1 UNIVERSITY OF ELDORET The University of Eldoret is a public University with nine (9) schools namely - Agriculture and Biotechnology; Science; Environmental Studies; Engineering; Natural Resource Management; Education; Business and Management Sciences; Human Resource Development and Economics. It has over 20,000 students. The vision of the University is, To be a premier University that is globally visible in knowledge generation and technological innovations and a Mission of providing high quality education and training in science, agriculture and technology that promotes networking, partnerships and linkages with other institutions and industry. The University invites applications from suitably qualified and experienced individuals for the positions below: 1. FINANCE OFFICER JOB GRADE 15 - REF: UOE/ADM/FO/C/01/12/2018 Qualification The ideal candidate: - Must possess Bachelor s degree in commerce and a Master Degree (Accounting/ Finance) or equivalent from a recognised institution. Must possess CPA (K) or equivalent and be registered with ICPAK Must have at least ten (10) years working experience three (3) of which must have been in a senior finance position Shown merit and ability as reflected in work performance and results through the appraisal process Have continuous Management training lasting not less than six (6 weeks) Possess proficiency in Information and Communication Technology (ICT) Must have knowledge in procurement Show evidence of continuous professional development Page 1 of 8

2 Must be able to use relevant Accounting Software and ERP Should be familiar with all aspects of Financial Management, such as Budgeting, Project Accounting, Student Finance, Fixed Asset Management and Financial Reporting Duties and responsibilities To head the Finance department of the University and ensure effective accountability to the Vice-Chancellor or his/her appointee for proper management and implementation of activities in the Department Oversee operations of the finance department, set goals and objectives, and design a framework for these to be met. To ensure the preparation of the University annual budget and ensure that they are aligned with the University s Strategic plan. Analyse financial performance against key business metrics and document pertinent financial highlights that will enable management to determine progress against budgets. Identify, investigate, and analyse potential operational improvement as appropriate, based on findings; make proposal for operational changes (policy, procedures, processes, etc.) Provide financial reports and interpret financial information to Management while recommending further courses of action. Advise on investment activities and provide strategies that the University should take to maintain financial health. Develop trends and projections for the University s finances and conduct reviews and evaluations for cost-reduction opportunities. Liaise with auditors to ensure appropriate monitoring of institutional finances is maintained. Correspond with various other departments, discussing and agreeing on future paths to be taken. Performing any other duties and responsibilities as may be assigned by the Deputy Vice-Chancellor (AF) or the Vice-Chancellor from time to time. Page 2 of 8

REGISTRAR ADMINISTRATION JOB GRADE 15 UOE/ADM/REG/(AD) 02/12/2018 Reporting to the Deputy Vice-Chancellor, Administration and Finance, the Registrar (Administration) shall be responsible for effective and efficient coordination of Administrative and Human Resource functions of the University. Qualifications An earned Doctorate Degree from a recognized institution in addition to Master s and Bachelor s Degrees from recognized institutions; At least ten (10) years relevant work experience in a senior academic or management position; three (3) of which must have been as a senior academic or management position; Must possess relevant postgraduate qualification in Management or Administration; Must show evidence of participation and contribution in seminars/conferences related to administration and management; Must have undergone leadership training lasting not less than Six (6) weeks from a recognized institution; Must be registered in a relevant professional body; Show proficiency in computer applications; Be familiar with all matters in Administration, Human Resource and Finance as applicable in a University environment Duties and responsibilities Reporting to the Deputy Vice Chancellor Administration and Finance for the supervision and management of all administrative and operational functions in the division and in particular: - Page 3 of 8

4 Be responsible for planning, policy formulation and general administration of the various administrative activities in the University administration. Responsible for establishment and management of effective and efficient structures and systems for human resources management, including records management, performance contracting and management and staff development. Management of the various departments within the Administration Division with regard to the legal instruments and regulations governing the management and administration of University resources in general and within their respective departments. Responsible for formulation and implementation of the Divisional Strategic Plan Responsible for formulation, planning and control of the Administration Budget, Conduct and Discipline of Administrative Staff. Negotiating performances targets and signing of annual Performance Contract with the Deputy Vice-Chancellor (AF). Co-ordinate the preparation of the University annual budget. Co-ordinate the preparation of the University Annual Procurement plan. Co-ordinate the preparation and implementation of the ISO 9001:2015 Quality Management System. 3. DEPUTY UNIVERSITY LIBRARIAN JOB GRADE 14 - UOE/AC/DUL/C/04/12/2018 Qualifications Earned doctorate degree in Library and Information Science from a recognized institution, in addition to Master s and Bachelor s degrees from recognised institutions At least five (5) years relevant work experience, three (3) of which must have been as Senior Librarian I, Job Grade 13 or equivalent; Shown merit and ability as reflected in work performance and results through appraisal process Proficiency in computer applications Page 4 of 8

5 Membership registration with a relevant professional body Senior Management training lasting not less than four (4) weeks Published at least four (4) relevant refereed publications since the last promotion. Evidence of Continuous professional development Duties and Responsibilities Assist the University Librarian with the overall administration of the Library Assist the University Librarian in planning and coordination of library services Marketing of the library through publications of bulletin, manuals and guides Facilitation of library services and user education Represents the Library in various committees and ad hoc groups within and outside the university as appropriate Any other duty as may be assigned by the University Librarian 4. FARM MANAGER- JOB GRADE 12 -UOE/ADM/FM/VC/05/12/2018 Reporting to the Registrar Administration, the Farm Manager shall be responsible for the effective and efficient management of the university farm and related activities. Qualifications Bachelor s degree in Agriculture or its equivalent from a recognized institution; At least seven (7) years of work experience in a relevant field; at least three (3) of which must have been served in a senior management position. Proficiency in computer applications; Membership registration with relevant professional body; Continuous Management training lasting not less than four (4) weeks. Evidence of continuous professional development Duties and Responsibilities Being the head of the University Farm department; Page 5 of 8

6 Being in charge of the coordination and management of the farm; Formulation and implementation of farm policies and strategies; Preparing the staff establishment of the Farm Workers; Advise the University management on staff training and development; Preparing the budgeting and procurement of all the farm requirements; Ensuring that all the required quality standards are maintained in the farm products; Staff development and capacity building and Any other duties as may be assigned by immediate supervisor from time to time. 5. DEPUTY CHIEF INTERNAL AUDITOR- JOB GRADE 14 - UOE/ADM/CIA/VC/03/12/2018 Qualifications MBA (Accounting/Finance option) or its equivalent in addition to B.Com or equivalent from a recognized institution. CPA(K) or its equivalent At least five (5) years working experience as Internal Auditor, three (3) of which must have been at a senior management position ICPAK Membership or its equivalent Computerized Information Systems Audit (CISA) certification Must be computer literate Continuous Management training lasting not less than six (6) weeks Duties and Responsibilities Coordinate preparation, approval by the Audit Committee, and implementation of annual audit plans. Ensure proper interpretation of financial policies for sound auditing practices and control. Responsible for coordination of Audit department s activities, including staff training and development. Liaising with external auditors and ensure implementation of their recommendations. Developing and updating the Charters for the Audit and Risk Management Committee (ARMC) as well as that for the Internal Audit Department and ensure that they are duly approved Page 6 of 8

7 Review effectiveness of the risk management system and strategies, and make appropriate recommendations. Review the adequacy of internal policies, procedures and processes to ensure necessary and sufficient internal controls are in place. Make recommendations on the systems and procedures being reviewed, report on the findings and recommendations and monitor management s response and implementation. Implement the annual audit plan and present a report to the Council Audit and Risk Management Committee (ARMC) on a quarterly basis. Ensure compliance with sound internal audit principles, relevant statutes, government policies, and best practices. Staff management including ensuring target setting, performance evaluation, mentoring, training and development of staff in the department. Other Operational Responsibilities: Carry out special assignments including investigations and recommend controls to mitigate risks. Designing and coordinating the execution of an annual audit plan in compliance with conventional audit guidelines and best practices. Maintain Audit working files to ensure working papers are complete and that available audit evidence fully supports audit opinions and recommendations. Receive and review external auditor s reports and management responses thereto including the actions taken to address material issues raised. Review the University s operations with regard to compliance with the relevant statutes, policies, rules, regulations, administrative government circulars and guidelines. Ensure proper preparation of audit reports, presentation of the same to the Audit and Risk Management Committee (ARMC) on quarterly basis and implementation of audit recommendations. Terms and conditions Terms and Conditions: Finance Officer, Deputy Chief Internal Auditor, Registrar Administration and Deputy University Librarian are permanent and pensionable positions within the university and carry competitive remuneration package which include among others, basic salary, medical cover; house, transport and leave allowances. The Farm Manager s position will be on a 3-year renewable contract, subject to satisfactory performance. Page 7 of 8

All applicants must satisfy the requirements of Chapter Six of the Constitution of Kenya by getting clearances from the following bodies: Higher Education Loans Board (HELB); Ethics and Anti-Corruption Commission (EACC); Kenya Revenue Authority (KRA); Credit Reference Bureau (CRB); Commission for University Education (CUE) and Current certificate of good conduct from the National Police Service (NPS). They should also provide three (3) referees who are knowledgeable about their competence and areas of specialization, one of which must be a recent/last employer.
