headquarters; 13. Assist in the planning, logistics and organization of weekly and monthly internal meetings as requested. This includes the coordination between program managers to receive their inputs after the meetings in order to create and finalize Notes for File (NFF) and Instruction documents. 14. Prepare for possible donor visits in coordination with the Sub-Offices and DRD. This includes ensuring that sufficient visibility and information/ communication materials are available; 15. Increase staff capacity to report on program activities and accurate document efforts and train field staff and implementing partners on communication strategies to enhance their community engagement and general programming; 16. Liaise with UN system agencies, government officials, donor representatives, national, regional and international institutions and NGO s, partners and stakeholders, on emergency response; 17. Work with national NGO s to build their institutional reporting capacity 18. Undertake duty travel relating to program development and assessment and liaison with relevant counterparts; 19. Perform such other duties as may be assigned.
